    4.1. ERIC MAHONEY, VICE COMMODORE, ROYAL AKARANA YACHT CLUB, AND DES BRENNAN, CHIEF EXECUTIVE, YACHTING NEW ZEALAND

    Eric Mahoney and Des Brennan gave a presentation regarding activities, achievements, community involvement, and future direction for the Royal Akarana Yacht Club, including a concept plan for the establishment of a National Sailing Centre at The Landing, Okahu Bay.

    1. That Eric Mahoney, Vice Commodore, Royal Akarana Yacht Club, and Des Brennan, Chief Executive, Yachting New Zealand, be thanked for their presentation regarding the concept plan for the establishment of a National Sailing Centre at The Landing, Okahu Bay.
    2. That officers report back with a strategic overview of yachting in Auckland City and a holistic approach to the provision of a range of opportunities, including how the concept presented by Yachting New Zealand may fit, and how it will include community access.
    3. That an urgent scoping report be presented to The Landing Working Party regarding this matter.

  6. Top GUIDELINES FOR THE DEVELOPMENT OF ARTIFICIAL SPORTS TURFS

    1. That the Arts, Culture and Recreation Committee consider the development of the artificial turfs as one mechanism to increase the overall capacity of sports fields to meet growing demand, together with other innovations to increase the use of available open space.
    2. That the Arts, Culture and Recreation Committee approves the Artificial Sport Turfs Guidelines for Development, attached as appendix one to the report by the Senior Project Planner, dated 14 February 2007, and that these guidelines be used to guide any decisions on artificial turf developments.

  7. Top DRAFT STREET PERORMANCE POLICY

    1. That the Arts, Culture and Recreation Committee receive the draft Street Performance Policy and approve it for consultation with external stakeholders.
    2. That officers work with the Events Team and Auckland City Environments to establish the budget required for the implementation of the Street Performance Policy and its ongoing management, and report back to the Arts, Culture and Recreation Committee when the policy has been '.

  8. Top DECLARATION OF LAND AS A LOCAL PURPOSE (AMENITY) RESERVE - SHORE AND ARNEY ROADS, REMUERA

    That in exercise of the powers conferred on it by Section 14 Reserves Act 1977, Auckland City Council hereby resolves that the piece of land held by the Council in fee simple comprising 775 square metres and described as Section 1 Survey Office Plan 69009, being All Computer Freehold Register NA118B/277 be declared a Local Purpose (Amenity) Reserve subject to the Reserves Act 1977.

  9. Top PHILIPS AQUATIC CENTRE - FACILITY NAME CHANGE

    That the Arts, Culture and Recreation Committee approve the name change for the aquatic facility currently referred to as the Philips Aquatic Centre to "The Mount Albert Aquatic Centre" at the expiry of the current Sponsorship Agreement with Philips New Zealand Limited on 18 September 2007.

  10. Top CONSENT TO GRANT A NEW TENANCY AGREEMENT TO MT WELLINGTON KART CLUB - 39B TAINUI ROAD, MT WELLINGTON

    1. That the Arts, Culture and Recreation Committee supports the continued tenancy of the Mt Wellington Kart Club at 39B Tainui Road, Mt Wellington, on the basis that this organisation provides significant recreation and sporting benefits to both the club members and to the local community, and agrees to a fixed term tenancy from 1 October 2005 to 31 December 2008 (subject to a six month early termination clause should the site be required to meet the regional road plans).
    2. That the Arts, Culture and Recreation Committee recommends to the Transport & Urban Linkages committee that the council supports the continued tenancy of the Mt Wellington Kart Club at 39B Tainui Road, Mt Wellington, on a fixed term tenancy from 1 October 2005 to 31 December 2008 (subject to a six month early termination clause should the site be required to meet the regional road plans) at a reduced rental of $15,000 per annum plus GST and that this rental be backdated to 1 October 2005.
    3. That the report by the Leasing Officer, dated 20 February 2007, and the above resolutions be forwarded to the Tamaki Community Board for their information.

  11. Top SCOUTING NEW ZEALAND - FUTURE PROVISION

    That council staff work with the Regional Manager of Scouting New Zealand with the aim of rationalising scouting's use of city owned buildings and maximising opportunities for wider community access and use of their own facilities.

  12. Top ANNUAL MARET RENT REVIEW, AUCKLAND STOCK AND SALOON CAR CLUB INCORPORATED

    1. That the Arts, Culture and Recreation Committee approve that the Auckland Stock and Saloon Car Club continue to pay a rental of $10,000.00 per annum plus GST, for the lease of land at Waikaraka Park, 175-243 Neilson Street, Onehunga.
    2. That an annual market rental review for be undertaken again once the lease policy has been reviewed.
    3. That the report by the Lease Officer, Recreation and Community Leases, and the above resolutions be forwarded to the Maungakiekie Community Board for their information.

