DRAFT REGIONAL ROAD SAFETY PLAN - ANDREW BELL, AUCKLAND REGIONAL TRANSPORT AUTHORITY (ARTA)

Reporting to the Committee on the draft Regional Road Safety plan 2008-2012 that
intends to influence road safety funding decisions and focus the effort of a
range of road safety agencies, local government and community groups to achieve
a lower road toll. The Auckland Regional Transport Authority (ARTA) is seeking
submissions on the plan and the consultation closes on the 8 August 2008.
Recommending that the Transport Committee support the submission to the Auckland
Regional Road Transport Authority's draft Auckland Regional Road Safety Plan.

TRANSPORT ASSET MANAGEMENT PLAN

Reporting to the Committee on the overview of the key points in the proposed
2009 Transport asset management plan (AMP).
The
asset management plans presented to Committees are a draft for review. They do
not yet represent a final position on levels of service or investment.
The
investment proposed by the 2009 Transport asset management plan is $4.2B over
the next ten years (1 July 2009 to 30 June 2019) and is higher than can be
funded from affordable rate increases. Work is being undertaken by council
groups to identify options for both the delivery of proposed levels of service
and areas where capital investment may be deferred or reduced and associated
(service level) trade-offs. This information will be presented to the Transport
Committee meeting on September 4th. Decisions on the capital investment
programme will made at the November direction setting meeting to feed into the
budgets to be presented to the March 2009 Combined Committee meeting where the
draft Long-term Council Community Plan (LTCCP) will be recommended to council
for adoption.
Recommending that Committee notes the levels of service outlined in the asset
management plan for the 2009-2019 LTCCP period.

region, both urban and rural. The plan sets out policies for the integrated

plans.
Comments of the draft RARP have been sought from the Council groups of Transport
Strategy, City Planning, Economic Development, CBD Projects and Transport
Safety, Assets and Operations and have been compiled into a draft submission to
be endorsed by the Committee for submission to Auckland Regional Transport
Authority (ARTA) for their consideration.
Recommending that the Transport Committee approves the draft submission on the
Regional Arterial Road Plan to the Auckland Regional Transport Authority.

Updating the Committee on the State Highway 20 (SH20) project aimed at improving
cycling and walking, both within the SH20 designation and on adjacent Auckland
City Council road reserve. Transit NZ proposed to construct a dedicated
pedestrian and cyclist bridge over Onehunga Harbour Road to enable safer
crossing on the road. This project will close the existing shared use facility
underneath the Manukau Harbour bridge, leaving the old Mangere bridge as the
only north/south route for pedestrians and cyclists.
Recommending that the Committee endorses the projects proposed by Transit NZ and
grants Council approval for Transit NZ to undertake these works in the Council
road reserve.

Reporting to the Committee on the Land Exchange Agreement
between council and Landco Mt Wellington Limited (Landco) dated 26 July 2006
prescribes the stopping of 7,964 square metres of College Road and subsequent
transfer to Landco. Landco revised its plans and now requires 174 metres of
College Road to be stopped (see Appendix A) and amalgamated with the adjacent
land (Lot 81 DP 386191) also owned by Landco.
Financial compensation for the road stopping has already
been received by council as part of the Land Exchange Agreement settlement.
Recommending that pursuant to the provisions of Section 116
of the Public Works Act 1981 council commences the stopping of the area of
College Road, Mt Wellington shown as Section 1 on Survey Office Plan 405967 and
transfer and amalgamate this with Lot 81 Deposited Plan 386191 owned by Landco
Mt Wellington Limited in accordance with the Land Exchange Agreement dated 26
July 2006.

The Property Transaction Committee meeting of the 19
November 1999 approved the stopping of the western end of River Terrace Herne
Bay with instructions that the negotiations with the adjoining landowners at
Eastern end for the balance of the unformed road be continued.
Agreement between the eastern end landowners could not be
reached until recently due to irreconcilable differences and only the recent
change of ownership of three of the properties has facilitated a successful
agreement between affected parties.
Negotiations with the eastern end landowners have now been
successfully concluded.
The adjoining landowner's have undertaken to pay all costs
associated with the stopping and will pay full market value for the land.
Recommending that pursuant to the provisions of Section 116
of the Public Works Act 1981 that council commences the stopping of the unformed
section of River Terrace, Herne Bay shown as Sections 1, 2 & 3 on Scheme Plan
6115/10/01 of 205m2, 180m2, and 131m2 more or less to allow the disposal of the
area to the adjoining landowner's on such terms and conditions as council sees
fit to impose under delegated authority subject to obtaining Land Information
New Zealand (LINZ) consent.

Causeway Road on Waiheke Island is about 40 metres wide
running from the Ostend Domain through to the MHWM mark on the Beach with
approximately 20 metres being unformed.
In order to be able to better control activities on the
foreshore the road stopping of three sections of road, not required for roading
have been carried out to allow the areas to be vested as Esplanade Reserve.
The public notification of the proposed stoppings have been
carried out in compliance with council's requirement under the 10th Schedule of
the Local Government Act 1974 and the one submission received was in support of
the proposed stopping.
Recommending that pursuant to the provisions of Section 342
and the Tenth Schedule of the Local Government Act 1974, the Auckland City
Council hereby declares Sections A, B & C on Survey Office Plan 55851 of 2940m2
being unformed sections of Causeway Road, Waiheke Island to be stopped and
vested as Esplanade Reserve and that council allows the objection in support of
the road stopping.
