  6. Top UPDATE ON WESLEY YOUTH SPACE

    The Chairperson moved:

    1. That the Community Services Committee notes the progress of the Wesley Youth Space, including:
      • the conclusion of negotiations with the Owairaka Amateur Athletic and Harriers Club
      • the consultation and engagement activities undertaken with local youth, the Wesley community and the Tangata Whenua Consultative Committee
      • the completion of concept designs and application for resource consent.
    2. That the Community Services Committee recommends to the Arts, Culture and Recreation Committee the agreement to lease between the council and the Owairaka Amateur Athletics and Harriers Club. This agreement includes:
      • the surrender of the club's existing long-term land lease
      • vesting ownership of the existing club building to council, with no council compensation payable
      • construction of a 120m2 athletics club facility as part of the new building
      • a new 20-year lease for the new athletics club facility (made up of two ten-year terms) - to be entered into once the new building has been completed
      • rental of $250pa for the first ten-years of the lease
      • guaranteed youth space access to the club facility.
    3. That the Community Services Committee endorses council management of the youth space.
    4. That the Community Services Committee notes the updated timeline for the project, including:
      • lodgement of resource consent (October 2009)
      • ground-breaking ceremony to begin on-site work (February 2010)
      • commencement of physical construction on-site (March 2010)
      • construction completion (March 2011).

    Councillor Northey moved an amendment by way of addition to C:  

    "with consideration for establishing a youth space advisory committee"

    The Chairperson put the following substantive motion:

    1. That the Community Services Committee notes the progress of the Wesley Youth Space, including:

  7. Top THREE MONTHLY SAFETY PROGRAMME UPDATE

    That the Community Services Committee notes the three monthly safety programme update report for the period from August to November 2009, including the achievements of:

    • Auckland city's community safety awards
    • The installation of the liquor ban signage across Auckland
    • The various achievements under the Homeless Action Plan of extending the coverage of Walk-wise and progressing the work of central government agencies to end homelessness
    • The completion of the south place based planning work to improve safety outcomes; a need indicated from the poor results that the area received in the Perceptions of Safety Survey 2008
    • The excellent improvements in graffiti service response time whereby all service requests are responded to in 48 hours (previously it was 72 hours), and 90% of all graffiti is now proactively removed before it has a chance to become a service request.

  8. Top GRANT OF NEW LEASE, COMMUNITY OFFICE SPACE, 12-16 HIGH STREET, OTAHUHU

    The Chairperson moved:

    That the Community Services Committee approves the granting of a new lease to the Lalotao/Aotearoa Community & Social Services Trust Inc., 12-16 High Street Otahuhu on the following terms and conditions:

    • Term - five years commencing 1 November 2009
    • Rights of renewal - two rights of renewal each of five years
    • Rent - under the lease policy a rental of $500 plus GST per annum is applicable
    • All other terms and conditions per Auckland City Council's Community and Recreation Lease Policy.

    Councillor Northey moved the following by way of addition:

    1. That the Community Services Committee endorses resolution B. regarding the grant of new lease, community office space, 12-16 High Street, Otahuhu report of the 27 October 2009 Tamaki Community Board meeting:

    'That officers be requested to work with the Fatimah Foundation to find an appropriate place for the organisation.' and ask that officers report soon to the Tamaki Community Board on options or proposals for finding a location for the Fatimah Foundation"

    The Chairperson moved:

    1. That the resolutions of the 21 October 2009 Eastern Bays Community Board, be noted.
    2. That the community services committee notes that the 6 most used halls and Hauraki Islands' halls will retain the provision of crockery and cutlery.
    3. That the Community Services Committee requests officers to ensure a supply of crockery and cutlery in all other community halls including options of using disposable items, or a locked cupboard for china and cutlery as required from within existing budget.

    Councillor Roche moved the following by way of replacement:

    1. That this Committee endorses the resolution of the Eastern Bays Community Board and that the proposal to remove crockery from Auckland City community halls not proceed."
