  1. Top APOLOGIES

    That the apology for lateness from Councillor Armstrong and from Councillor Lister for non-attendance be accepted.

  2. Top CONFIRMATION OF MINUTES

    That the minutes of the Regional Governance Committee meeting held on Tuesday, 23 June 2009 be confirmed as a true and correct record.

    CARRIED

  3. Top EXTRAORDINARY BUSINESS

    There was no extraordinary business.

  4. Top PUBLIC FORUM

    There were no requests to speak in public forum.

  5. Top REGIONAL GOVERNANCE UPDATE

    The Chairperson moved:

    That the Regional Governance Committee endorses the work programme to prepare for Council's submission on the third Auckland bill and for the Local Government Commission's work on boundaries with its initial focus on boundaries, local boards, transport, the waterfront and options for an Auckland Council strategic framework.

    Councillor Northey moved the following amendment by way of addition:

    1. That, in light of:
      1. The fact that all other Auckland councils, that addressed the issue in their submission, strongly opposed any councillors for the Auckland Council being elected at large; and
      2. The compelling arguments that both they and the great majority of submitters made in opposition to at-large councillors;

    The Auckland City Council now agrees with the policy position of having no at-large Auckland Councillors.

    LOST

    Councillor Boyle moved the following amendment by way of addition:

    1. That, in light of:
      1. The fact that all other Auckland councils, that addressed the issue in their submission, and
      2. The compelling arguments that both they and the great majority of submitters made;

    The Auckland City Council now agrees with the policy position of legislative empowerment of the local boards (community councils).

    LOST

    The Chairperson put the following substantive motion:

    That the Regional Governance Committee endorses the work programme to prepare for Council's submission on the third Auckland bill and for the Local Government Commission's work on boundaries with its initial focus on boundaries, local boards, transport, the waterfront and options for an Auckland Council strategic framework.

    CARRIED

    There being no further business the Chairperson declared the meeting closed at 3:40 pm.
