  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  5. Top 'OUR COLLECTIVE TAONGA: PLACES FOR PEOPLE, PLACES FOR NATURE' OPEN SPACE FRAMEWORK

    Seeking endorsement on the final draft of 'Our Collective Taonga: Places for People, Places for Nature', council's overarching strategic framework for the long-term protection, improvement and management of Auckland's open space network. In March 2007, the Arts, Culture and Recreation Committee and the Environment Heritage and Urban Form Committee endorsed this framework for wider stakeholder consultation, including public feedback. Throughout the feedback period, officers met with representatives from key stakeholder organisations, including the Department of Conservation, the Ministry for the Environment, Auckland Regional Council, Metrowater and local iwi. Community Board members, members of key stakeholder organisations and community interest groups were also invited to a feedback workshop in early June.

    Issues raised as part of the feedback process focused on three key themes: (i) improving access to open spaces across the city, (ii) protecting our existing open spaces, especially parks and green spaces and (iii) increased community engagement in open space policy development and implementation. In response to the feedback, minor changes have been incorporated in the final draft of the framework, which will be launched and published in September 2007. A final draft of the parks plan, including results of wider stakeholder feedback, will be reported to the Arts, Culture and Recreation Committee in August 2007. A final draft of the urban forest plan, including the results of wider stakeholder feedback, will be reported to the Environment, Heritage and Urban Form Committee in August 2007.

    Recommending that the Environment, Heritage and Urban Form Committee and the Arts, Culture and Recreation Committee endorse the final draft of 'Our Collective Taonga: Places for People, Places for Nature' as attached in Appendix 3 of the report.
