CONFIRMATION OF MINUTES
The minutes of the
Waiheke Community Board meeting held on Wednesday, 25 July 2007 to be confirmed
as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

Section 46A(7A) of the Local Government Official Information and
Meetings Act 1987 (as amended) states: |

"Where an item is not on the agenda for a meeting,- |

(a) |
That item may be discussed at that meeting if- |

(i) |
That item is a minor matter relating to the general business of the
local authority; and |
|

The presiding member explains at the beginning of the meeting, at a time
when it is open to the public, that the item will be discussed at the

no resolution, decision, or recommendation may be made in respect of
that item except to refer that item to a subsequent meeting of the local

PUBLIC FORUM
A period of time
(approximately 20 minutes) is set aside for members of the public to address the
meeting on matters within its delegated authority. A maximum of 5 minutes per
item is allowed, following which there may be questions from members.
The following
requests have been received to address the meeting:
4.1. BARNETT BOND - SEVENTH AVENUE FOOTPATH PRIORITY
Barnett Bond will be in attendance to address the Waiheke Community Board as per
his attached submission, regarding the footpath at Seventh Avenue, Onetangi, and
the need for prioritisation within the 2007/2008 year.

Mike Jarman will be in attendance to address the Waiheke Community Board on the
speed limit on Waiheke Road, Onetangi.
4.3. RUTH STRAWBRIDGE - RE-SEALING OF MAKORA AVENUE EXTENSION, SURFDALE
Ruth Strawbridge will be in attendance to address the Waiheke Community Board as
per her attached submission, concerning the re-sealing of the Makora Avenue
extension, Surfdale.

on 8 August 2007 outlining the preliminary outcomes from Stage 2 of public
consultation for the Waiheke Library, Service Centre and Artworks project and

considered at the Community Development and Equity Committee meeting in
September.

INTERIM ALCOHOL BANS

Providing the report
and resolutions from the Planning and Regulatory Committee meeting held on 9
August 2007 outlining the completion of an initial evaluation of feedback and
evidence provided by parks staff, police and four community boards
[Maungakiekie, Eden/Albert, Tamaki and Mt Roskill] on the interim liquor ban
areas.
At its meeting held
on 9 August 2007, the Planning and Regulatory Committee resolved as follows:
- That
the committee approves:
- extending the period the existing nine interim alcohol ban areas
are in effect to 30 April 2008;
- a temporary alcohol ban for all beaches,
parks and reserves on Waiheke Island from 10 pm to 6 am from Labour Weekend 2007
until 30 April 2008; and
- that a communication strategy be implemented
identifying the alcohol bans, which includes appropriate signage and information
to schools.
- That officers report to the December 2007
Planning and Regulatory committee meeting on the nine interim alcohol ban areas,
particularly in relation to issues of displacement and possible threshold
criteria for future alcohol ban areas.
- That the committee endorses the use of the
special consultative procedure to gauge community views on making the nine
interim alcohol ban areas, and the Waiheke Island temporary alcohol ban areas,
permanent.
- That a workshop be convened during September
2007 with community boards to discuss the alcohol ban issues and criteria.
- That the committee notes the resolution from
the Eastern Bays Community Board's July 2007 meeting and refers it to the
proposed community board workshop, for reporting back to the committee's
December 2007 meeting, together with the request that the Waimarie Road shopping
centre carpark be included in the alcohol bans.
- That the committee's resolutions regarding
interim alcohol bans be conveyed to all community boards.
- That the committee notes that the police have
accepted accountability for enforcing the alcohol bans.
Recommending that
the report and the resolutions of the Planning and Regulatory Committee, dated 9
August 2007, be received.

The Waiheke
Community Board considered this matter at its meeting held 23 May 2007, where it
resolved as follows:
- That the Waiheke Community Board requests the
General Manager, City Development, provide information on:
- whether there is any onus on the owner of a
heritage building (in this case, the Rocky Bay store) to restore a building to
its prior condition and;
- what steps Auckland City Council is prepared
to take in securing and weatherproofing the Rocky Bay store.
- That Board Member Sears be delegated to
discuss the Rocky Bay store arson matter with the Waiheke Police and report back
to the Board at its June 2007 Board meeting.
Providing the
Waiheke Community Board with a memorandum outlining the actions taken by City
Planning in progressing the requested investigations.
Recommending that
the memorandum of the Senior Heritage Officer, City Planning, be received and
the Board consider passing a resolution to the Environment Heritage and Urban
Form Committee seeking the $50,000 funding for the Rocky Bay store restoration.
