  3. Top FEEDBACK FROM CHAIRS FORUM AND COMMUNITY BOARDS ON THE DRAFT LONG-TERM COUNCIL COMMUNITY PLAN (LTCCP)

    Christopher Dempsey, Eden Albert Community Board Chairperson was in attendance to speak to this item. Specific feedback from community boards to the Long-term Council Community Plan (LTCCP) Direction Setting meeting was tabled.

    The Chairperson moved:

    That the Finance and Strategy Committee thank the Community Boards for their submissions and that the Community Boards' views be considered as part of finalising the draft Long-term Council Community Plan.

    Councillor Northey moved the following amendment by way of addition:

    That the Finance and Strategy Committee thank the Community Boards for their submissions and that the Community Boards' views be considered as part of finalising the draft Long-term Council Community Plan, noting in particular the community boards' support for:

    • completing the foreshore walkways running from Blockhouse Bay to Onehunga,
    • retaining existing community centres and programmes,
    • retaining an extensive annual footpath renewal programme, and
    • rehabilitating urban creeks and streams.

    The Chairperson put the following substantive motion:

    That the Finance and Strategy Committee thank the Community Boards for their submissions and that the Community Boards' views be considered as part of finalising the draft Long-term Council Community Plan, noting in particular the community boards' support for:

  4. Top THE CHIEF EXECUTIVE'S OVERVIEW OF DIRECTION SETTING FOR THE TEN YEAR PLAN (LTCCP 2009-2019)

    The Chairperson moved:

    1. That the Finance and Strategy Committee notes that Council is legally required to review its ten-year Long-term Council Community Plan.
    2. That the Finance and Strategy Committee notes that the purpose of this meeting is to provide an overview of Council's updated financial position, set strategic directions, and commence review of Council's financial policies.
    3. That the Finance and Strategy Committee notes that the Long-term Council Community Plan 2006-2016 was adopted by the previous council in June 2006, setting the strategic direction until 2016, including significant investment in identified projects and service improvement initiatives aimed at addressing the challenge of growth and accelerating progress towards the outcomes set in that plan and included assumptions of annual real rates increases.
    4. That the Finance and Strategy Committee notes that the current council is committed to balancing affordable progress with the needs of a growing city, targeting expenditure to achieve a rate increase no greater than the council's rate of inflation, which will require substantial alterations to the planned programme of work, as set out in the 2006-2016 Long-term Council Community Plan.
    5. That the Finance and Strategy Committee notes that the Ten Year Plan 2009-2019 provides a fresh opportunity to review current services, service levels, funding and project timeframes.

    Councillor Northey moved the following amendment to resolution D:

    1. That the Finance and Strategy Committee notes that the current council is committed to balancing affordable progress with the needs of a growing city, targeting an expenditure increase no greater than necessary to achieve:
      • the city's strategic objectives,
      • service levels that meet people's needs,
      • the baseline needs of a good city, and
      • proper care of assets;

    which will require alterations to the planned programme of work, as set out in the 2006-2016 Long-term Council Community Plan.

    The Chairperson moved:

    1. That the Finance and Strategy Committee notes that council needs to set some strategic priorities for the Ten Year Plan 2009-2019 so that it is able to prioritise between discretionary projects and initiatives, that is, projects and initiatives for which council does not have statutory or contractual obligations or which do not contribute to the proper care of assets.
    2. That the Finance and Strategy Committee agrees that the strategic priorities to be used in developing the draft package of projects and initiatives for councillors to consider at the 18 November Direction Setting meeting are:
      • Facilitate the economic development of Auckland city:
      • promote town centres as places to live and work
      • infrastructure that supports economic growth
      • support events and tourism.
      • Care for what makes us special and distinctive as a city including volcanoes, beaches, heritage, parks, harbours, and waterfronts.
      • Keep our city clean, safe and well-maintained so that people are proud of their local neighbourhood and town centres.
      • Be a lively city, offering a variety of lifestyles and a vibrant arts, entertainment, events and sports sector.
      • Support and encourage an inclusive, healthy and involved community by developing effective relationships with government, business and voluntary agencies.
      • Ensure it is easy to do business with council by having processes that are quick and easy.

    Councillor Northey moved the following amendment to resolution A:

    1. That the Finance and Strategy Committee notes that council needs to set some strategic priorities for the Ten Year Plan 2009-2019 so that it is able to prioritise between discretionary projects and initiatives, that is, projects and initiatives for which council does not have statutory or contractual obligations, or which do not contribute to:
      • the proper care of assets,

    Councillor Fryer moved the following amendment to resolution B:

    1. That the Finance and Strategy Committee agrees that the six equally important strategic priorities to be used in developing the draft package of projects and initiatives for councillors to consider at the 18 November Direction Setting meeting are:
      • Facilitate the economic development of Auckland city:
      • promote town and business centres as destination places to shop, recreate and work
      • physical and communications infrastructure that supports economic growth
      • support events and tourism
      • enhanced public transport
      • Long-term care for what makes us special and distinctive as a city including volcanoes, beaches, harbours, heritage, parks, urban forests, and waterfronts.
      • Keep our city clean, safe and well-maintained so that people are proud of their local neighbourhood and town centres.
      • Be a lively city, offering a variety of lifestyles and a vibrant arts, culture, entertainment, events and sports sector.
      • Support and encourage an inclusive, healthy, empowered and involved community by developing effective relationships with government, business, families, and community and voluntary agencies.
      • Ensure it is easy to do business with council by having processes that are transparent, understandable, efficient, cost effective, quick and clear.

