OBITUARIES

Chairperson Ray Ericson advised of the recent passing of Mr Kato Kauwhata, the Piritahi Marae kaumatua, on 11 November 2007. A minutes silence will be observed.

  2. Top CONFIRMATION OF MINUTES

    The minutes of the Waiheke Community Board meeting held on Wednesday, 7 November 2007 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. RINSKE RYDER - BARBECUE AT SHELLY BEACH

    Rinske Ryder, resident of Shelly Beach Road, will be in attendance to present to the Board a petition of 40 signatures regarding the construction of a barbecue on Shelly Beach Reserve. A copy of the petition will be tabled at the meeting.

    4.2. BRENTLY FORD - CONCERNS AT SHELLY BEACH RESERVE

    Brently Ford, resident of Shelly Beach Road, will be in attendance to address the Board regarding his concerns of Shelly Beach Reserve issues.

    4.3. DENIS POWELL - FRIENDS OF THE OKAHUITI WETLANDS

    Denis Powell, Friends of the Okahuiti Wetlands, will be in attendance to update the Board on the progress of the memorial in honour of the late Jacqui Barrington, and to extend an invitation to Board Members to attend the unveiling ceremony planned for 3 December 2007, at 9.30am.

    4.4. CHRIS WALKER AND MATTHEW TETLEY-JONES - WAIHEKE COMMUNITY RADIO TRUST

    Chris Walker and Matthew Tetley-Jones, representing the Waiheke Community Radio Trust, will be in attendance seeking Board support for the provision of a community lease for premises at the Artworks Centre to be used as a radio station.

    4.5. EMMA MCDONALD - MANAGING DIRECTOR, EVENTI LIMITED

    Emma McDonald, Managing Director, Eventi Limited, will be in attendance to address the Board regarding the Waiheke Wine and Food Festival scheduled for March 2008.

    4.6. SHAWN BROWN - SKATE PARK UPGRADE PROPOSAL

    Shawn Brown, Waiheke High School, will be in attendance to address the Board regarding his proposal to upgrade the skate park and BMX track facilities in Tawaipareira Reserve.

    4.7. LYN PRICE AND JOHN GIFFORD - TREE ISSUES ON GLENBROOK ROAD

    Lyn Price and John Gifford, Glenbrook Road, Rocky Bay, will be in attendance to address the Board regarding lopsided growth of two mature puriri trees and one taraire tree growing on the berm between 43 and 49 Glenbrook Road.

  5. Top APPOINTMENT OF COMMUNITY BOARD SPOKESPERSONS AND LIAISONS

    The Board is asked to appoint spokespersons for its various delegated responsibilities as follows:

    The Board is asked to confirm or reassign spokespersons to its 2007/2008 Small Local Improvements Projects, as per the attached list of projects. Those projects which are still current, and whose spokespeople appear in bold italics, will need to be re-assigned at the Board meeting.

  7. Top PROVISION FOR URGENT DECISIONS

    The Board does not meet again until 30 January 2008. It is possible that matters may arise between 21 November 2007 and the next Board meeting which require urgent attention. Any decisions would be reported back to the Board at its January 2008 meeting.

    The Board is asked to make provision for any urgent decisions over the summer recess by approving delegated authority to two nominated Board members.

  9. Top AUCKLAND REGION COMMUNITY BOARDS ASSOCIATION ANNUAL MEMBERSHIP

  12. Top RESPONSE TO ANNUAL PLAN SUBMISSION - AUCKLAND CITY COUNCIL

    Attaching a detailed response to the Board's submission to Auckland City Council's Draft Annual Plan 2007/2008. The council received 633 individual submissions. Public hearings were held from 5-7 June 2007 where 97 submitters were heard. Following consideration of all submissions, at meetings held on 21 June 2007 the council adopted the final Annual Plan 2007/2008 and the Amendments to the LTCCP documents.

    Recommending that the response to the Board's submission to Auckland City Council's Draft Annual Plan 2007/208 be received.

  13. Top RESPONSE TO ANNUAL PLAN SUBMISSION - AUCKLAND REGIONAL COUNCIL

    Attaching a detailed response to the Board's submission to Auckland Regional Council Annual Plan 2007/2008. The Regional Council received 349 individual submissions. Following consideration of all submissions, the Regional Council adopted the final Annual Plan 2007/2008 at its meeting held on 25 June 2007.

  14. Top NOTICE OF MOTION - PROPOSED COMMUNITY SWIMMING POOL ON WAIHEKE ISLAND
