There was no
extraordinary business.
Secretarial Note:
At
this point the Chairman welcomed His Worship the Mayor, Dick Hubbard, to the
meeting and provided him with a gift from the Board for his support over the
term. The Chairman then recognised the contribution of four officers from
Auckland City Council to the island. He thanked Andrew Allen, John Nash, Ron
Leonard and Gary Wilton for their work. The Board confirmed this support with
acclamation.
PUBLIC FORUM
4.1. CATHIE WILLIAMS - TEDDY BEARs PICNIC
Cathie Williams was in attendance on behalf of the Waiheke Health Trust and
addressed the Waiheke Community Board on the Waiheke Teddy Bears Picnic, to be
held in conjunction with National Children's Day in March 2008. Cathie Williams
requested that the Waiheke Community Board consider funding support for the
Teddy Bears Picnic and that this funding be forwarded to the Health Trust which
would deliver the Teddy Bears Picnic on behalf of the Community Board.

4.2. TREVOR DARVILL - ONETANGI RESIDENTS ASSOCIATION HALL ACCESS
Trevor Darvill, on behalf of the Onetangi Residents Association, addressed the
Waiheke Community Board on the Onetangi Residents Association Hall access and
the need for disabled access to the hall through Pohutukawa Reserve, as per his
tabled submission.
This matter was discussed further under item 7.

4.3. ALLEN DAVIES - SPEED LIMIT ON TRIG HILL ROAD
Allen Davies was in attendance and addressed the Waiheke Community Board, on
behalf of Mike Jarman, regarding the safety issues on Trig Hill Road, Onetangi.
He also raised the issue of the policing of speed limits on Waiheke Island and
urged the Board to talk with Police on this matter.

Straight, noting that Board Member Sears would raise the issue of enforcement

4.4 ROGER BRYANT - WAIHEKE LIBRARY, SERVICE CENTRE
AND ARTWORKS: STAGE TWO CONSULTATION
Roger Bryant was in attendance and addressed the Waiheke Community Board on the
Waiheke Library, Service Centre and Artworks: Stage Two Consultation process and
advised on his concerns with the consultation process, as per his attached
submission. He requested the Board seek an inquiry into the process and costs of
the consultation exercise.

4.5 PITA RIKYS - ONETANGI RESIDENTS ASSOCIATION
HALL ACCESS
Pita Rikys addressed the Waiheke Community Board, on behalf of the Gulf District
Plan Association Incorporated and the Walkways on Waiheke (WOW) group, on the
issue on the Onetangi Residents Association Hall access. Pita Rikys spoke on his
concerns, as outlined within his tabled submission, specifically noting that it
was imperative that reserve land should not be used or compromised unless no
other practical alternatives were available, which, in his view, was not the
case in this situation.

his concerns with possible encroachment in relation to this issue and opposed
access across the reserve.

ONETANGI HALL ACCESS OVER POHUTUKAWA RESERVE
Ron Stevenson was in attendance and addressed the Waiheke Community Board on his
investigations regarding the issue of vehicle access to the Onetangi Residents
Association Hall through Pohutukawa Reserve.

- That the Waiheke Community Board
support the granting of an easement to the Onetangi Residents Association on
Pohutukawa Reserve, as part of the associations proposals to develop vehicle
access to Onetangi Hall.

- That an easement be granted to the Onetangi
Residents Association over Pohutukawa Reserve to enable vehicle access, based on
Option 1 contained in the report of the Senior Open Space Planner, dated 15

be aimed at minimising the adverse impact on Pohutukawa Reserve and be
negotiated further once detailed design drawings are prepared.

their support for the ongoing operation of the Ostend Market.

'right to occupy' agreement of Anzac Reserve, Ostend, for the organisers of the
Ostend Saturday Markets be expedited as soon as possible, noting that the matter

That a special rate be introduced for handling of food licenses for small
operators who are only selling their wares at small local community markets.

dated 7 September 2007, regarding the speed limit on the Onetangi Straight, be

its support for the reduction of the speed limit from 80 kilometres per hour
(kph) on Onetangi Road, including from the Quarry corner to Erua Road, and that

already approved projects should it be required.

2007, noting the increase in funding for the citywide encroachment officer to
$150,000 in the 2008/2009 and 2009/2010 financial years, be received.
- That the Waiheke Community Board acknowledges and supports the
increase in funding for an encroachment officer, noting that this will be an
ongoing requirement for future budgets.
- That the report and resolutions be forwarded to the Waiheke Parks
Spokesperson group for discussion in regard to encroachment issues.

Member Sears provided a verbal update to the Waiheke Community Board on the
following points:
- Meeting with Police regarding policing on Island, particularly the
need for policing to be more proactive, and the need for a stronger relationship
between the Waiheke Community Board and Waiheke Police.
- Attended a meeting to discuss the Onetangi Residents Association
(ORA) hall access with ORA representatives, officers and an independent
engineer.
- Received a copy of Craig Brown's submission to the Building Code
Review and is in the process of compiling a submission on behalf of the Waiheke
Community Board on the Building Review and grey water recycling.
- Spoke to Waiheke Rotary Club on the role of the Community Board and
funding allocation of Community Boards
- Attended the liquor bans workshop for Community Board members

- Thanked the Media that attend the Waiheke Community Board meetings

- Friends of the Street won Community Safety Award and attended the
presentation ceremony
- Statistics briefing on demographics for Waiheke Island.