  6. Top FINANCIAL OVERVIEW

    The Chairperson moved:

    1. That the Finance and Strategy Committee requests that officers prepare the Long-term Council Community Plan (LTCCP) on the basis of:
      1. all expenditure being value for money;
      2. affordable progress with an LTCCP that is in keeping with the economic times facing New Zealand by keeping rates increases over the ten year plan to less than or equal to council's rate of inflation each year;
      3. notes that based on current assumptions, the council rate of inflation for the next three years is 5.0%, 4.7% and 4.4% respectively.
    2. That the Finance and Strategy Committee agrees that the Long-term Council Community Plan signal that when economic circumstances permit, council may prepare a package of additional initiatives that may require rates increases above council's rate of inflation, noting that this will require full consultation with the public.
    3. That the Finance and Strategy Committee notes:
      • That based on current inflation assumptions, projects already identified in the 2006-2016 Ten-year plan and updated information from asset management plans, the level of rate increases projected over the 2009-2019 period are greater than council's rate of inflation;
      • That the real rate increases are largely attributable to higher levels of capital expenditure on new assets;
      • That officers will present to the 18 November Direction Setting budgets within council's rate of inflation for the 2009-2019 period, which will be achieved by:
        • Applying the four levers to budgets namely, increasing revenue, making efficiency gains, amending activities and projects, and amending service levels for activities and assets;
        • Prioritising the 2009-2019 capital expenditure programme by deferring/re-scoping/ceasing projects to align the programme to council's priorities;
        • Noting that in addition to the above, projects identified by councillors and community boards will be reviewed and considered.
    4. That the Finance and Strategy Committee notes the timetable for the completion of the Long-term Council Community Plan, including provision for audit, will require final budget decision at the 18 November Direction Setting meeting.

    Councillor Northey moved the following amendment to resolution A (ii):

    1. That the Finance and Strategy Committee requests that officers prepare the Long-term Council Community Plan (LTCCP) on the basis of:
      1. affordable progress with an LTCCP that is in keeping with the economic times facing New Zealand by keeping expenditure increases over the Ten-year plan to the minimum necessary to achieve:
        • the city's strategic objectives;
        • service levels that meet peoples needs;
        • the baseline needs of a good city, and
        • proper care of assets.

    The amendment was put by show of hands and declared LOST by 12 votes to 6.

    Cr Boyle moved the following amendment to resolution C:

    1. That the Finance and Strategy Committee notes:
      • That based on current inflation assumptions, projects already identified in the 2006-2016 Ten-year plan and updated information from asset management plans, the level of rate increases projected over the 2009-2019 period are greater than council's rate of inflation;
      • That the real rate increases are largely attributable to higher levels of capital expenditure on new assets;
      • That officers will present to the 18 November Direction Setting budget options that will incorporate:
        • Applying the four levers to budgets namely, increasing revenue, making efficiency gains, stopping or starting activities and projects, and reducing or increasing service levels for activities and assets;
        • Prioritising the 2009-2019 capital expenditure programme by deferring/re-scoping/ceasing projects to align the programme to council's priorities;
        • Identifying additional projects and enhanced service levels for consideration by councillors and community boards.

  7. Top BUDGET FOUNDATIONS

    This report will be reported to the 18 November Long-term Council Community Plan (LTCCP) meeting and will set out the activities and projects Council has statutory and contractual obligation to pursue.

    The meeting adjourned at 11:30am and reconvened at 11:50am.

    POLICIES

  8. Top REVIEW OF RATES ASSISTANCE POLICES

    1. That the Finance and Strategy Committee confirms changing the extended rates rebate scheme to a remission policy, (based on a legal opinion which concluded that the scheme should be applied as a remission policy), noting that the change would not affect the administration of the policy or affect ratepayers.
    2. That the Finance and Strategy Committee confirms that the council's 'top-up' remission of the government rates rebate will be based on the government's new inflation adjusted thresholds that will apply from July 2009, noting that this is not expected to have a material impact on council's 2009/2010 budget.
    3. That the Finance and Strategy Committee agrees to some minor wording changes for condition 'd' of the remission of rates penalties policy, to improve the efficiency of its application.
    4. That the Finance and Strategy Committee agrees to modify the remission policy for Maori freehold land (MFL) to allow the council to apply for rates remissions on landowners' behalf, as currently the council is unable to identify landowners to inform them of the policy due to accuracy of information around the multiple ownership of properties.
    5. That the Finance and Strategy Committee notes that officers will be reporting to the Long-term Council Community Plan direction setting meeting in November on widening the remission for private land covenanted under the QE II Trust to include similar situations including properties with voluntary covenants under the Reserves Act 1977.
    6. F. That the Finance and Strategy Committee notes that the rates rebate scheme does not apply to non-residential ratepayers who pay approximately 48% of the rates.

