  2. Top CONFIRMATION OF MINUTES

    The minutes of the Waiheke Community Board meeting held on Wednesday, 25 June 2008 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top AUCKLAND CITY COUNCIL HERITAGE FUND NATURAL AREA CONSERVATION GRANT RECIPIENTS

    At its meeting on 14 April 2008, the City Development Committee awarded Auckland City Council Heritage Fund Natural Area Conservation grants to the following Waiheke residents upon completion of their proposed projects:

    • Brian Griffiths (on behalf of the Hauraki Gulf Islands Forest and Bird Society);
    • Margaret Mills and Trevor Darvill;
    • Guy Camilleri;
    • Andrea Blanchette; and
    • Geoff Dawson.

    The Auckland City Council Heritage Fund provides grants to fund conservation projects on private land in the Hauraki Gulf Islands. A total of $50,000 is available in the 2008 funding round. Potential conservation projects could include, but are not limited to, pest and weed control, re-vegetation or fencing. Projects may also involve a variety of works or materials, but a direct environmental gain should result from the project.

    Auckland City Councillor Graeme Mulholland will be in attendance to present certificates to the grant recipients in conjunction with the Chairman.

    Recommending that the Board congratulate the Auckland City Council Heritage Fund Natural Area Conservation grant recipients from Waiheke Island.

  5. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    5.1. ESTABLISHMENT OF A WAIHEKE FAMILY SERVICE CENTRE - KIRSTEN RUDD AND DEBBIE DUNLEAVY

    Kirsten Rudd and Debbie Dunleavy will be in attendance to address the Board in support of the establishment of a family service centre on Waiheke.

  6. Top ELECTION HOARDINGS

    Reporting on the review of sites designated for electoral hoardings following the 2007 local government elections, outlining the responsibilities for monitoring the electoral hoardings, and providing an opportunity to approve sites if required. Waiheke Island does not currently have any sites designated for electoral hoardings.

    Recommending that the Board consider nominating designated electoral hoarding sites where election signs may be displayed on council property.

  7. Top TRAFINZ CONFERENCE 2008

    The annual TRAFINZ Conference is scheduled to be held at the Hotel Grand Chancellor, Christchurch, from 7-10 September 2008. The theme of this year's conference is "Celebrating the Past - Gearing Up for the Future".

    Recommending that the Board consider whether it wishes to send a member or members to this conference, noting that the costs associated will be drawn from the Board's 2008/2009 Discretionary Funding budget.

  8. Top DISCRETIONARY FUNDING APPLICATIONS

    Discretionary Funding applications should comply with the following criteria:

    • projects should directly benefit the local community;
    • funds granted should generally be used to 'top up' funds already gathered; and
    • applications must include full details of the project and budget.

    Applications for retrospective costs will not be considered.

    8.1. SACRED MOVES

    Attaching for the Board's consideration an application for a Discretionary Funding grant from Sacred Moves, seeking funding of $634.50 for costs associated with the purchase of an amplifier for the weekly dance group.

    This application was originally presented at the 23 April 2008 Board meeting, which resolved as follows: (inter alia)

    1. That the Democracy Advisor liaise with Community Services to investigate an amplifier and dust mop for the Palm Beach Hall, noting that the Waiheke Community Board will reconsider the application if these efforts are not successful.

    Community Services have advised that as the Palm Beach Hall is not owned by Auckland City Council, they suggest Ms Treefoot apply for Community Board Local Funding for the amplifier for the group.

    Recommending that the Board consider the application.

    8.2. LA LECHE LEAGUE WAIHEKE

    Attaching for the Board's consideration an application for a Discretionary Funding grant from La Leche League Waiheke, seeking funding of $4,410 for costs associated with the attendance of volunteers at the bi-annual La Leche League New Zealand conference being held in Cambridge in October 2008.
