MIHI

In recognition of Te Wiki o Te Reo (Maori Language Week), the Chairman read the mihi from the front of the agenda and welcomed people to the meeting. The Chairman then invited Mr Pita Rikys to open the Waiheke Community Board meeting with a further mihi.

Board Member Sears offered condolences to the Chairman on behalf of the Board for the recent passing of his brother and expressed their support at this difficult time.

    That the minutes of the Waiheke Community Board meeting held on Wednesday, 27 June 2007 to be confirmed as a true and correct record, with the following amendments reflected below in italics:

    4.1. KELLY BICKERTON and JULIE CRAWFORD - INCLUSION OF THE WAIHEKE ISLAND TOY LIBRARY IN THE NEW LIBRARY

    1. That the Waiheke Toy Library's request for space in the new library facility be supported in principle and that this request be forwarded to the consultants employed in the library development.

    4.8. WES BURNS - REMOVAL OF THE ANGLICAN CHURCH BUILDING

    Wes Burns addressed the Waiheke Community Board on a proposal for the removal of the Anglican Church Property at 131 and 133 Ocean View Road, Oneroa to the Waiheke Historical Society site at Onetangi to ensure preservation of this building. He raised concerns with the Board over the possible demolition of the building and requested action to ensure this did not occur.

    1. That Wes Burns be thanked for his presentation regarding the proposal to move the Anglican Church building at 131 and 133 Ocean View Road, Oneroa to the Waiheke Historical Society site at 165 Onetangi Straight, Onetangi.
    2. That the Waiheke Community Board support in principle the moving of the Anglican Church building from their current site to the Waiheke Historical Society site in Onetangi Road.
    3. That the Chairman be delegated to work with Wes Burns and the Waiheke Historical Society on the relocation of the Church building to Onetangi Road in order to ascertain:
      1. The funding implications of moving the building for report back to the Waiheke Community Board for consideration as a possible SLIPs project
      2. The logistical issues associated with the moving of the Church building.
    4. That the Waiheke Community Board requests assurances from Council that the Anglican Church building at 131 and 133 Ocean View Road, Oneroa, will not be sold, demolished or removed until investigations on their possible relocation to the Waiheke Historical Society site are undertaken.

    4.1. TANYA BATT - NETWORK OF FAIRYTALE VILLAGES AROUND THE WORLD

    Tanya Batt advised the Waiheke Community Board of an approach from Italy to join a 'Network of Fairytale Villages around the World' and to seek the Board's support for this. Ms Batt also thanked the Board for their support for the 'Once Upon an Island' storytelling festival and advised that this project would be an appropriate addition to the 'story telling culture' of Waiheke Island and tabled her presentation for the Boards information.

    3. That Tanya Batt be invited to write a brief report to the Waiheke Community Board on her investigations of the International Network of Fairytale Villages on her return.

    4.2. LAUREN MASER - 'FIX AUCKLAND'

    Lauren Maser was in attendance to address the Waiheke Community Board on the 'One Auckland' council proposed by the Employers and Manufacturers Association (EMA) and her concerns with the lack of recognition of the Hauraki Gulf Islands as a significant part of Auckland. Ms Maser noted that she believes it to be imperative that Waiheke Island maintain some degree of local control over its affairs.

    That Lauren Maser be thanked for her presentation regarding a specific Waiheke Community Board needing to be incorporated within the proposed 'One Auckland' council.

    4.3. ALLEN DAVIES - 'ONE AUCKLAND', BUS SHELTERS AND EMERGENCY GENERATOR

    Allen Davies was in attendance to address the Waiheke Community Board on the advertisements in the New Zealand Herald for 'One Auckland' proposed by the Employment and Manufacturers Association (EMA), which were in his view misleading. Mr Davies also advised of his concerns with the vandalism to bus shelters on Waiheke Island along with the health and safety issues with the new bus shelters. Mr Davies raised the issue of a need for emergency generators, particularly at Matiatia, as highlighted from the recent storms experienced in the Hauraki Gulf.

    2. That the matter of an emergency generator and/or an alternative sustainable power supply at Matiatia be referred to officers for consideration.

    4.4. ROGER BRYANT - GREY POWER ISSUES

    Roger Bryant, on behalf of Grey Power Waiheke and Gulf Islands Association Incorporated, addressed the Waiheke Community Board as per his attached submission covering the Artworks consultation process, the New Zealand Community Board conference, emergency operations, the Active Auckland plan, Hauraki Gulf Islands Proposed District Plan and the rates enquiry.

