    The minutes of the Arts, Culture and Recreation Committee meeting held on Monday, 5 March 2007 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  6. Top CHANGE OF CLASSIFICATION OF ROWE RESERVE - SPRING STREET, ONEHUNGA - DOLPHIN THEATRE

    Advising that the land occupied by the Dolphin Theatre and Kohanga Reo at Spring Street, Onehunga, is currently being utilised for recreation and partly for water purposes. Identifying that a change in land classification to local purpose reserve would better fit its current usage.

    This report was presented to the Maungakiekie Community Board Meeting held on 15 March 2007 where it was resolved:

    "That the Maungakiekie Community Board recommend to the Arts, Culture and Recreation Committee:

    1. That in terms of Section 16 of the Reserves Act 1977 officers proceed with public advertising of the classification of part of Rowe Reserve, described as Lot 2 DP 147935 (all NA 88A/373) comprising 1449m2, currently held as an unclassified reserve for water purposes, as a local purpose (community buildings) reserve, for the purposes specified in Section 23 of the Act.
    2. That in terms of Section 24 of the Reserves Act 1977 officers proceed with public advertising of the change of classification of the reserve status over part of Rowe Reserve, described as Lot 3 DP 147935 (all NA 88A/374) comprising 3188m2, from recreation reserve to local purpose (community buildings) reserve, for the purposes specified in Section 23 of the Act.
    3. That three Councillors be appointed to hear submissions and report back to the Arts, Culture and Recreation Committee with recommendations in due course."

    Recommending officers proceed with public advertising of the proposed reclassification of part of Rowe Reserve currently a local purpose reserve, and that three councillors be appointed to hear submissions and report back to the Committee with recommendations in due course.

  7. Top OTAHUHU RECREATION PRECINCT - STAGE 2

    Reporting on the proposed process to deliver stage two of the Otahuhu Recreation Precinct for development of a swimming pool, library and completion of the precinct landscaping. Based on the planned timeframes, it is expected the project will be completed in 2010/2011, and consequently funding allocations in 2008/2009 and 2009/2010 will need to be reforecast to reflect when actual expenditure will occur.

    Recommending that the Committee endorse the proposed process and associated timeframes for stage two development of the Otahuhu Recreation Precinct with forecast completion in 2010/2011, and notes the requirement to reforecast the capital budgets to reflect when actual expenditure will occur.

  8. Top DAVID LANGE MEMORIAL ARTWORK OTAHUHU

    Reporting on the progress on the proposed major artwork memorial to the late Prime Minister David Lange for the entranceway of the Otahuhu Recreation Precinct on Mason Avenue. The David Lange Memorial Trust have chosen artist Virginia King to progress a concept for the artwork.

    Officers have meet with Trust representatives and the artist to align artwork concept progress with stage two of the Otahuhu Recreation Precinct development design work, scheduled to start July 2007.

    Recommending that officers continue working with the David Lange Memorial Trust project manager and the artist to integrate the David Lange Memorial Artwork into stage two of the Otahuhu Recreation Precinct development project; and that officers report to the Public Art Sub-committee on associated landscaping costs for the David Lange Memorial Artwork.

  9. Top AUCKLAND DOMAIN - RAF BOMBER COMMAND MEMORIAL

    Reporting on the progress for the concept of a memorial to commemorate Royal Air Force (RAF) Bomber Command personnel lost in World War II. Advising that the initial concept for a large freestanding memorial in front of the War Memorial Museum in the vicinity of the Cenotaph would contravene the provisions of the current Domain management plan and potentially set a precedent for other groups seeking memorials of similar size and scale in this location.

    Noting that the second option of a freestanding work either to the side or to the rear of the museum has been explored, but no suitable sites were identified that were both acceptable to representatives of the RAF and complied with the Domain management plan. Therefore, the third option that integrates the memorial within the wider Cenotaph area is considered by officers to be the most strategic and transparent way to protect the integrity and primacy of the Cenotaph and the museum itself as enduring memorials.

    This report was presented to the Public Art Sub-committee Meeting held on 28 March 2007 where it was resolved:

    1. "That officers continue to work with representatives from the RAF Bomber Command Association New Zealand, Auckland Museum, the Returned Services Association and other armed services groups to progress an integrated concept design aligned to the draft War Memorial Museum and Cenotaph Masterplan.
    2. That officers initiate dialogue with artist Stanley Palmer on concepts that could incorporate RAF Bomber Command and other armed services memorials within the landscape elements of the Cenotaph area.
    3. That the above resolutions be forwarded to the Hobson Community Board.
    4. That the above resolutions be forwarded to the Arts, Culture and Recreation Committee."

    Recommending officers continue to work with representatives from the RAF Bomber Command Association New Zealand, Auckland Museum, the Returned Services Association and other armed services groups to progress an integrated concept design aligned to the draft War Memorial Museum and Cenotaph Masterplan.

  10. Top GRANT OF OLD/NEW LEASE - AUCKLAND WATER SKI CLUB INCORPORATED

    Reporting on the Auckland Water Ski Club Incorporated, who own the building and currently lease the land on Orakei Basin West Reserve, 120 Lucerne Road, Remuera. The Club's lease over the land expired on 30 November 2005 and they have since applied to Auckland City for a new lease.

    This report was presented to the Hobson Community Board Meeting held on 20 March 2007 where it was resolved:

    "That the Board recommends to the Arts, Culture and Recreation Committee the granting of a lease to the Auckland Water Ski Club Incorporated, Orakei Basin West Reserve, 120 Lucerne Road, Remuera, on the following terms and conditions;

    1. Term - 5 years commencing 1 April 2007
    2. Rights of Renewal - Two rights of renewal each of five years
    3. Rent -- $500.00 + GST per annum
    4. All other terms and conditions per Council's Community and Recreation Lease Policy."

    Recommending that the Committee approve the granting of a lease to Auckland Water Ski Club Incorporated for a 5 year term commencing on 1 April 2007 with two rights of renewal each of five years, at a rent of $500.00 plus GST per annum.

  11. Top AVONDALE COLLEGE STADIUM UPDATE

    Updating the Committee on the investigation of officers into different ways to increase the use of the Avondale College Stadium in the short term. Options have included assessing the stadium's eligibility to be part of the council's Venues Brokerage Scheme, potential use of the stadium for AKActive activities and promotion of the stadium's facilities and availability via Auckland and Waitakere sports trusts. Options for greater community access to a recreation centre in the Avondale area in the long term will be addressed in the Recreation Centre Plan which will be presented to this Committee in July 2007.

    Recommending that the memorandum of the Recreation Planner, dated 16 March 2007, be received.

  13. Top PARKS PLAN UPDATE

    Updating the Committee on the development of a draft parks plan for Auckland. The parks plan is the council's draft plan for the future of the parks and green spaces on the isthmus, and sets out how council intends to develop and manage the city's parks over the next 10 years. The parks plan is one of a series of six open space plans being developed as part of 'Places for People, Places for Nature', council's (draft) overarching strategic framework for the long-term protection, improvement and management of Auckland's open space network. Officers are now seeking the Committee's support for the draft parks plan, including the draft 10-year action plan, prior to undertaking wider stakeholder consultation.

    Recommending that the Committee endorse the revised draft of the parks plan, dated March 2007, including the draft 10-year action plan, for wider stakeholder consideration.
