CONFIRMATION OF MINUTES
The
minutes of the Waiheke Community Board meeting held on Wednesday, 28 May 2008 to
be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS
| Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |
| "An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
| (a) |
The local authority by resolution so decides; and |
| (b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
| |
(i) |
The reason why the item is not on the agenda; and |
| |
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |
| Section 46A(7A) of the Local Government Official Information and
Meetings Act 1987 (as amended) states: |
| "Where an item is not on the agenda for a meeting,- |
| (a) |
That item may be discussed at that meeting if- |

(i) |
That item is a minor matter relating to the general business of the
local authority; and |
| |
(ii) |
The presiding member explains at the beginning of the meeting, at a time
when it is open to the public, that the item will be discussed at the
meeting; but |

no resolution, decision, or recommendation may be made in respect of
that item except to refer that item to a subsequent meeting of the local
authority for further discussion." |
PUBLIC FORUM
A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.
The
following requests have been received to address the meeting:
4.1. CREATIVE PLAY FOR PARENTS - ANAIA TREEFOOT
Anaia Treefoot, project manager for the Creative Play for Parents workshop
series, will be in attendance to address the Board in support of her application
for a Discretionary Funding grant towards costs associated with the
establishment of a four week series of workshops aimed at teaching parents
practical creative play skills to promote quality parent-child interaction.
This application will be considered under Item 7.1 on this agenda.
4.2. MATARIKI ART EXHIBITION - LINDA CHALMERS, WAIHEKE COMMUNITY ART GALLERY
Linda Chalmers, representing the Waiheke Community Art Gallery, will be in
attendance to address the Board in support of her application for a
Discretionary Funding grant towards costs associated with the Gallery's
administration of the annual Matariki art exhibition. This application will be
considered under Item 7.2 on this agenda.
4.3. ROAD SAFETY ISSUES - DR REBECCA POTTS
Dr
Rebecca Potts will be in attendance to address the Board regarding road safety
issues on the island and the posted speed limit on Onetangi straight.
4.4. UPGRADES ON OCEAN ROAD - TIM RANSOM AND BARBARA CUTHBERT, CYCLE ACTION WAIHEKE
Tim
Ransom and Barbara Cuthbert, representing Cycle Action Waiheke, will be in
attendance to address the Board regarding road upgrades on Ocean Road.
4.5. CARE OF THE ENVIRONMENT EDUCATIONAL WORKSHOPS - MATTHIAS KROEGER, ALLISON LIVINGSTON AND GLENDA ANDREW-NEIL, WAIHEKE COMMUNITY CINEMA TRUST
Matthias Kroeger, Allison Livingston and Glenda Andrew-Neil, representing the
Waiheke Community Cinema Trust, will be in attendance to address the Board in
support of their application for a Discretionary Funding grant towards costs
associated with the administration of a two-day event featuring educational
films, workshops, discussions and performances aimed at raising awareness around
energy use, waste and care of the environment. This application will be
considered under Item 7.3 on this agenda.
4.6. DOG CONTROL AND DOG POLICY 2008 REVIEW - BARBARA WILKINSON
Barbara Wilkinson, resident of Karaka Road, will be in attendance to address the
Board regarding the Dog Control and Dog Policy 2008 bylaw review.

Attaching for the Board's information an update on the Onetangi Road Pedestrian
Refuge, Dressing the Piritahi Marae and the Putiki Esplanade Reserve Walkway
SLIPs projects.
Recommending that the memorandum of the SLIPs Project Portfolio Leader, dated 13
June 2008, be received; that the Board cancel the Onetangi Road Pedestrian
Refuge Project; that the Board approve the grant for the dressing of the
Piritahi Marae to the value of $14,999 from their 2007/2008 SLIPs budget
allocation; and that Board allocate extra funding of $4,000 to complete the
Putiki Esplanade Reserve Walkway project.

Attaching a list of projects for the Board's consideration for preliminary
approval and vetting. The Board has a total of $748,500 available to spend on
SLIPs projects from 1 July 2008 - 30 June 2011.
Recommending that the Board consider which projects should proceed to vetting by
relevant council officers for scoping (Stage Two).
DISCRETIONARY FUNDING APPLICATIONS
Discretionary Funding
applications should comply with the following criteria:
- Projects should directly benefit the local
community;
- Funds granted should generally be used to 'top up' funds already gathered;
and
- Applications must include full details of the
project and budget.
Applications for
retrospective costs will not be considered.

Attaching for the Board's information the Hauraki Gulf State of the Environment
Report 2008, and correspondence from Greg Davenport, Chairman, Waiheke Aquatic
Centre Committee, to Councillor Greg Moyle, Chairman, Arts, Culture and
Recreation Committee, dated 12 May 2008.
Councillor Roche will also table a written report at the meeting.
Recommending that the Hauraki Gulf State of the Environment Report 2008, the
correspondence from Greg Davenport, dated 12 May 2008, and the written report
from Councillor Roche, be received.
CHAIRMAN'S REPORT
Attaching a report for the Board's information a report from the Chairman
outlining the issues he has been involved with since the 28 May 2008 Board
meeting. Also attached for the Board's information correspondence from John
Robertson, resident of Coromandel Road, to Karen Sherry, Trustee, Auckland
Energy Consumer Trust, regarding power poles on the island.