    4.5. PITA RIKYS - WAIHEKE RETIREMENT VILLAGE PATHS

    Pita Rikys was in attendance to advise the Waiheke Community Board of the possibility of the establishment of footpaths for the Waiheke Retirement Village as part of their consent process. Mr Rikys also spoke to the Chairman's report, item 12 of the agenda, and requested that the Waiheke Community Board familiarise themselves with the delegations of other Community Boards within New Zealand.

    4.5. BASIL HOLMES - DEMOCRACY IN LOCAL GOVERNMENT

    Basil Holmes was in attendance to address the Waiheke Community Board on democracy within local government, particularly the role of Community Boards and the need for Community Boards to take a leadership role to protect the interests of their communities.

  7. Top GRANT OF NEW/NEW LEASE, OTHERWORLD PRODUCTIONS INCORPORATED, OLD BLACKPOOL SCHOOL LIBRARY, WAIHEKE

    Councillor Storer tabled a letter from Kelly Bickerton of the Waiheke Toy Library dated 17 July 2007 advising that they did not wish to pursue a shared lease at the Blackpool School Library building.

    1. That the Waiheke Community Board recommends to the Arts, Culture and Recreation Committee:

      That a new lease be granted to Otherworld Productions Incorporated for the old Blackpool School Library Building, Nikau Road, Blackpool Park, Waiheke, on the following terms and conditions:

      1. Term - 5 years commencing 1 May 2007
      2. Rights of Renewal - Two rights of renewal each of five years
      3. Rent - $500.00 plus GST per annum
      4. Insurance - All contents insurance including public liability
      5. All other terms and conditions as per Councils Community and Recreation Lease Policy
      6. In order to ensure the old Blackpool School Library building is kept in active usage, an annual review of the lease be undertaken by officers and a report provided to the Waiheke Community Board. The report to include membership numbers of the group, activities being undertaken in the building, a comparison of usage with what was outlined in the lease application from Otherworld Productions.
      7. In the event that these annual reports show significant discrepancies or the building is not being kept in active usage the Council implement their right to terminate the lease.
    2. That the correspondence from Kelly Bickerton dated 17 July 2007 of the Waiheke Island Toy Library, confirming that they do not wish to pursue a shared lease at the Blackpool School Library, be received.
    3. That officers investigate the provision of a child proof gate at the old Surfdale Post Office building in order to ensure more friendly use for the Toy Library function.

    Board Member Harvey-Vernon advised that officers had sent a draft of the standard operating procedures for Civil Defence coordination on Waiheke to Board members for feedback. The Board agreed that all feedback should be provided to the Chairman as the Emergency Operations spokesperson to be collated by him for the officers.

    1. Sergeant Steve Ambler would start in two weeks time and a replacement constable had also been appointed
    2. Working with officers and businesses in developing a positive approach for signs compliance issues
    3. Septic tank pump outs were close to compliance
    4. Liquor ban submission provided for the Planning and Regulatory Committee, 12 July 2007.

    1. Attended a Traffic Spokesperson meeting, on 13 July 2007 covering the enhancement of safety features at Onetangi Street and Trig Hill Road, extending the guard rail at Ocean View Road and the development of wayfinders

    10.4. REPORT FROM KELLY ANN HARVEY-VERNON

    Board Member Harvey-Vernon provided a verbal update to the Waiheke Community Board on the following points:

    1. Community Board Local Funding meeting set for Friday 31 August 2007, and advised requests received total $52,000.
    2. Highlighted Sophia Johnson's attendance at Youth Parliament and believed more young people from Waiheke should be nominated to attend the Auckland City Youth Council.
    3. Presented the Boards liquor ban submission to the Planning and Regulatory Committee, 12 July 2007.

    Councillor Storer provided a further verbal update to the Waiheke Community Board on the following points:

    1. Hosted Issy Fordham, Great Barrier Community Board, and Jereme Warden (Auckland City Council Parks officer, Great Barrier) and updated the Board on site visits and meetings that Issy and Jereme attended on their visit.
    2. Received correspondence from Yohan Calermbo, a former resident of Waiheke who now resides in Golden Bay suggesting that Golden Bay and Waiheke form a 'sister community'.
    3. Working on a one off reduction for the signs dispensation fee
