    4.1. PUBLIC FORUM - SECOND WAITEMATA HARBOUR CROSSING EVALUATION STUDY - NEW ZEALAND TRANSPORT AGENCY (NZTA)

    Peter Boys spoke and suggested footpath lighting around the Western Springs Lakeside Park.

    4.4. PUBLIC FORUM - PROPOSAL TO INSTALL REPLICA LAMPS ADJACENT GLUEPOT BUILDING - THE OWNERS COMMITTEE, GLUEPOT BUILDING

    Richard Mann and Ross Taylor from the Owners Committee spoke and submitted a letter from the Owners Committee for the Board's consideration regarding the replica lamps proposal.

  5. Top SMALL LOCAL IMPROVEMENT PROJECTS (SLIPS) PROGRAMME UPDATE SEPTEMBER 2010

    1. That the memorandum of the SLIPs Programme Leader dated 6 September 2010 be received.
    2. That the Western Bays Community Board thank the SLIPS team for the work they have done in the 3-Year SLIPs programme.

  6. Top SMALL LOCAL IMPROVEMENT PROJECTS (SLIPS) DECISION REPORT SEPTEMBER 2010

    1. That the report of the SLIPs Project Portfolio Leader, dated 12 September 2010 be received.
    2. That the Western Bays Community Board delegates authority to the spokesperson to provide guidance and advice to the SLIPs team regarding their allocated proposals and delegates authority to the spokesperson and chair of the Board, to be exercised together, to make and approve variations to scope where a variation to a project scope is needed due to unforeseen circumstances or where a project requires further refinement.
    3. That the Western Bays Community Board delete any proposals that it does not intend to take forward.
    4. That the Western Bays Community Board allocates a budget of $8,498 (opex) to the amended Francis Street Reserve Community Orchard proposal.
    5. That the Western Bays Community Board allocates a budget of $8,423 (opex) to the Salisbury Reserve Landscaping proposal.
    6. That the Western Bays Community Board allocates a budget of $3,050 (capex) to the Coyle Park Cycle Rack proposal.
    7. That the Western Bays Community Board allocates a budget of $3,050 (capex) to the Harbour View Cycle Rack proposal.
    8. That the Western Bays Community Board allocates a budget of $7,663 (opex) to the Waiatarau Community Garden proposal.
    9. That the Western Bays Community Board allocates a budget of $25,641 (capex) to the Western Bays Community Identity proposal.
    10. That the Western Bays Community Board allocates an additional budget of $23,700 (capex) to the Three Lamps Reinstatement proposal.
    11. That the Western Bays Community Board defers the Three Lamps Reinstatement project location to the incoming Waitemata Local Board.
    12. That the Western Bays Community Board allocates a budget of $33,349 (capex) and $5,497 (opex) to the Point Chevalier Westmere Harbour Access proposal.
    13. That the Western Bays Community Board allocates a budget of $99,491 (capex) to the Point Chevalier Tree Planting project.
    14. That the Western Bays Community Board allocates a budget of $18,997 (opex) to the Grey Lynn Community Centre Car Park Mural proposal.
    15. That the Western Bays Community Board allocates $46,215 (capex) to the Harry Dansey Reserve Steps proposal.
    16. That the Western Bays Community Board allocates a budget of $35,774 (capex) and $800 (opex) to the Westmere Park and Lemington Reserve Path project.
    17. That the Western Bays Community Board approves unscoped capex projects as follows:
      1. The Board approve and allocate the provisional sum of $50,000 to the Art Station Air conditioning proposal;
      2. The Board prioritise and approve the use of additional capex funds for the delivery of the Art Station Air Conditioning proposal;
      3. The Board prioritise and approve the use of capex funds for the unscoped Water Fountain in West Lynn proposal;
      4. The Board allocate any remaining capex funding to the Auckland Zoo proposals.
    18. That the Western Bays Community Board allocate any unused capex funds arising from contingency/savings from projects in implementation, or projects that cannot be implemented, to the Auckland Zoo proposals.
    19. That the Western Bays Community Board allocate any unused opex funds arising from contingency/savings from projects in implementation, or projects that cannot be implemented, to the Meola Creek Restoration Project (Weeding and Community Planting) 2010/11 proposal.
    20. That the Western Bays Community Board notes unallocated budget will be returned to Auckland Council.
    21. That Richard Court, SLIPS Project Portfolio Leader be thanked for his attendance and his work in delivering Western Bays Community Board's projects.

  14. Top 2010-2011 DISCRETIONARY FUNDING APPLICATIONS

    1. That the Western Bays Community Board grants $2360.00 to the Ponsonby Cruising Club Inc towards purchasing new equipment and assist with instructors' wages for the sailing school.
    2. That the Western Bays Community Board grants $1000.00 to the Pt Chevalier Community Centre Inc. towards a public artwork that reflects and celebrates the character of Pt Chevalier.
    3. That the Western Bays Community Board declines the discretionary funding application from the Pt Chevalier Memorial RSA Inc.
    4. That the Western Bays Community Board grants $1792.00 to the Inner City Women's Group towards printing and distribution of pamphlets.
    5. That the Western Bays Community Board grants $2098.00 to the Grey Lynn/Ponsonby Branch, Citizens Advice Bureau towards office equipment.
    6. That the Western Bays Community Board declines the discretionary funding application of The Performing Arts School Inc. towards the need for an urgent replacement of IT hardware.
    7. That the discretionary funding grant recipients be requested to provide an accountability statement to the Auckland Council following the expenditure of the discretionary funding grant.
