MINUTES OF A MEETING OF THE AUCKLAND CITY YOUTH COUNCIL

    That the minutes of the Auckland City Youth Council meeting held on Monday, 18 February 2008 be confirmed as a true and correct record.

    There was no extraordinary business.

  4. Top PUBLIC FORUM

    There were no requests to speak in public forum.

  5. Top VOTING FOR CHAIRPERSON AND THE EXECUTIVE

    In accordance with Schedule 7, clause 25 of the Local Government Act 2002, the Democracy coordinator called for nominations for the chairperson of the Youth Council.

    The Youth Council must appoint a member to this position in accordance with Schedule 7, clause 25 of the Act, noting that no member has a casting vote.

    25 Voting systems for certain appointments

    Provisions for election or appointment of Deputy Mayor, Chairpersons and Deputy Chairperson of committees and representatives of the Council

    This clause applies to:

    • the election or appointment of the deputy mayor; and
    • the election or appointment of the chairperson and deputy chairperson of a committee; and
    • the election or appointment of a representative of the council.

    The council or a committee (if the council has so directed) must determine by resolution that a person be elected or appointed by using one of the following systems of voting:

    • the voting system set out below as system A
    • the voting system set out below as system B

    System A:

    • requires that a person is elected or appointed if he or she receives the votes of a majority of the members of the council or committee present and voting and;
    • has the following characteristics:
    1. there is a first round of voting for all candidates and;
    2. if no candidate is successful in that round, there is a second round of voting from which the candidate with the fewest votes in the first round is excluded and;
    3. if no candidate is successful in the second round, there is a third and if necessary, subsequent round of voting from which each time, the candidate with the fewest votes in the previous round is excluded and;
    4. in any round of voting, if two or more candidates tie for the lowest number of votes, the person excluded from the next round is resolved by lot.

    System B:

    • requires that a person is elected or appointed if he or she receives more votes than any other candidate and;
    • has the following characteristics:
    1. there is only one round of voting and;
    2. if two or more candidates tie for the most votes, the tie is resolved by lot.

    1. That the Youth Council adopts the system A of voting for Chairperson as set out in Schedule 7, clause 25 of the Local Government Act 2002.

    1. That Youth Council member Sam Beanland be appointed as Chairperson of the Auckland City Youth Council.

    CARRIED

    The Chairperson called for nominations for the position of Deputy Chairperson. The following nominations were received:

    1. Moved: Sam Beanland / Kate Boersen

    That Harriett Spratt be appointed as Deputy Chairperson of the Auckland City Youth Council.

    1. Moved: Jayran Mansouri / Sam Beanland

    That Catherine Tamaseu-Russell be appointed as Deputy Chairperson of the Auckland City Youth Council.

    1. Moved: Harriett Spratt / Nive Sharat Chandran

    That Jayran Mansouri be appointed as Deputy Chairperson of the Auckland City Youth Council.

    In accordance with voting system A above, Catherine Tamaseu-Russell was appointed as Deputy Chairperson of the Auckland City Youth Council.

    The Chairperson called for expressions of interest for appointment to the executive of the Auckland City Youth Council (five positions). The following persons expressed interest.

    Kate Boersen, Harriet Spratt, Jayran Mansouri, Catherine Mitchener, Alice Wang, Victor Li and Nive Sharat Chandran.

    In accordance with voting system A above, the following were appointed to the executive of the Auckland City Youth Council.

    • Kate Boersen

    • Harriet Spratt

    • Nive Sharat Chandran

    • Alice Wang

    • Victor Li

  6. Top PROGRAMME ADVISOR - YOUTH REPORT

    Moved: Sam Beanland / Harriett Spratt

    That the memorandum of the Programme Advisor, Youth, dated 20 March be received.

  7. Top DISTRICT PLAN REVIEW

    Moved: Sam Beanland / Catherine Tamaseu-Russell

    That Youth Council work closely with City Planning to provide youth friendly documentation on the Isthmus District Plan.

    CARRIED

  8. Top PROGRAMME CONTENT - CONVERSE SUMMIT

    Moved: Sam Beanland / Catherine Tamaseu-Russell

    That the following themes for workshops and speakers, focusing on developing skills be nominated:

    • 'The medium is the message', building confidence for public speaking workshops by Amanda Flemming,
    • Hip-hop dancing
    • Organised protesting
    • Religious workshops
    • Media training
    • Empowering youth, confidence in expressing their views, including youth law, project management.

  9. Top YOUTH WEEK 2008: QUALITY RELATIONSHIPS

    Moved: Sam Beanland / Catherine Tamaseu-Russell

    That Youth Council members show support for Youth Week 2008 by being involved with the organisation of the following:

    • Assistance to others hosting events: resources, ideas and time
    • Poster competition for the empowerment of youth
    • Promote youth week at members' schools [other than via email]
    • Sausage sizzle
    • Pool party at Mt Albert community pool

  10. Top CHAIRPERSON'S UPDATE

    1. That the report of the former Chairperson, dated 30 March 2008 be received.

    2. That the verbal report update of the new Chairperson be received.

    Verbal updates were presented at Youth Council by:

    Kate Boersen regarding:

    • Attendance at a first aid course
    • Involvement with sports activities

    Catherine Tamaseu-Russell regarding:

    • Involved in youth advisory group with ALAC
    • Attendance at the 'Pacific Spirit' symposium addressing youth issues

    Jayran Mansouri regarding:

    • Attendance at a Young Peoples' Reference Group in Wellington,
    • Attendance at Children's Day celebrations in Wellington

    Alice Wang regarding a planned trip to Germany for a music tour

    Catherine Mitchener regarding attendance at an outdoor education facility and Marae on Great Barrier Island.

    Victor Li regarding involvement as an organiser of the Auckland City Council youth sustainability camp

    Harriet Spratt regarding fundraising for the  40hr famine
