Waiheke Community Board meeting held on Wednesday, 24 May 2006 to be confirmed
as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

PUBLIC FORUM
A period of time
(approximately 20 minutes) is set aside for members of the public to address the
meeting on matters within its delegated authority. A maximum of 5 minutes per

Road safety on
Donald Bruce Road was raised as an issue by the Te Huruhi school Board of
Trustees and the Waiheke Community Board in June 2005.
Traffic and Roading
services have reviewed the previous footpath plans and found them to be
unsuitable due to physical changes that have occurred since the plans
preparation.
Subsequent meetings
between Traffic and Roading services, the Te Huruhi Primary School Principal and
members of the School Board have lead to the development of a four new options
for the site.
Recommending that
the Board receives this report, gives it's support for the development of the
proposed option and that the Board places the proposed Donald Bruce Road
footpath on the 'new footpath priority list' so that the project can be
programmed for installation.

during the Hauraki Gulf Islands "Water and Sanitary Services Assessments" in
2004 has been prepared to facilitate the information needed for the stormwater
network consents process. A number of wastewater and stormwater issues have
been identified.

club is partially situated on legal road. This legal road land cannot be
legally leased so the Boating club is not able to have secure tenure. This
report recommends that the road be legally stopped and turned into Road Reserve,
allowing the Boat club security of tenure.

Delaine Jones and
Francis Evans have submitted a petition containing approximately 316 signatures
with the following prayer:
Is micro-chipping dogs just the beginning? Anyone who appreciates democratic
freedom and creative thinking will be asking serious questions about the value
and wisdom of this bill.
The recent decision by Parliament to pass a law that all dogs are to be given a
quick injection of a microchip to track them and identify them should they stray
is another example where suspect technology is entering our lives, our homes,
and in time, our bodies. ID cards like the one the British are introducing and
then ID chips in our bodies. Is this what we have to accept here in New Zealand
if our representatives follow international trends. When will we say enough is
enough is enough?
This petition is going to be circulated on the Island for two weeks and will be
presented to Parliament in due course. If you feel strongly to support Waiheke
becoming microchip free, then join us to stand against this issue.

on the Boards May 2006 agenda from the Transport and Urban Linkages Committee
regarding the Matiatia Development and Parking Management Plan contact has been
made with the Waiheke Community Board Chairman regarding a car pooling
initiative for Waiheke Island. At the Transport and Urban Linkages Committee
meeting, 8 May 2006, it resolved as follows.
- That priority parking be put aside for a car
pooling initiative from Matiatia and this matter be discussed at a workshop with
the Waiheke Community Board and reported back to the Transport and Urban
Linkages Committee.
Providing the Board
members the opportunity to discuss any car parking initiatives ahead of a
meeting for the Waiheke Community Board Chairman and traffic spokesperson.
HAURAKI GULF ISLAND DISTRICT PLAN REVIEW

At the Boards April 2006 meeting it considered feedback following consultation
during the Hauraki Gulf Island District Plan review. A number of issues outside
of the scope of the plan review need to be considered by the Board. At the
meeting it resolved as follows;
- That Liz Ross, Consultant, be thanked for her attendance in support of
the Hauraki Gulf Islands District Plan Review Community Consultation - Non
District Plan Issues.
- That the report of the Manager Isthmus and Islands, dated 18 April
2006, regarding non district plan issues raised during Community Consultation,
be received.
- That the Board forms a working party of all Board Members to consider
the non district plans issues raised via the Hauraki Gulf Island District Plan
Review Community Consultation, to determine appropriate action as required.
Recommending that the Board appoints up to three board members to progress the
consideration of these issues.
