    The Chairman of the Planning Fixtures Committee was requested to take an urgent decision under delegated powers to appoint independent planning commissioners to hear and determine an application to construct a materials recycling facility on a closed land fill site at 12A Alfred Street, Onehunga. This decision was taken on 28 June 2007. The reason for urgency was that independent commissioners needed to be appointed with immediate effect in order to keep the momentum going on this project, and the Planning Fixtures Committee was not meeting again until 10 July.
