    4.1. COLIN WILSON, TROY CHURTON AND PHILLIPPA PITCHER, PARNELL TRUST - GLADSTONE PARK EARLY CHILDHOOD CENTRE RENTAL REDUCTION REQUEST

    Colin Wilson, Troy Churton and Phillippa Pitcher, representing the Parnell Trust, were in attendance to address the Committee regarding a reduction in the market rental for Gladstone Park Early Childhood Centre, Balfour Road, Parnell. A report relating to this issue was considered by the Committee under item 6 on this agenda.

    That Colin Wilson, Troy Churton and Phillippa Pitcher, representing Parnell Trust, be thanked for their presentation to the Community Services Committee regarding a reduction in the market rental for Gladstone Park Early Childhood Centre, Balfour Road, Parnell.

  6. Top GLADSTONE PARK EARLY CHILDHOOD CENTRE AND KIDS AT PLAY CHILDCARE CENTRE - RENTAL REDUCTION REQUESTS

    The Chairperson moved the following:

    1.  That the Community Services Committee notes that the Gladstone Park Early Childhood Centre, Balfour Road, Parnell, operates on a commercial basis and as such does not qualify for a community lease.
    2. That the Community Services Committee approves the market related adjustment and rental of $89,700 plus GST until the next rental review for the Gladstone Park Early Childhood Centre, Balfour Road, Parnell.
    3. That the Community Services Committee approves the market related adjustment and rental of $34,444 plus GST until the next rental review for Kids at Play Childcare Centre, Bellwood Avenue, Mt Eden.
    4. That officers report back to the March 2009 meeting of the Community Services Committee with a proposal and timetables to address the anomalies which exist with regard to rental arrangements for childcare centres.

    Cr Easte moved the following amendment by way of replacement:

    1. That the Community Services Committee approves a community lease at $500 per annum in recognition of its not-for-profit status and its strategic partnership status for the Gladstone Park Early childhood centre, Balfour Road, Parnell.

    1. That the Community Services Committee approves a community lease of $500 per annum in recognition of its not-for-profit status for the Kids at Play Childcare Centre, Bellwood Avenue Mt Eden and suggest that they make the formal application for a community lease".

    Councillor Roche moved the following amendment by way of replacement:

    That the current rent for both Gladstone Park Early Childhood Centre, Balfour Road, Parnell, and Kids at Play Childcare Centre, Bellwood Avenue, Mt Eden, remain as is until the anomalies are addressed.

  7. Top AFFORDABLE HOUSING UPDATE

    Councillor Casey tabled a copy of the Auckland Regional Affordable Housing Strategy, dated March 2003, and an article from the 16 September 2008 edition of Cityscene entitled "Council partnership to help Aucklanders buy homes".

    The Chairperson moved the following:

    1. That the affordable housing update report be noted, which provides information on the:
      1. Affordable Housing: Enabling Territorial Authorities Act;
      2. the Queenstown Lakes district plan change; and
      3. the assisted home ownership programme, including the findings of the Office of the Auditor General relating to the December 2008 Council decision on the programme.
    2. That the Community Services Committee notes the decision of the Office of the Auditor General (OAG) that council has acted in accordance with the decision-making requirements of the Local Government Act (LGA) and that, in alignment with council's significance policy, was not required to consult separately on the decision.

    Councillor Roche moved the following amendment by way of replacement:

    1.  That the Community Services Committee supports in principle the development of an Auckland City Council Affordable Housing Policy as suggested by the Office of the Auditor General and in response to the growing and critical need for affordable housing in Auckland City, and requests officers report on a draft affordable housing policy that will encourage and enable the provision of affordable housing in Auckland city, including components similar to relevant parts of Queenstown Lakes district Council's District Plan provisions.

    1. That officers report to the Finance and Strategy Committee on the report of the Office of the Auditor General (OAG) and the options for responding to the suggestions, comments and issues about strengthening council's decision-making and consultation processes raised in the OAG report, particularly that council:
      1. consults with and considers the views of those most affected in the community prior to decisions being made;
      2. provides a summary of information of any community views or preferences already known, in the agenda report paper prior to the decision being made;
      3. develops strategic policies in key areas to judge specific decisions and the degree of their significance;
      4. expresses in the agenda paper any election based views and preferences;
      5. provides a range of options for council decisions including the option of status quo eg. continuing with earlier policies and decisions; and
      6. provides clear communication on the reasons for the decision.

