CONFIRMATION OF MINUTES
The
minutes of the Western Bays Community Board meeting held on Wednesday, 20
January 2010 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |
|
"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

Section 46A(7A) of the Local Government Official Information and

"Where an item is not on the agenda for a meeting,- |

(a) |
That item may be discussed at that meeting if- |
|

(i) |
That item is a minor matter relating to the general business of the
local authority; and |

The presiding member explains at the beginning of the meeting, at a time
when it is open to the public, that the item will be discussed at the
meeting; but |

(b) |
no resolution, decision, or recommendation may be made in respect of
that item except to refer that item to a subsequent meeting of the local
authority for further discussion." |
PUBLIC FORUM
A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.
The
following requests have been received to address the meeting:
4.1. VICTORIA PARK TUNNEL UPDATE : VICTORIA PARK ALLIANCE, DAREN UTTING - STAKEHOLDER MANAGER
Darren Utting, Stakeholder Manager for the Victoria Park Tunnel project will
give an update on the project.
4.2. DISCRETIONARY FUNDING APPLICATION - CAMERON WEBSTER, ST PAULS COLLEGE
Gary
Webster will speak in support of St Pauls College's application.
WESTERN SPRINGS UPGRADE UPDATE
Officers from the City Events team will be in attendance to update the Board on
the Western Springs Upgrade.
PROPOSALS FOR NAMES OF ARCH HILL SCENIC MOUNTAIN BIKE TRAIL

The
Western Bays Community Board is requested to endorse a name for each of the Arch
Hill Mountain Bike trails. The following names have been nominated:
Upper loop:
- Twist and Shout.
- Badlands
- Duck 'n' Dive
Lower loop:
- Training Wheels
- Flatlands (in conjunction with 'Badlands' for the
upper loop)
- Hardtail heaven (refers to a bike with no rear
suspension)
The
memorandum from the Parks Adviser will be circulated prior to the meeting.
Recommending that the Western Bays Community Board endorses a name for each of
the trails.
2009/2010 DISCRETIONARY FUNDING APPLICATIONS

MANAGEMENT OF DOC MARGINAL STRIPS KANUKA AND LISTER STREETS, PT CHEVALIER

WESTERN RING ROUTE - SH20 WATERVIEW AND SH16 UPDATE

Enclosing the resolutions from the Transport Committee meeting of 4 February
2010 on the Western Ring Route update for the Board's information:
- That the Transport Committee notes that in
December 2009 the New Zealand Transport Agency (NZTA) announced a revised
alignment and tunnelling plan for the completion of SH20 Waterview comprising a
continuous bored tunnel with a short length of cut-and-cover at the northern end
and a shift in alignment to the east.
- That the Transport Committee endorse Option 1
outlined in the report of the Senior Transport Planer dated 11 January 2010;
which is that once further information has been provided by the NZTA, a report
will be prepared for the committee addressing the following:
- The implications of the revised SH20 Waterview plans on community and strategic issues, and possible mitigation
measures.
- Inclusion of a review and update of the
existing Auckland City Council submission to NZTA on SH20 Waterview.
- That the report and resolutions be referred to
the affected community boards (ie Avondale, Eden-Albert, Mt Roskill, Western
Bays) for their information.
Recommending that the resolutions from the Transport Committee meeting of 4
February 2010 be received.
