CONFIRMATION OF MINUTES
The minutes of the Environment, Heritage and Urban Form Committee meeting held
on Friday, 3 August 2007 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |
|
"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

Section 46A(7A) of the Local Government Official Information and
Meetings Act 1987 (as amended) states: |

"Where an item is not on the agenda for a meeting,- |

That item may be discussed at that meeting if- |
|

That item is a minor matter relating to the general business of the
local authority; and |

The presiding member explains at the beginning of the meeting, at a time
when it is open to the public, that the item will be discussed at the

no resolution, decision, or recommendation may be made in respect of
that item except to refer that item to a subsequent meeting of the local

PUBLIC FORUM
A period of time
(approximately 20 minutes) is set aside for members of the public to address the
meeting on matters within its delegated authority. A maximum of 5 minutes per
item is allowed, following which there may be questions from members.
The following

4.1. HERITAGE ISSUES - JULIE CHAMBERS
Ms Julie Chambers wishes to address the committee on heritage issues.
Recommending that Ms Chambers be thanked for her attendance.
4.2. BIRDCAGE HOTEL AND OPEN SPACE ALTERNATIVE PROPOSAL - RICHARD REID
Mr Reid wishes to address the committee on Transit New Zealand's Victoria Park
Tunnel Project, with regards to the relocation of the Birdcage Hotel and loss of
the open space associated with this.
Recommending that Mr Reid be thanked for his presentation.

Reporting on the
removal of a tree at 88 Owens Road, Mt Eden as resolved at the 3 August meeting
of this committee.
- That a report updating the Committee on the
processes, including communication to the community, and the use of ' Emergency
Powers' to remove a significant tree, with particular emphasis on the process
used at 88 Owens Road be provided to the September meeting. The report is to
also identify whether improvements should be made to these processes including
the matter of replacement planting as a condition of consent.
- That officers be asked to also update the
Committee at the September meeting on how Council's arborists interact with the
Council's natural environment policy specialists, e.g. ecologists.
Recommending that the committee
note the process as required under the provisions in the Auckland City district
plan was followed by Auckland City Environments and the tree concerned was in an
advanced state of decay and had caused a traffic accident and also posed a
present danger to traffic, persons and property.

DRAFT CBD WATERFRONT MASTERPLAN - CHARACTER BUILDINGS
At the Urban Strategy and Governance committee meeting on the 2 August a
resolution was passed requesting a briefing to the Environment Heritage and
Urban Form committee on recommendations for character buildings and elements
identified by the Salmond-Reed report. Officers will give a verbal briefing on
this matter.
