MINUTES OF A MEETING OF THE WAIHEKE COMMUNITY BOARD

    4.1. CREATIVE PLAY FOR PARENTS - ANAIA TREEFOOT

    Anaia Treefoot, project manager for the Creative Play for Parents workshop series, was in attendance to address the Board in support of her application for a Discretionary Funding grant towards costs associated with the establishment of a four week series of workshops aimed at teaching parents practical creative play skills to promote quality parent-child interaction. This application was considered under Item 7.1 on this agenda.

    Linda Chalmers, representing the Waiheke Community Art Gallery, and Paora Te-Rangiuaia, artist and curator, were in attendance to address the Board in support of the Gallery's application for a Discretionary Funding grant towards costs associated with the administration of the annual Matariki art exhibition. This application was considered under Item 7.2 on this agenda.

    That Linda Chalmers, representing the Waiheke Community Art Gallery, and Paora Te-Rangiuaia, artist and curator, be thanked for their presentation to the Waiheke Community Board in support of the Art Gallery's application for a Discretionary Funding grant towards costs associated with the administration of the annual Matariki art exhibition.

    4.3. ROAD SAFETY ISSUES - DR REBECCA POTTS

    Dr Rebecca Potts was in attendance to address the Board regarding road safety issues on the island and the posted speed limit on Onetangi straight.

    1. That Dr Rebecca Potts be thanked for her presentation to the Waiheke Community Board regarding road safety issues on the island and the posted speed limit on Onetangi straight.
    2. That the Waiheke Community Board advocates directly with Land Transport New Zealand to reduce the speed limit from 80km/hr to 60km/hr on Onetangi straight.

    Board member Evans moved the following amendment by way of replacement:

    1. That the Waiheke Community Board advocates directly with Land Transport New Zealand to reduce the speed limit from 80km/hr to 50km/hr on Onetangi straight.

    A division was called for, voting on which was as follows:

    1. That Dr Rebecca Potts be thanked for her presentation to the Waiheke Community Board regarding road safety issues on the island and the posted speed limit on Onetangi straight.
    2. That the Waiheke Community Board advocates directly with Land Transport New Zealand to reduce the speed limit from 80km/hr to 50km/hr on Onetangi straight.

    4.4. UPGRADES ON OCEAN ROAD - TOM RANSOM, TONY KING-TURNER AND BARBARA CUTHBERT, CYCLE ACTION WAIHEKE (CAW)

    Tom Ransom, Tony King-Turner and Barbara Cuthbert, representing Cycle Action Waiheke (CAW), were in attendance to address the Board regarding road upgrades on Ocean Road. A written report, a map outlining proposed cycle routes and photos were tabled at the meeting.

    That Tom Ransom, Tony King-Turner and Barbara Cuthbert, representing Cycle Action Waiheke (CAW), be thanked for their presentation to the Waiheke Community Board regarding road upgrades on Ocean Road.

    4.5. CARE OF THE ENVIRONMENT EDUCATIONAL WORKSHOPS - MATTHIAS KROEGER, ALLISON LIVINGSTON AND GLENDA ANDREW-NEIL, WAIHEKE COMMUNITY CINEMA TRUST

    Glenda Andrew-Neil, representing the Waiheke Community Cinema Trust, was in attendance to address the Board in support of her application for a Discretionary Funding grant towards costs associated with the administration of a two-day event featuring educational films, workshops, discussions and performances aimed at raising awareness around energy use, waste and care of the environment. This application was considered under Item 7.3 on this agenda.a.

    That Glenda Andrew-Neil, representing the Waiheke Community Cinema Trust, be thanked for her presentation to the Waiheke Community Board in support of her application for a Discretionary Funding grant towards costs associated with the administration of a two-day event featuring educational films, workshops, discussions and performances aimed at raising awareness around energy use, waste and care of the environment.

    4.6. DOG CONTROL AND DOG POLICY 2008 REVIEW - BARBARA WILKINSON

    Barbara Wilkinson, resident of Karaka Road, was in attendance to address the Board regarding the Dog Control and Dog Policy 2008 bylaw review. A written report, map and supporting documents were tabled at the meeting.

    4.7. UPDATE ON AUCKLAND REGIONAL GOVERNANCE CAMPAIGN - PITA RIKYS, CHAIRMAN, WAIHEKE ISLAND COMMUNITY PLANNING GROUP (WICPG)

    Pita Rikys, Chairman, Waiheke Island Community Planning Group (WICPG), was in attendance to update the Board regarding the Royal Commission on Auckland Regional Governance.

    4.8. EDUCATING FOR HOUSEHOLD CENTRED ENVIRONMENTAL SANITATION - ROBYN BAILEY

    Robyn Bailey, representing Educating for Household Centred Environmental Sanitation, was in attendance to address the Board in support of her application for a Discretionary Funding grant for costs associated with the creation and distribution of educational materials to island residents regarding on-site waste water systems. This application was considered under Item 7.5 on this agenda.a. An example of an educational poster was tabled at the meeting.

