    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

    (i)

    The reason why the item is not on the agenda; and

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 93/94 determination and Resource Consent determination on an application to undertake additions and alterations to the existing Jehovah's Witness Kingdom Hall on the site at 3 Hepburn Street, Freemans Bay. The proposal mainly involves the renovation of the existing building but also involves the removal of the existing two residential units and the rebuilding of a single residential unit.

    The application was deferred at the Committee's meeting on 24 April 2007 for clarification on the interface with the public park on the eastern and southern boundaries of the site and the finish of the building. The Committee also requested that a landscape plan be prepared.

    New information, including a revised recommendation, is attached at pages A1 to A31. The original report presented to the Committee in April is attached at pages 1 to 104.

    Recommending that the application be granted consent, subject to conditions.
