  2. Top CONFIRMATION OF MINUTES

    The minutes of the Waiheke Community Board meeting held on Wednesday, 26 November 2008 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. DISCRETIONARY FUNDING APPLICATION - SUSI NEWBORN, THE COCONUT FREE PRESS TRUST

    Ms Newborn, representing The Coconut Free Press Trust, will be in attendance to address the Board regarding their discretionary funding application for costs associated with editing of the 'Kit and Maynie' film project. This item will be considered under item 9.1 of this agenda.

    Recommending that Ms Newborn, representing The Coconut Free Press Trust, be thanked for her presentation to the Board on their discretionary funding application for costs associated with editing of the 'Kit and Maynie' film project.

    4.2. DISCRETIONARY FUNDING APPLICATION - PAULA BROWNING, SPORT AUCKLAND

    Ms Browning, Business Manager - Sport Auckland, will be in attendance to address the Board regarding their discretionary funding application for costs associated with supporting the contracted provider's position and venue hire for the 'Active Movement in the Libraries' sessions on Waiheke. This item will be considered under item 9.2 of this agenda.

    Recommending that Ms Browning, Business Manager - Sport Auckland, be thanked for her presentation to the Board on their discretionary funding application for costs associated with supporting the contracted provider's position and venue hire for the 'Active Movement in the Libraries' session on Waiheke.

    5.2. REPORT FROM NOBILANGELO CERAMALUS

    Attaching for the Board's information, a report from Board member Ceramalus.

    5.3. REPORT FROM EILEEN EVANS

    Attaching for the Board's information, a report from Board member Evans, a breakdown of costs associated with the Waiheke Santa Parade and the minutes from the Parks Spokesperson meeting held 8 December 2008.

  8. Top ANNUAL REVIEW OF LEASE - OLD BLACKPOOL SCHOOL LIBRARY

  9. Top DISCRETIONARY FUNDING APPLICATIONS

    Discretionary Funding applications should comply with the following criteria:

    • projects should directly benefit the local community;
    • funds granted should generally be used to 'top up' funds already gathered; and
    • applications must include full details of the project and budget.

    Applications for retrospective costs will not be considered.

    9.1. COCONUT FREE PRESS TRUST

    Attaching for the Board's consideration, an application for a discretionary funding grant from Coconut Free Press Trust seeking $900 for costs associated with editing of the 'Kit and Maynie' film project.

    9.2. SPORT AUCKLAND

    Attaching for the Board's consideration, an application for a discretionary funding grant from Sport Auckland seeking $1080 for costs associated with supporting the contracted provider's position and venue hire for the 'Active Movement in the Libraries' sessions on Waiheke.

    Recommending that the Board consider the application.

  10. Top LOCAL EVENT FUNDING APPLICATIONS

    Local Event Funding applications should comply with the following criteria:

    • the funding must be used for running an actual event;
    • the event must be free (have no cover charge in any form);
    • the event must be held in a public place (e.g. park, beach, etc);
    • the event must be open to anyone who wishes to attend and not restricted to particular sectors of the community;
    • the event must not be solely for commercial gain or fundraising purposes (e.g. must have a significant 'free event' component);
    • applications for event funding must not be retrospective at the point of decision making (e.g. the event has already been held and funding would be a reimbursement); and
    • the event must be local in nature and can receive funding from no more than two community boards.

    10.1. LOCAL EVENT FUNDING - ANZAC DAY SERVICES 2009

    The Board is asked to consider whether it wishes to allocate funding for this year's Waiheke ANZAC Day services.

    Recommending that the Board allocate funding from its 2008/2009 Local Events / Discretionary Funding budget to help cover the costs of this year's Waiheke ANZAC Day services.

  11. Top RESOLUTIONS FROM ARTS, CULTURE AND RECREATION COMMITTEE - WAIHEKE ARTWORKS STRATEGIC PLAN

    Reporting on the Waiheke Artworks Strategic Plan.

    At its meeting held 11 February 2009, the Arts, Culture and Recreation Committee resolved as follows:

    1. "That the Arts, Culture and Recreation Committee adopt the Waiheke Artworks strategic plan, which recognises Waiheke Artworks as an arts and cultural centre that serves the local community and reflects Waiheke Island's unique identity, by providing a place for the exchange of ideas and community participation in a range of activities.
    2. That the Arts, Culture and Recreation Committee notes the main points of the Waiheke Artworks strategic plan are to:
      1. recognise Waiheke Artworks as an arts and cultural centre with a community arts focus,
      2. provide opportunities for local participation in arts and cultural activities,
      3. encourage visitors through its arts and cultural activities,
      4. maximise opportunities for integrated facilities and activities with the planned new library.
    3. That the report of the Senior Project Planner, Art Community and Recreation Policy, dated 12 January 2009, and the above resolutions be forwarded to the Community Services Committee and the Waiheke Community Board, for their information."

    Recommending that the report of Senior project planner, Arts community and recreation policy, dated 12 January 2009, and resolutions from the Arts, Culture and Recreation Committee meeting held 11 February 2009, be received.

  12. Top HAURAKI GULF ISLANDS PROPOSAL - MEDIA RELEASE