    4.9. THE COCONUT FREE PRESS TRUST - SUSI NEWBORN

    Susi Newborn, representing The Coconut Free Press Trust, was in attendance to address the Board in support of her application for a Discretionary Funding grant towards editing costs associated with the production of an educational film about peace activists and Waiheke residents Maynie Thompson and Kit Nelson. This application was considered under Item 7.6 on this agenda.a.

    4.10. UPDATE ON LITTLE ONEROA STREAM ISSUES - CHRISTOPHER WRAGGE, WAIHEKE ISLAND SUSTAINABLE DEVELOPMENT GROUP (WISDG)

    Christopher Wragge, representing the Waiheke Island Sustainable Development Group (WISDG), was in attendance to update the Board on Little Oneroa Stream issues. A written report and a map were tabled at the meeting.

    4.11. UPDATE ON TUI STREET PARKING ISSUES - WILF JONES

    Wilf Jones was unable to attend the meeting.

    Written reports regarding parking and proposed bus stops in Tui Street and a reply to a request made under the Official Information Act regarding consultancy on parking in Tui Street were tabled at the meeting.

    Zack McCracken, representing the Waiheke Island Council of Social Services (WICOSS), was in attendance to address the Board in support of her application for a Discretionary Funding grant for costs associated with a youth needs assessment.

    Ross Gillespie was in attendance to address the Board regarding Shelly Beach Road and Te Wharau Bay issues.

    4.14. WAIHEKE WINE TRAIL - LANCE BLUMHARDT, WAIHEKE WINEGROWERS ASSOCIATION

    Lance Blumhardt, representing the Waiheke Winegrowers Association, was in attendance to address the Board regarding the Waiheke Wine Trail.

    1. That Lance Blumhardt, representing the Waiheke Winegrowers Association be thanked for his presentation to the Waiheke Community Board regarding the Waiheke Wine Trail.
    2. That the Waiheke Community Board supports in principle a series of signs denoting the Waiheke Wine Trail, and that a letter of support is provided by the Deputy Chairperson.

  5. Top SLIPS PROJECT UPDATE

    The Chairman took voting on the motion in parts:

    1. That the memorandum of the SLIPs Project Portfolio Leader, dated 13 June 2008, be received.

    1. That the Waiheke Community Board cancels the Onetangi Road Pedestrian Refuge SLIPs Project, noting that the Senior Traffic Engineer, Road Safety, will carry out further investigations to encourage pedestrian safety.

That the Waiheke Community Board approves the grant for the dressing of the Piritahi Marae to the value of $14,999 from their 2007/2008 SLIPs budget allocation, conditional upon acknowledgement of the Board's financial contribution, and that it be noted the Board's support of the dressing is in memory of the recently deceased kaumatua Kato Kauwhat

    1. That the application for a Discretionary Funding grant from the Waiheke Community Cinema Trust, seeking funding of $2,674 towards costs associated with the administration of a two-day event featuring educational films, workshops, discussions and performances aimed at raising awareness around energy use, waste and care of the environment, be received.
    2. That the Waiheke Community Board grants $1,300 from its 2007/2008 Discretionary Funding budget to the Waiheke Community Cinema Trust for costs associated with the administration of a two-day event featuring educational films, workshops, discussions and performances aimed at raising awareness around energy use, waste and care of the environment.
    3. That the Board support the possible reallocation of $1,500 of 2007/2008 Local Community Funding allocated to Junk to Funk, to the Waiheke Community Cinema Trust for this project.

    7.4. SAFE USE OF ALCOHOL WORKSHOPS - YOUTH ACCESS TO ALCOHOL (YATA)

    An application for Discretionary Funding from the Waiheke Island Council of Social Services (WICOSS), seeking funding for costs associated with a youth needs assessment, will be tabled at the meeting.

    This application replaces the original submitted by Youth Access to Alcohol (YATA), which appears as Attachment 7.4 on this agenda.a.

    1. That the report of the Chairman and the correspondence from John Robertson, resident of Coromandel Road, to Karen Sherry, Trustee, Auckland Energy Consumer Trust, regarding power poles on the island, be received.
    2. That the Waiheke Community Board grant Discretionary Funding for costs associated with the administration of the Waiheke Community Forum meeting, held on 19 June 2008, to the value of $79.10.
    3. That the minutes of the Waiheke Community Forum, dated 19 June 2008, be received.
    4. That in accordance with the Waiheke Community Board resolution dated 21 November 2007 to allocate Discretionary Funding for an appropriate gift for former Auckland City councillor Storer, the Board approves a gift to the value of $600.
    5. That the Waiheke Community Board grant Discretionary Funding for costs associated with the purchase of books to the value of $150 as a gift to the Peccioli (Italy) Community Board.
