CONFIRMATION OF MINUTES
The
minutes of the Western Bays Community Board meeting held on Wednesday, 17 June
2009 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |
|
"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

Section 46A(7A) of the Local Government Official Information and

"Where an item is not on the agenda for a meeting,- |

(a) |
That item may be discussed at that meeting if- |
|

(i) |
That item is a minor matter relating to the general business of the
local authority; and |

The presiding member explains at the beginning of the meeting, at a time
when it is open to the public, that the item will be discussed at the
meeting; but |

(b) |
no resolution, decision, or recommendation may be made in respect of
that item except to refer that item to a subsequent meeting of the local
authority for further discussion." |
PUBLIC FORUM
A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.
The
following requests have been received to address the meeting:
4.1. DOG ACCESS TO BEACHES - MARY TAYLOR AND ANDREW BOGLE
At its 17 September 2008 meeting, the Western Bays passed
the following resolutions with respect to dog access to beaches:
That the Western Bays Community Board supports and
recommends to the dog policy and dog control bylaw hearings panel as follows:
- that all beaches
within the Western Bays area should be available at some time during the day
during the summer period for off-leash exercise as is the current situation;
- that there
should be a specific dog beach/es on the Isthmus available for dogs all times
and noting that the beaches in Western Bays would not be suitable;
- that the Western
Bays Community Board reconfirms its decision and recommendation of July 2008
meeting that additional fully fenced off-leash exercise areas be developed in
the Auckland City to assist and alleviate the pressure and demand on Meola reef
off leash area.
Mary Taylor and Andrew Bogle wish to address the Board
regarding its decision on dog beach access.
4.2. 2009/2010 DISCRETIONARY FUNDING APPLICATION OF THE GREY LYNN FARMER'S MARKET - VINCENT DICKIE
Vincent Dickie of the Grey Lynn Farmer's Market wishes to address the Board in
support of the market's discretionary funding application. The market is
applying for funding to help pay for the operational costs for starting the
market.
4.3. 2009/2010 DISCRETIONARY FUNDING APPLICATION OF POINT CHEVALIER HISTORY GROUP - JENNY WILTON
Jenny Wilton of the Point Chevalier History Group wishes to address the Board in
support of the group's application for discretionary funding towards the
operational costs of the group.
4.4. 2009/2010 DISCRETIONARY FUNDING APPLICATION OF RACHANA NATYALAYA - VIDYA VENUGOPALAN
Vidya Venugopalan wishes to address the Board in support of the Rachana
Natyalaya's discretionary funding application. The group is requesting funding
to pay for the costs associated with a classical Indian dance recital.
4.5. 2009/2010 DISCRETIONARY FUNDING APPLICATION OF POINT CHEVALIER COMBINED CHURCHES - DICK LANE
Dick
Lane of Point Chevalier Combined Churches wishes to address the Board in support
of the organisation's discretionary funding application that will go towards the
Carols @ Twilight Christmas event.
4.6. 2009/2010 DISCRETIONARY FUNDING APPLICATION OF THE EATING DIFFICULTIES EDUCATION NETWORK (EDEN) - MAREE BURNS
Maree Burns wishes to address the Board in support of the network's
discretionary funding application. The network is requesting funding to purchase
a multiple phone system for its office.

5.2. 2009/2010 REQUEST FOR WESTERN BAYS COMMUNITY BOARD DISCRETIONARY FUNDING - GREY LYNN FARMER'S MARKET
Attaching a discretionary funding application from the Grey Lynn Farmer's
Market. The trust is seeking funding to help fund the operational costs
associated with starting the market.
Recommending that the Board considers the application.
5.3. 2009/2010 REQUEST FOR WESTERN BAYS COMMUNITY BOARD DISCRETIONARY FUNDING - POINT CHEVALIER HISTORY GROUP
Attaching a discretionary funding application from the Point Chevalier History
Group towards the operational costs of the group.
Recommending that the Board considers the application.
5.4. 2009/2010 REQUEST FOR WESTERN BAYS COMMUNITY BOARD DISCRETIONARY FUNDING - RACHANA NATYALAYA
Attaching a discretionary funding application from the Rachana Natyalaya. The
group is requesting funding that will pay for costs associated with a classical

5.6. 2009/2010 REQUEST FOR WESTERN BAYS COMMUNITY BOARD DISCRETIONARY FUNDING - EATING DIFFICULTIES EDUCATION NETWORK (EDEN)
At
its 15 June 2009 Board meeting, the Board resolved the following:
That the application be deferred until the July meeting pending the provision of
the following additional information to the Board:
- justification of the need for multiple phone
lines and the percentage of users from the Western Bays area
- financial information from the group
- price of one telephone line
- street or site address of group's operation
Attaching additional information received from Eating Difficulties Education
Network (EDEN) as well as the related discretionary funding application. The
network is requesting funding to purchase a multiple phone system for its
office.
Recommending that the Board considers the application.
5.7. 2009/2010 REQUEST FOR WESTERN BAYS COMMUNITY BOARD DISCRETIONARY FUNDING - URBAN MAINLY MUSIC
Attaching a discretionary funding application from Urban Mainly Music. The
organisation is applying for funding that will pay for the operational costs
associated with running a program which will provide parents/ caregivers with an
environment geared towards enhancing their children's education.
Recommending that the Board considers the application.
