EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |

(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |

(i) |
The reason why the item is not on the agenda; and |

(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

Section 46A(7A) of the Local Government Official Information and

PUBLIC FORUM
A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.
4.1. CYCLISTS RUNNING RED LIGHTS IN EASTERN BAYS - ELIZABETH MCENEANEY
Elizabeth McEneaney wishes to address the Committee regarding her concerns about
cyclists running red lights in the Eastern Bays ward, in particular at the
Paterson Avenue and Tamaki Drive intersection (outside Movenpick).
UPDATE ON NEW ZEALAND TRANSPORT AGENCY PROJECTS (NZTA) INVOLVING AUCKLAND - WAYNE MCDONALD, NZTA
Wayne McDonald of New Zealand Transport Agency (NZTA) wishes to brief the
Committee regarding NZTA projects in Auckland.

attached report updates the Committee on the developments relating to the
Sandringham Road Transport Corridor Upgrade and also addresses the following:
- report on results of the community engagement
- confirm a 53% subsidy received
from the NZ Transport Agency on the preferred scheme for Sandringham Road and
the link lane
- seek endorsement to progress the preferred designs
for Sandringham Road
- seek endorsement to progress the preferred designs
for the link lane
- seek endorsement to progress the regulatory
planning processes
- approval to vest as road the required land by
Council to undertake changes
Recommending that the Committee pass the resolutions necessary to progress the
preferred designs for Sandringham Road, the preferred designs for the link lane
and the regulatory planning processes, and approve to vest as road the required
land needed to undertake the changes.

Attaching a report which
outlines the Transport performance measures for the draft Long Term Council
Community Plan (LTCCP) 2009-2019.
In a sector review of the
LTTCP for 2006-2016, the Auditor General had identified performance measures as
an aspect of planning where there is room for significant improvement. Since
2006, a number of work streams have contributed to an improvement in performance
measurement.
The Transport performance
measures are as follows:
Strategy: Transport Choices
Parking
- Demand for short-term off-street
parking does not exceed supply for more than three days in any month (except in
the case of special events)
- Percentage of drivers complying
with parking restrictions.
Transport Infrastructure
- Number of reported crashes per
100 million vehicle kilometres travelled on city roads
- Number of trips taken on
passenger transport
- Travel time on selected routes
- Percentage of footpaths assessed
as moderate or better
- Percentage of roads assessed as
moderate or better.
Recommending that the
Committee approve the performance measures introduced in this report for
inclusion in the Ten-Year Plan 2009-2019.

Regional Land Transport Strategy (RLTS) is a strategic document that proposes
the way forward for the region's transport system for the next 30 years.
Auckland Regional Council (ARC) is currently conducting a review of RLTS and
council officers have been working with ARC in the process. In 2008, the
Committee formed the Transport Working Party for the RLTS to assist council
staff with its review.
The
attached report provides the Committee with an update of the points covered in
the meeting held by the Transport Working Party for the Regional Land Transport
Strategy (RLTS) in December 2008.

The
northern unformed ends of both Wallace Street and Sentinel Road, Herne Bay drop
steeply down cliff faces to the sea and forms part of the Herne Bay Beach
Reserves Network
At the Transport and Urban
Linkages committee meeting on 7 March 2005, a resolution was passed to carry out
the stopping of the sections of unformed road to allow the areas to then vest in
council as Esplanade Reserves. The public notification of the proposed stoppings
has been carried out and no objections have been received. In order to complete
the road stopping process, council is now required to pass a resolution
declaring the roads to be stopped and to then publicly notify that the sections
of road to be stopped.
Recommending that the Committee consider the road stopping report.

Community Board at its 19 January 2009 meeting for the Committee's information.
The Board resolved as follows:
That the Board requests that the Transport Committees of the Auckland City
Council and the Auckland Regional Council request that the Auckland Regional
Transport Authority:
- include public transport to and from Great
Barrier Island in their Regional Public Transport Plan which is expected to be
released for consultation during 2009; and
- ensure that funding for free travel SuperGold Card (SGC) holders on ferry services to and from Great Barrier Island
be included in the review of SGC funding and applicable services which is
expected to be undertaken during 2009.
Recommending that the notice of motion and the corresponding resolutions of the
Great Barrier Community Board be considered.
