CONFIRMATION OF MINUTES
The
minutes of the Western Bays Community Board meeting held on Wednesday, 18 June
2008 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS
| Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |
| "An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
| (a) |
The local authority by resolution so decides; and |
| (b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
| |
(i) |
The reason why the item is not on the agenda; and |
| |
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |
| Section 46A(7A) of the Local Government Official Information and

That item may be discussed at that meeting if- |

That item is a minor matter relating to the general business of the
local authority; and |

when it is open to the public, that the item will be discussed at the
meeting; but |

no resolution, decision, or recommendation may be made in respect of
that item except to refer that item to a subsequent meeting of the local

PUBLIC FORUM
A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.
The
following requests have been received to address the meeting:
4.1. REQUEST FOR EVENTS FUNDING - JENNY CARLYON
Jenny Carlyon wishes to address the Board in support of her application for
Events Funding for the launch of a book on the history of Ponsonby, Freemans Bay
and St Mary's Bay.
4.2. RESTORATION PROJECT ON THE HAWKE SEA SCOUT BUILDING AT COX'S BAY
Marcell De Witte wishes to address the Board regarding a proposal for a
restoration project on the Hawke Sea Scout building at Cox's Bay.
STALLING OF IMPROVEMENTS TO GREY LYNN PARK

Members of the Grey Lynn Park Advisory Group attended the 16 April meeting of
the Board and expressed concerns at the stalling of improvements to Grey Lynn
Park.
The
report will update the Board on the Grey Lynn Park improvements.
An
application has now been put forward through the upcoming Long Term Council
Community Plan review, for further capital expenditure funding of $450,000 in
2011/2012 and $450,000 in 2012/2013, to allow completion of the rest of the
improvements identified in the concept plan.
Recommending that the Western Bays Community Board notes that funding for the
completion of the planned improvements to Grey Lynn Park, of $450,000 in
2011/2012 and $450,000 in 2012/2013 has been put forward as part of the
up-coming review of the Long Term Council Community Plan.

Auckland Road Maintenance Alliance.
MEOLA REEF RESERVE OFF-LEASH EXERCISE AREA

Reporting to be Board on the Meola Reef Reserve off-leash
exercise area which is part of the special consultative procedure on a proposal
to review the Dog Policy and Dog Control Bylaw, and as a result of submissions
on this proposal, the hearings panel set up to hear submissions on the bylaw and
policy is currently considering whether or not to extend the fenced off-leash
exercise area for dogs in Meola Reef Reserve.
The hearings panel would benefit from receiving comment
from the Western Bays Community Board on this issue before it makes a
recommendation to Council.
Recommending that the Board makes a recommendation on
whether or not it wants to extend the existing off-leash dog exercise area
within the Meola Reef Reserve and if the Board wishes to extend the off-leash
area that it indicates clearly the boundaries of the new off-leash area and
whether it should be fenced or not.
ELECTION HOARDING SITES AND COMPLIANCE MONITORING PROCESS

Recommending that the Western Bay Community Board confirm the election hoarding
sites in their areas as per the attached schedule.
REQUEST FOR EVENTS FUNDING - EQUIPPERS YOUTH (EQUIPPERS CHURCH)
Attaching an Events funding application from the Equippers Youth (Equippers
Church) seeking funding towards the costs of hosting Project X, a 5-week
Creative Arts project for young people to exercise their creative ability.

12.1. REQUEST FOR DISCRETIONARY FUNDING - AUCKLAND SEXUAL ABUSE HELP FOUNDATION
Attaching a Discretionary funding application from the Auckland Sexual Abuse
HELP Foundation seeking funding towards the costs of hosting an event to pay
tribute to 15 women survivors who survived the terror of the Ponsonby rapist.
12.2. REQUEST FOR DISCRETIONARY FUNDING - JENNY CARLYON AND DI MORROW
Attaching a Discretionary funding application from Jenny Carlyon and Di Morrow
seeking funding towards the costs of launching the History of Ponsonby, Freemans
Bay and St Mary's Bay book.
12.3. REQUEST FOR DISCRETIONARY FUNDING - THE ROYAL NEW ZEALAND AIR FORCE ASSOCIATION
Attaching a Discretionary funding application from the Royal New Zealand Air
Force Association seeking funding towards the costs of hosting the Air Force
Commemoration Day Parade at the Auckland Museum on Sunday, 21 September 2008.
12.4. REQUESTS FOR DISCRETIONARY FUNDING - PONSONBY ROADS PROMOTION
Attaching a Discretionary funding application from the Ponsonby Roads Promotion
seeking funding towards the costs of displaying Christmas lights on the
Artstation building.
