The minutes of the Arts, Culture and Recreation Committee meeting held on Wednesday,
13 August 2008 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS
| Section 46A(7) of the Local Government Official Information and
Meetings Act 1987 (as amended) states: |
| "An item that is not on the agenda for a meeting may be dealt
with at that meeting if- |
| (a) |
The local authority by resolution so decides; and |
| (b) |
The presiding member explains at the meeting at a time when it is open to the
public,- |

The reason why the item is not on the agenda; and |

(ii) |
The reason why the discussion of the item cannot be delayed until a subsequent
meeting." |

PUBLIC FORUM
A period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of 5
minutes per item is allowed, following which there may be questions from members.
At the close of the agenda no requests to speak had been received.
AOTEA SQUARE REDEVELOPMENT – LANDSCAPE DESIGN PUBLIC CONSULTATION FEEDBACK AND DESIGN ENHANCEMENTS

Providing feedback on the public consultation findings and seeking approval to
implement the draft concept design for the upgrade of Aotea Square.
More than one thousand people gave their feedback on the draft design during
public consultation, and the results show the majority of respondents support the
design, however there are a number of design enhancements that are recommended to
ensure that Aotea Square is unchallenged as the city's premier civic open space.
Recommending the committee recommend to council the draft concept design for
the upgrade of Aotea Square, including the proposed amendments, be approved to be
developed through to detailed design stage and implementation; that additional funding
of $1.17 million (funded by savings in other areas of the project) be approved for
design enhancements identified during public consultation and that concept papers
for further enhancements (as detailed) be developed and reported back to the Arts,
Culture and Recreation Committee.

NZ NATIONAL MARITIME MUSEUM – BLUE WATER BLACK MAGIC – A TRIBUTE TO SIR PETER BLAKE – APPROVAL TO PROCEED WITH PROJECT

Reporting on the joint request from the New Zealand National Maritime Museum
(NZNMM) and the Museum of New Zealand Te Papa Tongarewa (Te Papa), for council to
re-confirm its commitment to the tribute to Sir Peter Blake. In June 2006, council
resolved to provide a conditional grant of up to $2 million towards the Blue Water
Black Magic - a Tribute to Sir Peter Black project to be located at the Maritime
Museum site on the northern end of Hobson Wharf.
When considering the proposed development on Hobson Wharf it has been necessary
to take into account council's role, rights and obligations as landowner, lessor,
mortgagee, regulatory authority and grant funder.
A Funding Agreement between Auckland City Council and the NZNMM outlines the
conditions to be met by the NZNMM prior to council confirming the amount of, and
subsequently releasing any grant in respect of the Blue Water Black Magic project.
Conditions imposed on the NZNMM under the Funding Agreement have been met.
In May 2008, this Committee approved the appearance of the overall final designs
for the proposed structure to be placed on Hobson Wharf. This allowed the NZNMM
to apply for a building consent in respect of the project. Release of the building
consent has been withheld pending resolution of a number of issues relating to Hobson
Wharf repairs and maintenance and on-going ownership once the new wharf structure
was completed.
In order for the project to proceed with demolition and redevelopment, approval
from Council as detailed within the report is required.
Recommending the committee approves a capital grant of $2,000,000 (plus GST if
applicable) condition on the NZ National Maritime Museum Trust Board executing the
Variation to Funding Agreement, and the Deed of Variation Lease as detailed within
the report.

VENUE STUDY

Presenting the findings and recommendations of the professional performing arts
venue study.
The study concludes that the current theatre venue provision in Auckland is failing
to meet the needs of the professional theatre and dance sectors and is resulting
in a range of sub-optimal outcomes for the industry.
The key findings of the study are that there is an urgent and high priority need
for a 250-350 seat flexiform theatre and a 500-600 seat drama theatre. While both
are seen as of high priority, the study concludes that progressing the flexiform
theatre is of slightly higher priority because there is currently no flexiform theatre
in the city. The study also identified that a 100-200 seat studio is required, but
as a medium priority. The need for a 1200-1500 seat theatre is regarding as a secondary
and lower priority.
Recommending the committee receives the venue study report, noting the findings
and recommendations.
