Zoo Board Delegations

Objective

The Auckland Zoo, including the oversight, review and development of policy.

Key objectives of Auckland Zoo include:

To focus the Zoo's resources to benefit conservation, and provide exciting visitor experiences which inspire and empower people to take positive action for wildlife and the environment, through

  • Conservation
    To focus resources on securing sustainable populations of species and their habitats through integrated zoological programs and strategic partnerships and strategic partnerships.
  • Animal Welfare and Husbandry
    To further advance best practice animal husbandry and welfare that ensures physical and psychological well-being of the animal collection.
  • Research
    To be a recognised and credible resource for the wildlife research community and enable significant contributions in the field of conservation medicine.
  • Recreation
    To provide unique botanical, wildlife and cultural experiences that delights the visitor.
  • Education
    To provide exemplary learning opportunities that positively influence people's understanding, values, and impact on the natural world.
  • Sustainability
    To promote sustainable practices in all aspects of the Zoo's operations.

Field of activity

The Zoo Board's field of activity is:

  • the Auckland Zoo and selected sites elsewhere.

Delegated powers

The Zoo Board's delegated powers are as follows.

  1. To exercise the council's powers and duties under all acts and regulations that relate to the import, export, quarantine, exhibition, health and care of birds, animals and other creatures in the zoo.
  2. To raise public awareness and enjoyment of wildlife management and conservation through the zoo's programmes and exhibitions.
  3. Regularly reviewing the zoo's activity to ensure consistency with its annual plan and budget.
  4. Reviewing and endorsing the zoo's business plan annually.
  5. Reviewing and endorsing the zoo's animal collection plan annually.
  6. Reviewing and endorsing admissions pricing for all visitor categories.
  7. Endorsing recommended approaches to DoC and MAF which aim to ensure the zoo's conservation, import, export, quarantine and biosecurity needs are optimised.
  8. To liaise with the Zoo Trust over capital fundraising for the long term benefit of the zoo.
  9. At the commencement of each term, recommending to council the appointment of experienced or qualified co-opted members to serve on the Zoo Board.

    The minutes of the Zoo Board meeting held on Thursday, 22 May 2008 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  6. Top FIRST REVIEW OF THE AUCKLAND ZOO ASSET MANAGEMENT PLAN

    Reporting on the key issues for the Zoo Asset Management Plan (AMP). The key Asset Management Plan improvements have been to:

    • Develop levels of service to better reflect the Zoo's business;
    • Input the planned capital works programme as agreed with Zoo senior management; and
    • Risk assessment using the Corporate Risk Assessment Tool.

    Increases in capital expenditure have been highlighted to cover service level improvements, growth and demand. In the longer term, the focus of improvement for this Asset Management Plan will be to improve the asset register and data collection, move the assets into Adaptive Multimedia Information System (AMIS) and utilise more of the functionality in SAP, such as Real Estate and Plant Maintenance.

    Recommending that the Board endorse the Zoo Asset Management Plan (AMP), and that the Board note the levels of service outlined in the Asset Management Plan for the 2009-2019 Long Term Council Community Plan (LTCCP).

  7. Top AUCKLAND ZOO - IMPACT OF REGIONAL FUNDING AMENITIES FUNDING INITIATIVE

    Reporting on the Auckland Regional Amenities Funding Bill, which aims to establish a regional levy collected by the seven territorial authorities available to fund the regional amenities by application. The Bill contains a provision that would enable the Zoo to be eligible to apply for regional funding, but only if the Zoo is established as a legal entity separate from Auckland City Council and registered as a charity. The Bill is currently under review by the Local Government and Environment Select Committee. As part of this review, alterations were sought to simplify the proposed levy collection process under a single collection agency, Auckland City Council; however, no agreement on this was reached. Nevertheless, political support for the Bill remains high and it appears likely that it will progress in its original form and be enacted later this year.

    Treasury is currently exploring the budgetary implications of the Bill, with a particular focus on potential savings for Auckland City Council. The budget implications for the Zoo may be substantial. The funding arrangement proposed by the Bill does not allow for the provision of funds for capital expenditure. Alternative avenues for securing capital funding as a regional amenity have not yet been identified and are by no means guaranteed.

  8. Top AUCKLAND ZOOLOGICAL PARK PERFORMANCE REPORT JULY 2007 - JUNE 2008

  9. Top CONSERVATION WEEK 2008

    Reporting on Conservation Week 2008, which will be held from 7-14 September. Conservation Week is a Department of Conservation (DoC) initiative, the theme this year being "Meet the Locals". As a conservation organisation, Auckland Zoo sees value in supporting this initiative while providing an opportunity to meet our own objectives. Conservation office objectives for Conservation Week 2008 include:

    • Profiling Auckland Zoo as a conservation organisation;
    • Celebrating conservation efforts while highlighting conservation projects and issues;
    • Highlighting key international conservation project "Act Local - Think Global!";
    • Raising funds and awareness to further facilitate in situ conservation work;
    • Enhancing the visitor experience; and
    • Connecting visitors to local places and wildlife.

    Recommending that the report of the Conservation Officer, Auckland Zoo, dated 22 July 2008, be received; that the Board establish annual Conservation Awards to be announced at Conservation Week; and that the Board accept the role of selection committee for the Auckland Zoo Conservation Awards.
