A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.

Mr
Don Huse, Auckland International Airport Ltd wish to address the Committee in
respect of improving connectivity between the CBD and Auckland International
Airport.

Reporting on short term initiatives that can be implemented prior to the Rugby
World Cup 2011 to develop "clear routes" along arterial roads in Auckland City
between the airport, State Highway 1, State Highway 20 and the CBD.
The
key short-term actions recommended to proceed to preliminary design and
consultation include:
- Extension of clearways
along Gillies Avenue and Manukau Road
- Provision of clearways
along Pah Road and Queenstown Road
- Limiting access to/from
selected side roads along Gillies Ave / Manukau Road / Pah Road / Queenstown
Road route
- Improved signage for CBD
to airport route
- Providing real time
traffic information (e.g. through variable message signs) to improve route
choice
Feedback from the consultation will be reported back to the Committee at a later
date and prior to any decision on implementation.
Recommending that the Committee approves the short-term actions and notes the
outcome of consultation and financial implications.

TRANSIT NEW ZEALAND'S 2008/09 LAND TRANSPORT PROGRAMME AND 10 YEAR FINANCIAL FORECAST

Reporting on the submission made to Transit New Zealand (NZ) on 8 March 2008 by
the Roads Manager - Transport Strategy regarding the draft 2008/2009 Land
Transport Programme (LTP) and 10-year financial forecast. Due to the limited
consultation time outlined by Transit NZ, the submission period prior to the
Transport Committee, additional comments by the Committee can be presented to
Transit NZ through the public hearings process which will occur in April 2008.
Recommending that the Committee reaffirms its commitment to work with Transit NZ
to complete the Land Transport Programme (LTP) and 10-year financial forecast
and endorse the submission by the Roads Manager and a copy of the submission be
forwarded to the Regional Land Transport Committee for its consideration.

Seeking approval from the Committee regarding the revised cycle lane proposal
for Ladies Mile to retain parking on both sides of the road and incorporate a
single uphill cycle lane.
At
the January 2008 Maungakiekie Community Board meeting, it was resolved as
follows:

That based on the feedback received, and
Auckland City Council's objectives to provide safe and direct cycling
facilities, the following are recommended to the Transport Committee as the
preferred options:
-
Ladies Mile, Ellerslie: uphill lane only
(western side); on-street parking both sides; and to complement this with a
signposted route via Derby Downs Place and Lonsdale Road.

That the Maungakiekie Community Board endorse
the proposals on the preferred cycle lane options as identified in resolution B
for progression to detail design and implementation.
Recommending that the revised Ladies Miles cycle lane proposal, endorsed by the
Maungakiekie Community Board, be approved for progression to detailed design and
implementation as part of a package of walking and cycling improvements.

Maungakiekie Community Board considered this matter at its meeting held on
Wednesday, 23 January 2008 and resolved inter alia as follows:

That based on the feedback received, and
Auckland City Council's objectives to provide safe and direct cycling
facilities, the following are recommended to the Transport Committee as the
preferred options:
-
Ladies Mile, Ellerslie: uphill lane only
(western side); on-street parking both sides; and to complement this with a
signposted route via Derby Downs Place and Lonsdale Road.

Mt Smart Road, Onehunga: shared off road
cycle and pedestrian paths on both sides of the road.
-
Mays Road, Onehunga: cycle lanes on both
sides of the road, and at least as much indented parking as is currently
proposed, fairly allocated on both sides of the road.

Onehunga Mall, Onehunga: uphill cycle lane
only; on-street parking both sides of the road, subject to it proving practical
to provide a section of indented parking at the southern end on the western side
of Onehunga Mall.
-
Manukau Road (north of Turama Road),
Onehunga: retain status quo and review when further consideration is given to
cycling facilities along he whole Manukau Road route.
-
That the Maungakiekie Community Board endorse
the proposal on the preferred cycle lane options as identified in resolution B
for progression to detail design and implementation.
Recommending that the resolutions from the Maungakiekie Community Board, be
received.
UPDATE REPORT ON THE STAGE HIGHWAY 20 (SH20) SOUTH-WESTERN CYCLEWAY - HILLSBOROUGH ROAD TO RICHARDSON ROAD

Updating the Committee on the construction of the State Highway 20 (SH20)
south-western cycleway by Transit New Zealand (NZ) that runs adjacent to the
SH20 motorway extension.
Transit NZ has agreed to construct the cycleway as part of the SH20 motorway
construction project on behalf of Auckland City Council. Auckland City Council's
approved gross cost for the construction of the cycleway is $1,540,000. The
construction cost has been capped at this figure by Transit NZ and Land
Transport NZ funding of 53 percent has been secured for it.
Recommending that Council approves the sum of $1,540,000 for Transit New Zealand
to construct the State Highway 20 (SH20) south-western cycleway, extending from
Hillsborough Road/Hendry Avenue to Richardson Road/ Ernie Pinches Road.

DECLARING LAND TO BE SURPLUS FOR SALE - PART 160 GREEN LANE EAST

Council owned the properties at 154-160 Green Lane East which were acquired from
the former Auckland Regional Authority (ARA) for designated road widening.
Part
of these properties and the privately owned property at 162 Green Lane East,
were required for widening of Green Lane East (Project Greenlane). As part of
the project, both Council and the privately owned building were demolished and
it was found that part of the 162 wall that was connected with 160 was no longer
weatherproof.
The
owner of 162 Green Lane East has requested a boundary adjustment to legalise the
encroachment.
Recommending that approval be given to declare surplus to public works
requirements, part of 160 Green Lane East that is the subject of a building
encroachment.

Reporting on the adoption of the Interim Alliance Agreement (IAA) which allows
the alliance parties of Auckland City Council and the contractor consortium to
agree the programme of work for the first year based on Council's annual budget
and consortium net cost structure. Currently, the process is at the stage where
one of the four consortia who bid the work has been selected to proceed to the
IAA phase.
Recommending that the Committee approves the tender submitted by the consortium
of Leighton Contractors, Blacktop Construction and MWH to proceed to the IAA
phase be accepted as the Council's Alliance partner for the Auckland City
Council Western Road Maintenance Alliance.

its meeting held on Wednesday, 27 January 2008 and resolved inter alia as
follows:
- That the Transport
committee be advised that the Eden/Albert community board is concerned that no
Eden/Albert ward elected representatives were appointed to the Transit NZ-lead
State Highway 20 Waterview Reference Group, given that the planned motorway is
two-thirds in the Eden/Albert ward and one-third in the Avondale ward.
Recommending that the resolution from the Eden/Albert
community board be received.

Presenting the report on some new charges have been proposed in order to meet

reserve be accepted and recommended for inclusion in the 2008-2009 draft Annual
Plan.
