  2. Top CONFIRMATION OF MINUTES

    The minutes of the Community Services Committee meeting held on Thursday, 7 February 2008 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. ALCOHOL HEALTH WATCH – MS REBECCA WILLIAMS

    Ms Rebecca Williams from Alcohol Health Watch will address the Committee to seek support for a community safety initiative to reduce the blood alcohol concentration level for drink driving from .08% to .06%.

    4.2. PUBLIC FORUM - GRAFFITI IN THE CITY - COLIN NICHOLLS

    Mr Colin Nicholls will address the Committee to seek support for a community based anti-graffiti strategy.

  6. Top MANUKAU CRUISING CLUB RENT REVIEW

    At its meeting on 21 February 2008, the Maungakiekie Community Board considered a notice of motion on the rent review for the land occupied by the Manukau Cruising Club. The Manukau Cruising Club is currently considered as a commercial entity and the lease holder, Auckland City Council, has proposed a 66% land lease increase, backdated to 2004.

    The Maungakiekie Community Board resolved, inter alia:

    1.  That the Maungakiekie Community Board requests that the Community Services Committee consider that no rental increase occur for the Manukau Cruising Club.
    2. That the Maungakiekie Community Board requests that the Community Services Committee re-classify the Manukau Cruising Club as a community organisation, and that this re-classification is backdated to July 2004.

    Recommending that the resolutions from the Maungakiekie Community Board, dated 21 February 2008, regarding the reclassification of the Manukau Cruising Club be noted, and that the Committee consider taking the action proposed by the Board.

  7. Top COMMUNITY DEVELOPMENT FRAMEWORK 2007/2018 REVIEW

    Seeking the Committee's endorsement of the review of the Community Development Framework 2007-2018. The framework will provide strategic direction for council in responding to community and social issues, identifying challenges, opportunities and priorities. A draft framework will be presented to the Committee in May 2008.

    Recommending that the Committee provide feedback for the framework and endorse the review.

  8. Top THE SOCIAL PROFILE PROJECT

    Seeking the Committee's support on the Social Profile project. This project develops the existing social profile work into a more detailed and robust profile, to assist council with its ongoing community development responsibilities.

    Recommending that the Committee endorse the Social Profile project and that the progress of the project be reported back to the Committee in May 2008.

  9. Top WESLEY YOUTH SPACE UPDATE

    Providing a report on the background of the Wesley Youth Space project. This project is designed to meet an identified need for a 'safe' youth space in the Wesley area.

    A study undertaken in 2007 identified that a facility, located adjacent to the existing Wesley Community Centre, would best meet the needs of youth in the area.

    A preliminary budget estimate of $2,825,000 has been developed based on the current scope of works. Operation expenditure is estimated to be $200,000 per annum.

    Recommending that the Committee endorse the development of a detailed business case for the project, and the outcome be reported back to the Committee and the Mt Roskill Community Board in May 2008.

  10. Top EXCLUSION OF THE PUBLIC : LOCAL GOVERNMENT OFFICIAL INFORMATION AND MEETINGS ACT 1987

    Section 48, Local Government Official Information and Meetings Act 1987:

    The following motion is submitted for consideration:

    That the public be excluded from the following part(s) of the proceedings of this meeting.

    The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under Section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

    This resolution is made in reliance on Section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

    The withholding of the information is necessary to protect information where the making available of the information would be likely unreasonably to prejudice the commercial position of the person who supplied or who is the subject of the information.

    In particular, the report contains information on the commercial activities of the Mission in the City project which has been provided to council in confidence.
    Section 48(1)(a)

    The public conduct of the part of the meeting would be likely to result in the disclosure of information for which good reason for withholding exists under section 7.

          Section 7(2)(h)

    The withholding of the information is necessary to enable the local authority to carry out, without prejudice or disadvantage, commercial activities.

    In particular this report;

    (i) identifies a property council may wish to purchase in the future. Disclosure of this information could prejudice or disadvantage council's future negotiations with the owner and its commercial activities.

    (ii) contains references to the indicative value of the property and possible contract terms which form the basis of the negotiations for the purchase of the property and entry into a partnership with the owner.
     
          Section 7(2)(i)

    The withholding of the information is necessary to enable the local authority to carry on, without prejudice or disadvantage, negotiations (including commercial and industrial negotiations).

    In particular this report;

    (i) identifies a property council may wish to purchase in the future. Disclosure of this information could prejudice or disadvantage council's future negotiations with the owner and its commercial activities.

    (ii) contains references to the indicative value of the property and possible contract terms which form the basis of the negotiations for the purchase of the property and entry into a partnership with the owner.
