    An apology from Councillor Moyle for lateness has been received.

  2. Top CONFIRMATION OF MINUTES

    The minutes of the Western Bays Community Board meeting held on Wednesday, 15 October 2008 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    4.1. LIVING LOUNGE - AMANDA WRIGHT

    Amanda Wright wishes to address the Board regarding organising Living Lounge, a performing arts venue, in Western Bays for two weeks during the summer.

    Please refer to item 18 of the agenda.

    4.2. CHRISTMAS TREE AT WESTERN PARK PROPOSAL - JUSTIN BADE, PONSONBY BUSINESS ASSOCIATION

    Justin Bade from the Ponsonby Business Association wishes to address the Board regarding a proposal to have a Christmas tree at Western Park.

    4.3. CIGARETTE BUTT LITTER RECEPTACLES PILOT SCHEME ON PONSONBY ROAD - SIMON JOHNSTON, SMOKIN STATION

    Simon Johnston of Smokin Station wishes to address the Board regarding a pilot scheme on Ponsonby Road for cigarette butt litter receptacles.

    4.4. RAMP SIGNALLING ON THE NORTHWESTERN MOTORWAY - PETER MCCOMBS, RAMP SIGNALLING PROJECT MANAGER, NEW ZEALAND TRANSPORT AGENCY

    Peter McCombs, Ramp Signalling Project Manager, New Zealand Transport Agency, wishes to address the Board regarding the progress of the motorway interchange at Te Atatu Road on the northwestern motorway. The New Zealand Transport Agency progresses with work to install two sets of ramp signals, a new priority lane, traffic lights and widening of on and off-ramps to improve capacity and traffic flow.

    4.5. BEACH CLEAN UP FOR COX'S BAY BEACH - JAN BAKER

    Jan Baker wishes to address the Board regarding the clean up at Cox's Bay Beach.

  5. Top GRANT OF NEW LICENSE - KELMARNA COMMUNITY GARDEN TRUST - 38 PARAWAI CRESCENT, HUKANUI RESERVE, HERNE BAY

    The Kelmarna Community Garden Trust currently leases reserve land at Hukanui Reserve, 38 Parawai Crescent, Herne Bay. Their license expired 23 July 2008.

    The attached report provides an assessment of whether the trust qualifies for the provision of a new lease under Auckland City Council's Community and Recreation Lease Policy and Gardens Policy. Under the Community and Recreation Lease Policy, the Trust would be eligible for a flat rental of $500.00 plus GST per annum.

    Recommending that the Western Bays Community Board recommend to the Arts, Culture and Recreation Committee the granting of a new license under Auckland City Council's Community and Recreation Lease Policy and Gardens Policy.

  6. Top SMALL LOCAL IMPROVEMENT PROJECTS (SLIPS) DECISIONS NOVEMBER 2008

  7. Top SMALL LOCAL IMPROVEMENT PROJECTS PROGRAMME SCHEDULE AND FUNDING ALLOCATION

  8. Top 2008/2009 DISCRETIONARY FUNDING - WESTERN BAYS COMMUNITY BOARD ANNUAL TEXTBOOK AWARDS

    For the last seven years, the Board has allocated funding from its discretionary budget to each of the four secondary schools in Western Bays for the purpose of a special student award.

    The chairperson and allocated board members have attended prize giving ceremonies at the schools and presented a letter of support and grant for the Annual Textbook Award to each school. The dates for the prize giving at each school were as follows:

    • St Paul's College: 12 November 2008
    • St Mary's College: 11 November 2008
    • Western Springs College: 11 November 2008
    • Auckland Girls Grammar: 12 November 2008

    Recommending that the information be received.

  9. Top PROVISION FOR URGENT DECISIONS

    The Board will not meet again until 21 January 2009. It is possible that matters may arise between this meeting and the 21 January 2009 meeting that will require urgent attention. Any decision made during this interim will be reported to the Board's 21 January 2009 meeting.

    Recommending that the Board make provision for any urgent decisions over the summer recess.

  11. Top USE OF VICTORIA PARK'S CARETAKER COTTAGE

    Attaching the Use of Victoria Park's Caretaker Cottage report considered by the Arts, Culture and Recreation Committee at its 12 November 2008 meeting for the Board's information. The Committee resolved as follows:

    That the Arts, Culture and Recreation Committee endorse advertising the Victoria Park caretaker's cottage for a lease in accordance with the management plan for Victoria Park and conditional on the compatibility of applicants with the shortlisted proposals for the Campbell Free Kindergarten.

    Recommending that the resolution of the Arts, Culture and Recreation Committee be received.

    12.1. CORRESPONDENCE RECEIVED - PT CHEVALIER BAPTIST CHURCH, THANK YOU LETTER

    Attaching correspondence from the Pt Chevalier Baptist Church thanking the Board for its 2008/2009 Events Funding grant of $5,000 to assist with the provision of a community Christmas event scheduled for Sunday 21 December 2008.