  8. Top YOUTH COUNCIL ASSESSMENT

    The Chairperson moved the following:

    That this item be deferred to the December 2008 meeting of the Community Services Committee.

    Councillor Northey moved the following amendments by way of replacement:

    1.  That the Community Services Committee acknowledges the work already undertaken by the current Auckland City Youth Council.
    2. That the report of the Programme Adviser - Youth, dated 18 October 2008, and these recommendations be forwarded to the Auckland City Youth Council and to all community boards for their feedback, and that their responses be forwarded to the March 2009 meeting of the Community Services Committee.
    3. That the Community Services Committee believes that:
      1. the Youth Council remain a sub-committee of Auckland City Council to retain the importance of its views and recommendations;
      2. the Youth Council retain its current aims until the Youth Council itself decides to change them; and
      3. the Youth Council include secondary school, tertiary institution and community group representatives.

  10. Top VOLUNTEERING IN AUCKLAND CITY

    The Chairperson moved the following:

    That the Community Services Committee acknowledges the various established volunteering initiatives across the organisation including Auckland Zoo, Auckland Art Gallery, Parks programmes, Community services programmes and events and festivals, and acknowledges that an additional role of an organisational volunteering co-ordinator is not required.

    Councillor Roche moved the following amendment by way of replacement:

    That the Community Services Committee acknowledges the various established volunteering initiatives across the organisation including Auckland Zoo, Auckland Art Gallery, Parks programmes, Community services programmes and events and festivals, and approves an additional staff role of an organisational volunteering coordinator, to co-ordinate and develop the work the 4,500 volunteers contributing 45,000 hours towards council's community outcomes.

  11. Top AUCKLAND CITY ALCOHOL STRATEGY REVIEW - SCOPE

    The Chairperson moved the following:

    1. That the Community Services Committee notes that the report of the Group Manager, Arts, Community and Recreation Policy, dated 16 October 2008, will guide the review of council's liquor framework, including an environmental scan, consultation and research, ensuring council has a robustly constructed liquor framework to guide its decision-making.
    2. That the Community Services Committee notes an update of the Auckland City alcohol strategy review will be reported back to the Committee in May 2009.

    Councillor Northey moved the following amendment by way of replacement:

    1. That the Community Services Committee notes that the report of the Group Manager, Arts, Community and Recreation Policy, dated 16 October 2008, will guide the review of council's liquor framework, including an environmental scan, consultation and research, ensuring council has a robustly constructed liquor framework to guide its decision-making to achieve effective reduction of alcohol-related harm, giving particular consideration to:

        noting that the cost of developing this policy is approximately $50,000 plus staff time.

    The Chairperson incorporated Councillor Northey's amendment and put the substantive motion:

    1.   12. Top GAMBLING VENUE POLICY REVIEW - SCOPE

    The Chairperson moved the following:

    1. That the Community Services Committee notes that the report of the Group Manager, Arts Community and Recreation Policy, dated 23 October 2008, will guide the review of council's gambling venue policy, including an environmental scan, consultation and research, ensuring council has a robust and updated policy that provides clear processes for administration.
    2. That the Community Services Committee notes that the Group Manager, Arts, Community and Recreation Policy will report back in April 2009 with an update on the review.
    3. That the Chairperson, Councillor Mulholland and Councillor Roche be delegated to sign off on scoping costs of the Gambling Venue Policy Review.

    Councillor Roche moved the following amendment by way of addition:

    1. That the Community Services Committee records its support in principle for the continuation of Council's current sinking lid gambling venue policy, and ask that the consultation research and report writing be limited in its resourcing and scope not to include community organisations receiving pokie grants and to confirm whether the sinking lid policy continues to be appropriate.

    2. the completion of the lighting guidelines that will be placed on the Auckland City Council website on 1 December 2008; and
    3. the closed circuit television (CCTV) upgrade work that has commenced with the installation of a CCTV system in Darby and Elliot streets in the CBD.