  13. Top MUSEUM OF TRANSPORT AND TECHNOLOGY - LEASE RENEWAL

    1. That the lease site occupied by the Museum of Transport and Technology at 805 Great North Road, Western Springs, (CT 45D/561) be renewed for a further term of 21 years from 1 September 2006 on essentially the same terms and conditions as the original lease dated 20 May 1988.
    2. That the Chair of the Arts, Culture and Recreation Committee write to other Territorial Local Authorities and the Electoral College to inform them of Council's favourable lease renewal for Museum of Transport and Technology at the same level as enjoyed for the last 21 years, and it's ongoing support for this organisation.

  14. Top GRANT OF OLD/NEW LEASE - THE SCOUT ASSOCIATION OF NEW ZEALAND - BALMORAL SCOUT GROUP

    1. That the Arts, Culture and Recreation Committee approve the granting of a lease to The Scout Association of New Zealand - Balmoral Scout Group, Pollard Park, 1A Waitomo Avenue, Mt. Eden, on the following terms and conditions:
    1. Term - 5 years commencing 1 February 2007;
    2. Rights of Renewal - Two rights of renewal each of five years;
    3. Rent - $250.00 + GST per annum;
    4. All other terms and conditions per Council's Community and Recreation Lease Policy.
    1. That the draft reserve management plan for reserve land at Pollard Park, 1A Waitomo Avenue, Mt. Eden, begun in 1990 be referred to officers.

  15. Top GRANT OF OLD/NEW LEASE - ROSKILL MODELLERS CLUB INCORPORATED

    That the Arts, Culture and Recreation Committee approve the granting of a lease to Roskill Modellers Club Incorporated, John Moore Reserve, 24A Bremner Avenue, Mt. Roskill, on the following terms and conditions:

    1. Term - 5 years commencing 1 February 2007;
    2. Rights of Renewal - Two rights of renewal each of five years;
    3. Rent - $500.00 + GST per annum;
    4. All other terms and conditions per Council's Community and Recreation Lease Policy.

  16. Top GRANT OF OLD/NEW LEASE - THE SCOUT ASSOCIATION OF NEW ZEALAND - WAINUI SCOUT GROUP

    That the Arts, Culture and Recreation Committee approve the granting of a lease to The Scout Association of New Zealand - Wainui Scout Group, Boundary Reserve, 149 Riverside Avenue, Pt. England, on the following terms and conditions:

    1. Term - 5 years commencing 1 January 2007;
    2. Rights of Renewal - Two rights of renewal each of five years;
    3. Rent - $250.00 + GST per annum;
    4. All other terms and conditions per Council's Community and Recreation Lease Policy.

  17. Top TRESPASS NOTIFICATION - COYLE PARK 'BIG GAY OUT' EVENT

    1. That the information memorandum from the Parks Officer, dated 2 February 2007, regarding trespass authority for the Big Gay Out event on Saturday 11 February 2007 at Coyle Park, Pt Chevalier, be received and noted.
    2. That the Arts, Culture and Recreation Committee request officers obtain legal advice on police ability to act on public land and report back to the Committee.

  18. Top TRESPASS NOTIFICATION - AUCKLAND INTERNATIONAL CULTURAL FESTIVAL EVENT

    That the information memorandum from the Sports Parks Officer, dated 12 February 2007, regarding trespass authority for the Auckland International Cultural Festival on Saturday 25 February at War Memorial Park, 13 May Road, Sandringham, be received and noted.

  19. Top OWAIRAKA AVENUE RESERVE UPGRADE - STAGE II PRIORITIES, FIELD BOOKING SYSTEM

    The Chair moved:

    1. That the construction contract for stage 1 works of the Owairaka Avenue Reserve Upgrade includes the addition of shrub planting, hard courts and the car park as identified on the approved concept plan (August 2006).
    2. That the stage two works of the Owairaka Avenue Reserve Upgrade are to include the skate park, playground, signage, furniture and toilet as identified on the approved concept plan (August 2006).
    3. That the booking of the field/multi-use recreation ground within the Owairaka Avenue Reserve be undertaken on the following basis:
    1. Council will accept seasonal bookings from the junior sports for Saturday mornings only;
    2. The rest of the time casual and tournament bookings will be accepted from groups other than sports associations and/or sports clubs;
      The purpose of the restrictions listed above is to encourage the area's utilisation by the local community and culturally diverse groups.
    1. That the booking restrictions on the use of the sports field/multi-use recreation ground within the Owairaka Avenue Reserve be reviewed after 12 months and reported back to the Arts, Culture Recreation Committee.
    2. That no sports club buildings be permitted on the Owairaka Avenue Reserve.
    3. That the Arts, Culture and Recreation Committee acknowledge and commend council staff for their work on this concept plan, and recognise the benefits it will provide youth in the local area.

    Councillor Fryer moved the following amendment as a replacement of resolutions C to E:

    That decisions on recommendations C to E be deferred for one month to allow the Chair to meet with the Eden/Albert Community Board on this matter.
