EXTRAORDINARY BUSINESS
| Section 46A(7) of the Local Government Official Information
and Meetings Act 1987 (as amended) states: |
| "An item that is not on the agenda for a meeting may
be dealt with at that meeting if- |

The local authority by resolution so decides; and |
| (b) |
The presiding member explains at the meeting at a time
when it is open to the public,- |

(i) |
The reason why the item is not on the agenda; and |
| |
(ii) |
The reason why the discussion of the item cannot be delayed until
a subsequent meeting." |

PUBLIC FORUM
A period of time (approximately 20 minutes) is set aside for members of the
public to address the meeting on matters within its delegated authority. A maximum
of 5 minutes per item is allowed, following which there may be questions from
members.

Mr Les Mason, Bikers Right Organisation of New Zealand, (BRONZE), wishes
to address the Committee regarding the lack of motorcycle parking in Auckland
City.

3.2. AUCKLAND REGIONAL TRANSPORT AUTHORITY'S (ARTA) PLAN FOR PARNELL TRAIN
STATION - DEBBIE HARKNESS, PARNELL MAINSTREET
Ms Debbie Harkness, Parnell Mainstreet Inc., wishes to address the Committee
regarding an alternative train station site closer to the heart of Parnell rather
than the Auckland Regional Transport Authority's (ARTA) plan for it to be at
the lower end of Heather Street.
3.3. WALKING AND CYCLING ON THE AUCKLAND HARBOUR BRIDGE - BEVAN WOODWARD,
CYCLE ACTION AUCKLAND
Mr Bevan Woodward, Cycle Action Auckland, wishes to address the Committee
regarding walking and cycling on the Auckland Harbour bridge.
3.4. TRANSIT'S STATE HIGHWAY 20 MANUKAU HARBOUR CROSSING PROJECT - CAMERON
PITCHES, CAMPAIGN FOR BETTER TRANSPORT
Mr Cameron Pitches, Campaign for Better Transport, wishes to address the
Committee regarding Transit's State Highway 20 Manukau Harbour Crossing project
and the implications it has on a rail connection to the airport.

WAITEMATA HARBOUR CROSSING STUDY - UPDATE

Updating the Committee on the Waitemata Harbour Crossing study which identified
159 possible options for a new harbour crossing. Officers have short-listed
3 single-crossing options which will undergo a further detailed analysis with
the aim of developing a single preferred option by 31 March 2008:
Option 1 - Esmonde to Britomart;
Option 2 - Esmonde to Britomart and State Highway 16;
Option 3 - Esmonde to Britomart and Grafton.
Recommending that the Committee note the Waitemata Harbour Crossing study
update on phase 1 and endorse the Auckland City Council's continued participation
in the study.

CENTRAL CONNECTOR - TENDER ACCEPTANCE REPORT

Reporting on the recommended acceptance of the tender from Fulton Hugon Ltd
for the sum of $29,530,600.00, excluding GST, for the construction of the corridor
and associated works for the Central Connector, a bus rapid transit corridor
connecting the CBD and Newmarket via major destinations, including the new Vector
Arena, the University of Auckland and its medical school, Auckland Hospital
and the Domain.
Recommending that it be recommended to Council that a contract be entered
into with Fulton Hogan Ltd for the corridor works for the Central Connector
project to the value of $29,530,600.00 with a contingency sum of $7,457,500.

Reporting on the new Public Transport Management Bill which proposed changes
to the procurement and regulatory framework for public transport. The aim of
the Bill is to achieve a more integrated and better quality transport services
while preserving the ability of operators to provide commercial services.
The Committee is requested to approve the proposed submission on the Public
Transport Management Bill on behalf of Auckland City Council.
Recommending that the proposed submission on the Public Transport Management
Bill on behalf of the Auckland City Council be approved.

SUBMISSION ON THE LAND TRANSPORT MANAGEMENT AMENDMENT BILL

Reporting on the proposed changes by Central Government to the current transport
legislation through the Land Transport Management Amendment Bill. The Bill received
its first reading on the 25 October 2007 and on the 6 November 2007 was referred
to the Transport and Industrial Relations Select Committee. Submissions are
sought on the Bill for the Select Committee to report back to Parliament on
25 March 2008. The deadline to submit a submission on the Bill is 20 December
2007. The Committee is requested to approve the proposed submission on behalf
of Auckland City Council.
Recommending that the Chair be delegated authority to finalise the submission
and present to the Transport and Industrial Relations Select Committee in respect
of the Land Transport Management Amendment Bill.

Seeking the Committee's endorsement for delegations in accordance with Section
5 of Auckland City Council's Delegations Register which provides delegated authority
for hierarchal positions to enter into and vary contracts within financial limits.
This will allow for the construction of small capital works using the existing
maintenance and renewal contracts.
Recommending that it be recommended to Council that the proposed changes
to the Delegations Section 5 paragraph 2 of the Delegations Manual to allow
for construction of some small projects using existing maintenance and renewal
contracts be approved.
