1. APOLOGIES

   At the close of the agenda no apologies had been received.

2. CONFIRMATION OF MINUTES

   The minutes of the Environment, Heritage and Urban Form Committee meeting held on Friday, 1 December 2006 to be confirmed as a true and correct record.

3. EXTRAORDINARY BUSINESS

   Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
   "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
   (a)	The local authority by resolution so decides; and
   (b)	The presiding member explains at the meeting at a time when it is open to the public,-
   	(i)	The reason why the item is not on the agenda; and
   	(ii)	The reason why the discussion of the item cannot be delayed until a subsequent meeting."
   Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
   "Where an item is not on the agenda for a meeting,-
   (a)	That item may be discussed at that meeting if-
   	(i)	That item is a minor matter relating to the general business of the local authority; and
   	(ii)	The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
   (b)	no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

4. PUBLIC FORUM

   A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

   Mr Allan Matson will address the committee on a resource consent decision for the former Britannia Theatre.

6. QUARTERLY PROGRESS REPORT ON MAYORAL TASK FORCE ON URBAN DESIGN ACTION PROGRAMME - YEAR 2

   In May 2005 the Mayoral Task Force on Urban Design delivered "Designing Auckland: a springboard for action". The paper identifies a series of actions to improve council's urban design policies and processes, as well as to engage the larger community in understanding and supporting the benefits of a more sustainable urban form in the city. This report outlines quarterly progress made of implementing the Task Force.

   Recommending that the progress on actions identified by the Mayoral Task Force on urban design in Year 2 be noted.

7. TIMEFRAMES AND COMMISSIONERS FOR THE HAURAKI GULF ISLANDS DISTRICT PLAN REVIEW

   Reporting on the extent and impact of submissions received to the proposed Hauraki Gulf Islands section of the district plan.

   Recommending that a new hearings panel of five elected representatives be appointed to hear submissions on the proposed district plan and make recommendations to Council and that a new proposed timeframe for hearings be advised

8. CITY PLANNING GROUP QUARTERLY REPORT

9. MAUNGAWHAU MT EDEN CONSERVATION PLAN

   The final draft management plan of the Maungawhau Mt Eden Conservation Plan was approved by the committee on 4 August 2006. The committee is requested to now formally approve this final document.

   Recommending that the Maungawhau Mt Eden Conservation Plan 2006 be approved.

10. MAUNGAWHAU MT EDEN MANAGEMENT PLAN - ISSUES OF RELEVANCE TO THE AUCKLAND-WIDE VOLCANIC LANDSCAPE

11. KERERU DISCOVERY PROJECT - BRYAN MEHAFFY

    At its meeting held on 28 November 2006, the Avondale Community Board resolved inter alia:

    1. That this project be referred to the Environment Heritage and Urban Form Committee and distributed to all Community Boards and that the Board asks that Council become involved in the implementation of the suggestions contained in the project.

    Providing the project and resolutions of the Avondale Community Board for consideration by the committee.

    Recommending that the information be received.

12. ICLEI OCEANIA CONFERENCE 2007

    At its meeting held on 1 December 2006, the committee resolved as follows:

    1. That the Committee approves the attendance of one Councillor at the International Council for Local Environmental Initiatives conference to be held in Melbourne from 2-5 May 2007.
    2. That the attendee at the International Council for Local Environmental Initiatives conference be determined at the Committee's February 2007 meeting.

    Recommending that a councillor be appointed to represent the Auckland City Council at the conference.

13. URGENT DECISION - HAURAKI GULF ISLANDS DISTRICT PLAN SUBMISSIONS

    That the Manager City Development issue media statements on the ability of the Council to accept late submissions to the Hauraki Gulf Islands District Plan and to outline the staff recommendation related to such late submissions.
