EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |

(i) |
The reason why the item is not on the agenda; and |
|

(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

PUBLIC FORUM
A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.
The
following request has been received to address the meeting:
4.1. CITYWIDE APPLICATION FOR THE SPEED REDUCTION OF VEHICLES OUTSIDE ALL EDUCATIONAL INSTITUTIONS, DR PETER BOYS
Peter Boys wishes to speak to the Committee about a citywide application for the
speed reduction of vehicles outside all educational institutions.
ONEHUNGA RAIL BRANCH LINE - AUCKLAND REGIONAL TRANSPORT AUTHORITY (ARTA)
Officers from ARTA will make a presentation with regards to the Onehunga Rail
Branch Line.
IMPROVEMENTS TO STATE HIGHWAY 16 (SH16), NORTHWESTERN MOTORWAY - NEW ZEALAND TRANSPORT AGENCY (NZTA)
Officers from NZTA will make a presentation regarding the improvements to State
Highway 16 (SH16), Northwestern Motorway.

Updating the Committee on
the New Zealand Transport Agency's (NZTA) proposals to improve State Highway 16
(SH16) and outlining the likely issues and impacts for Auckland City.
It is recommended that, as
further information is provided, Council officers continue to work with NZTA to
ensure those identified issues of concern are addressed through project
processes and appropriate mitigation.
Recommending that the
report be considered.
LEGISLATIVE AUTHORITY FOR ESTABLISHING SUBORDINATE DECISION-MAKING BODIES

This report recommends that
council replace the existing Transport Resolution Subcommittee with a
subordinate decision-making body of council officers.
The reason for this is that
since the Transport Resolutions Subcommittee is a subcommittee of Council and
passes resolutions, it is subject to the Local Government Official Information
and Meetings Act 1987's (LGOIMA) procedural requirements.
The
statutory constraints that apply to the subcommittee require a longer up front
time for the writing, the approval and the publishing of reports in public
agendas. These timelines are further lengthened by the need for attendant
processing timelines into Filenet or Report Tracking System.
At the same
time, a significant number of urgent requests continue to be received for
managing urgent network activities such as carriageway or utility service
repairs. While these may not necessarily fall under emergency work, they are
generally of an urgent nature, requiring action faster than the current two week
process allows for.
Officers
are currently processing an average of twelve requests per week, triggering
statutory provisions for extraordinary decisions or for the holding of
extraordinary meetings by the subcommittee.
Although
the subcommittee has allowed for the holding of extraordinary meetings, this
process has been limited and ineffective, inhibiting the ability of officers to
implement the necessary resolution in a timely manner.
The
statutory constraints applying to the Transport Resolutions Subcommittee would
not apply to a subordinate decision-making body and would thus result in more
timely decisions and allow immediate effective management of the network.
Recommending that the Committee considers the proposal.
REVIEW OF TRANSPORT SERVICE PROFILES

Providing an updated
service profile for the Transport Committee.
Recommending that the
Transport Committee review the service profiles and identify any services or
service levels they wish to scrutinise further. This can then be undertaken at
the committee's December meeting once any further information requested by the
committee has been collated.
Copies of the service
profiles will be available to members of the public upon request.
MANAGED LANES

At its May 2009 meeting, the Transport Committee resolved as follows:
- That further investigations be undertaken into
providing managed lanes for high occupancy vehicles, freight vehicles and buses
on:
- South Eastern Arterial/Church
St, Penrose
- Patiki Rd, Rosebank
- Neilson St, Onehunga
- That the results of the further investigations
including budget requirements are reported back to the Committee by October
2009.
- That further investigations be undertaken into
defining the criteria for implementation of managed lanes and the implications
of converting existing bus lanes into managed lanes.
A trial on a "T2" managed lane (a managed lane allowing vehicles with two or
more people, as well as buses, motorcycles and cyclists) is being progressed
along Tamaki Drive and is expected to be in place early next year. It is
expected that the results of this trial will be available in June 2010 and
should inform any decisions to implement other types of managed lanes in
Auckland city.
Officers are also investigating a managed lane along Neilson Street between
Gloucester Park Road and Onehunga Mall. The proposed improvements consist of:
- two through lanes in both directions
- a south bound transit lane connecting into the
motorway southbound on-ramp
- improvements to intersection capacities
- improvements to pedestrian safety
- provision of cycle facilities complementing the Onehunga cycleway
Neilson Street is a vital link between the Western Ring Route (State Highway
20), State Highway 1 and Manukau city. The project is expected to improve
travel times and provide greater efficiency and reliability for transit vehicles
to the Western Ring Route and Airport. The design for this project is currently
underway and construction is scheduled for early in the 2010/2011 financial
year.
On the basis of the information above, it is recommended that further
investigation into managed lanes be deferred until the results of the Tamaki
Drive managed lane trial can inform investigations into future potential managed
lanes. Budget provision can also be made for these investigations through the
2010/11 Annual Plan Direction Setting process

The

at the meeting.