  9. Top REVIEW OF REFUSE TARGETED RATE

    The Chairperson moved:

    1. That the Finance and Strategy Committee agrees that $2 million of the refuse collection targeted rate surplus should be returned to refuse service users by reducing the targeted rate revenue requirement for 2009/2010, noting that any of the remaining surplus from the 2007/2008 financial year will be returned to the refuse users through a lower targeted rate in future years when it is financially prudent to do so.
    2. That the Finance and Strategy Committee agrees to retain the refuse collection targeted rate as a single targeted rate and continue to remit the cost of the rubbish and recycling service components from the refuse collection targeted rate for large residential blocks that have an approved alternative services.
    3. That the Finance and Strategy Committee agrees to introduce a new mobile recycling bin targeted rate to charge ratepayers for each additional recycling service supplied, as this is the most efficient method of collecting the charge.
    4. That the Finance and Strategy Committee agrees that the refuse collection targeted rate should be applied as a single uniform charge for inner-CBD rating units, on the same basis as other rating units, as CBD rating units receive the same level of service in terms of the volume of refuse collected.
    5. That the Finance and Strategy Committee notes that these proposals will be included in the draft Long-term Council Community Plan for consultation with the public.

    Councillor Northey moved the following amendment to resolutions B, C and D:

    1. That the Finance and Strategy Committee agrees to amend the refuse collection targeted rate policy to the proposed Option B: two new citywide targeted rates, one for rubbish and one for recycling, while the costs of the inorganic collection hazardous waste and other waste minimisations initiatives will be funded from the general rates.
    2. That the Finance and Strategy Committee agrees to use the new recycling targeted rate to charge ratepayers for each additional recycling service supplied, as this is the most efficient method of collecting the charge.
    3. That the Finance and Strategy Committee agrees that the refuse collection and recycling targeted rates should be applied as uniform charges for inner-CBD rating units, on the same basis as other rating units, as CBD rating units receive the same level of service in terms of the volume of refuse and recycling collected.

    1.     LONG-TERM COUNCIL COMMUNITY PLAN (LTCCP) PROCESS

  10. Top TEN YEAR PLAN 2009-2019 COMMUNICATIONS AND DOCUMENT STRUCTURE

    The Chairperson put the following substantive motion:

    That the Finance and Strategy Committee notes the communications approach and document structure, recognising that two-thirds of the population have access to the internet which will be used as a key communication portal for the Ten Year Plan, with all ratepayers also receiving a summary of the plan which informs people, in large or ordinary print, of their right to obtain a full copy of the plan, and noting that all ratepayers and residents have access to the council's libraries and service centres that will all have an adequate number of reference copies.

  11. Top 2009/2010 LONG-TERM COUNCIL COMMUNITY PLAN POLITICAL PROCESS

    [Secretarial note: Councillor Armstrong vacated the Chair at 12:20pm and Councillor Lotu-Iiga assumed the Chair.]

    Councillor Lotu-Iiga moved:

    1. That the Finance and Strategy Committee notes that the following Long-term Council Community Plan (LTCCP) stakeholder forums scheduled during the consultation period from 17 April to 18 May:
      1. That officers and the Pou Tahuhu (the councillor with the Iwi relationship portfolio) attend the Trust Board meetings for Ngati Whatua, Ngati Rehua and Ngati Paoa (iwi with ahi kaa status) to give a presentation on the LTCCP. A presentation also to be given to the Tangata Whenua Committee - officer attendance only;
      2. That a presentation to the key business and community stakeholders be held with all councillors invited. (Key stakeholders in the business community include, but is not limited to, the Employers Manufacturers Association, Auckland Chamber of Commerce, Property Council, Heart of the City and the Automobile Association);
      3. That six community consultation meetings be held in the following areas: Eastern Bays, Avondale, Waiheke, Otahuhu, Mt Roskill (Fickling Centre) and the central business district - to be hosted by a committee chairperson and staff;
      4. That one presentation be made to the Pacific Island Advisory Board monthly meeting and one fono to the general Pacific Island community;
      5. That a presentation be made to the Youth Council meeting.
    2. That the Finance and Strategy Committee notes that the hearings process as being scheduled on the following basis:
      1. Over three days from Tuesday 2 June to Thursday 4 June 2009 commencing at 9.30am in the Town Hall, with Friday 5 June 2009 as a reserve day (hearings are to be scheduled in the evening depending on the number of submissions received);
      2. Deliberations to be held on Tuesday 9 June 2009 in the Town Hall, or earlier on Friday 5 June depending on finalisation of submissions hearings.
    3.
