    4.1. VICTORIA PARK TUNNEL UPDATE : VICTORIA PARK ALLIANCE, DAREN UTTING - STAKEHOLDER MANAGER

    Darren Utting, Stakeholder Manager Victoria Park Alliance updated the Board through a visual PowerPoint presentation and answered questions from the Board on the Victoria Park tunnel project.

    A memorandum from the Parks adviser environmental and heritage, dated 11 February 2010, was tabled at the meeting.

    1. That the memorandum from the Parks Adviser dated 11 February 2010 be received.
    2. That the Western Bays Community Board endorses the following names, as suggested by the Auckland Mountain Bike Club, for the Arch Hill Mountain Bike trails:
      Upper loop:
      • Twist and Shout.
      Lower loop:
      • Training Wheels

  7. Top 2009/2010 DISCRETIONARY FUNDING APPLICATIONS

    Further information from St Pauls College on its discretionary funding application was tabled at the meeting.

    1. That the discretionary funding application from St Pauls College be received.
    2. That the Board authorises the Chairperson and Cr Moyle to liaise with Watersafe to achieve a satisfactory outcome that allows students from St Pauls College to access a swimming programme.
    3. That a grant of up to $2,000 be approved from the Board's 2009-2010 discretionary funding budget subject to a satisfactory outcome being achieved with respect to resolution B above.
    4. That St Pauls College be requested to provide an accountability statement to the Western Bays Community Board following the expenditure of any discretionary funding granted.

  8. Top AVEENO INSPIRED PILATES DAY EVENT - APRIL 2010

    1. That the report of Wendy Wilson, Event and Film Operations, dated 25 January 2010, be received.
    2. That the Western Bays Community Board endorse the application from Fuse PR Limited to restrict public access and charge an entry fee to Western Springs Quarry for the two-hour Aveeno Inspired Pilates event in April 2010, pending the organiser obtaining and an event permit from Auckland City Council.

  9. Top MANAGEMENT OF DOC MARGINAL STRIPS KANUKA AND LISTER STREETS, PT CHEVALIER

    1. That the report of Mark Bowater, Manager Parks Services, dated 4 February 2010, be received.
    2. That the Western Bays Community Board recommends to the Arts, Culture and Recreation Committee that under section 24H of the Conservation Act 1987, Council takes over the management of the marginal strips adjoining 4 -10 Lister Street and 29 Kanuka Street, Pt Chevalier, from the Department of Conservation.

  10. Top HERNE BAY PONSONBY RACKETS CLUB INC. APPLICATION FOR USE OF LAND FOR ADDITIONAL COURT AND VARIATION OF LEASE AGREEMENT

    David Tyler and Sheryl Hickey from the Herne Bay Ponsonby Rackets Club Incorporated were in attendance for this item.

    1. That the report of Kim O'Neill, Lease Co-ordinator, dated 11 January 2010, be received.
    2. That the Western Bays Community Board recommends to the Arts, Culture and Recreation Committee:
      1. The granting of the council's approval, to the Herne Bay Ponsonby Rackets Club Inc. for the club to use the council land adjacent to the club's current courts situated at 10 West End Road, Bayfield Park Herne Bay for the development of an additional court on the following terms and conditions:
        • The club must secure funding and have finance in place for development of the land prior to formal approval being issued by the council in its capacity as land owner
        • There are to be no lights on the additional court
        • Coaching sessions are not to start earlier than 7am
        • Any default under the club's current loan agreement with the council will constitute a default under their lease agreement
    3. The granting of a variation to the Herne Bay Ponsonby Rackets Club's reserve lease agreement with the council to increase their lease boundary area to include the additional land for the new court once development of additional court complete.
    4. That the Board supports a potential SLIPs project for a walkway/footpath outside the new tennis courts.

    A copy of a report from the Senior Transport Planner to the Transport Committee, dated 11 January 2010, was tabled at the meeting.

    2. That the Chairperson and Board member Stanton be delegated to lodge a planning incident document for the Francis Street parking issue.
    3. That Cr Easte, together with the Chairperson represent the Western Bays Community Board on the Western Springs Precinct Plan working group.
    4. That Board member Kennaway be thanked for his contribution to the Western Springs Precinct Plan working group.
