Allan Matson will address the committee on heritage matters with regard to the Yates Buildings (Wolfe and Albert Streets), Edwardian and Victorian Shops (Hobson Street) and the Jean Batten State Building (Jean Batten Place).

- the committee request the Finance and Corporate Business Committee to determine the licence fees payable for the use of council's reserve for the construction of subsoil structures.

PETITION TAHUNA TOREA RESERVE

At its meeting held on 16 December 2004, Council resolved:
That the petition requesting the Auckland City Council to repeal the August 2004 decision to ban dogs from Tahuna Torea Reserve be received and forwarded to the Planning and Regulatory Committee for its consideration, as appropriate.
The petition contained 900 signatures with the following prayer:
"Petition to Mayor Dick Hubbard and Auckland City Council:
Restore access for People walking dogs, in Tahuna Torea.
We, the undersigned, request the Auckland City Council to repeal the August 2004 decision to ban dogs from Tahuna Torea Reserve. We urge you to reinstate the condition that dogs on leashes are permitted in the reserve.
We appreciate and value the wilderness character of the area but we also recognise that dogs under control pose no threat to wildlife in the area.
Banning all dogs effectively excludes responsible dog walkers, a large and vital user group that has for generations contributed in all ways, towards making this reserve a valuable local asset and a focal point of the Glendowie community.
We petition the Council to repeal item J, FIRST SCHEDULE, of Bylaws Part 12 Dog Control, at the earliest opportunity.
Removal of this anomaly will restore the dogs-on-leash status that best meets the legitimate interests of all stakeholders. Your assistance would be greatly appreciated."
Recommending that the committee consider this petition appropriately.

- That the Board recommends to the Planning & Regulatory Committee that it gives urgency to the review of the public places bylaw with a view to restricting the use of fireworks in a public place (particularly Selwyn Domain) so that an effective bylaw, with regard to fireworks, is in place before 5 November 2005.
Recommending that the committee appropriately consider the resolution of the Eastern Bays Community Board of 24 November.
