EXTRAORDINARY BUSINESS

Updating the Committee regarding the proposed bored tunnel as the
preferred option for completing the State Highway 20 (SH20) Western Ring Route through
Waterview. Council has been proactive in requesting Transit NZ to expedite and complete
the motorway. Transit NZ has started a public consultation process on the tunnel
option and is seeking a submission from the Council in April 2008 with an announcement
on the proposal due in July 2008.
The affected community boards through the appointed Political Liaison
Group provided comments to Council officers to include into the resolutions along
with other issues raised by the various council departments.
Recommending that the report be received.

AUCKLAND MANUKAU EASTERN TRANSPORT INITIATIVES (AMETI) UPDATE

Updating the Committee on the Auckland Manukau Eastern Transport
Initiatives (AMETI) project. The project has entered the next stage and a new Memorandum
of Understanding between the project partners needs to be finalised to demonstrate
the collaborative approach the project partners are taking in delivering the transport
improvements.
In October 2007 the project partners, Auckland City Council, Manukau
City Council and the Auckland Regional Transport Network (ARTA) applied to ARTA
and Land Transport New Zealand (LTNZ) for further funding.
The LTNZ Board approved the funding subject to a number of conditions
which will progressed through the next round of design and investigation process.
Recommending that Committee note the AMETI Political Steering Group
recommendations from the 27 March 2008 meeting and thank LTNZ for its financial
contribution of $24.3m towards the AMETI proposal.

BYLAW REVIEW - WHARVES BYLAW AND PUBLIC PLACES BYLAW

Auckland City Council is required under the Local Government Act
(LGA) 2002 to review its bylaw before 1 July 2008, unless the bylaws cease to have
effect before the date. In September 2007, the Planning and Regulatory Committee
resolved to streamline the review process and group the bylaws by type and priority.
The Wharves bylaw enables Council to facilitate the safe, efficient
and orderly control of wharves owned, operated or managed by Council, so that facilities
are available for the safe passage of the travelling public and the transport of
goods on and off vessels.
The bylaw will ensure that Council's wharves are accessible to the
public, and recreational and commercial vessel owners subject to appropriate conditions.
The proposed wharves bylaw is similar to the existing bylaw with one major amendment,
relating to how Council will recover its costs for the use of wharves by the operators
of commercial vessels.
The proposed Public Places bylaw will enable Council to continue
to control a diverse range of activities in public places to ensure that acceptable
standards of convenience , safety and visual amenity are maintained for the well-being
and enjoyment of citizens, visitors and businesses within Auckland City.
Recommending that Committee endorse the Wharves bylaw and the Public
Places bylaw review and recommend that these bylaws be forwarded to the City Development
committee for their approval for notification.

of the $7.74 million beach replenishment programme.

PR/08/565 Supply and Placement of Sand to Six Beaches including Pt Chevalier, Herne

Reporting on the Dominion Road 2016 project to widened carriageway
(excluding the village centres) along the length of Dominion Road, to provide full
time shared bus and cycle lanes, intended bus bays, and a much improved streetscape
environment.
The Transport Committee endorsed the project in March to expedite
the first stages of the project as part of the short-term actions to improve the
accessibility and reliability of travel between the Auckland CBD and airport.
Recommending that the Committee approves the serving of notices
pursuant to Section 18 and 23 of the Public Works Act to complete acquisition of
designated land subjects to the terms and conditions of any negotiated acquisitions
being approved pursuant to the appropriate delegations.

crossing the Puriri Stream at Schooner Bay Road, Great Barrier Island. The engineering
structure associated with the bridge and stream alignment encroach over private
land which necessitates Council to purchase 58m2 of land at 10 Schooner Bay Road
for roading purposes.
Recommending that the Committee approves the purchase of 58m2 (subject
to survey) of land required for the Schooner Bay Bridge Project from the property
situated at 10 Schooner Bay Road, Great Barrier Island (Lot 1 Deposited Plan 323308)
to be held for roading purpose and the final terms and conditions of the acquisition
be approved under the delegation of the Group Manager Property.

The Great Barrier Community Board considered a notice of motion from Board Member
Ryan at its meeting held on 17 March 2008 and resolved inter alia as follows:
- That the Minister of Tourism and Rural Affairs, Minister of Transport,
Mayor of Auckland City, Chairman of the Auckland Regional Council, Chairman of Auckland
Regional Holdings and the Transport committee be advised of the Board's extreme
concern at the potential loss of Great Barrier Island's long-term freight, vehicular
and tourist passenger ferry services to Great Barrier Island in the current debate
over the future of the Wynyard wharf area, which has served the island for the past
23 years, and urges the parties to resolve their issues with Sea+City as quickly
as possible.
Recommending that the resolution from the Great Barrier Community Board be noted.
