    The minutes of the Public Safety and Community Order Committee meeting held on Friday, 9 December 2005 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    1. The local authority by resolution so decides; and
    2. The presiding member explains at the meeting at a time when it is open to the public,-
      1. The reason why the item is not on the agenda; and
      2. The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    1. That item may be discussed at that meeting if-
      1. That item is a minor matter relating to the general business of the local authority; and
      2. The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    2. no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

  7. Top PUBLIC PERCEPTIONS OF SAFETY BENCHMARK SURVEY

    Reporting on progress regarding research undertaken to capture Auckland's city residents' safety perceptions in preparation for developing the safety strategy. The research identifies how safe Auckland city residents feel, and what makes them feel safe and unsafe. It identifies priority areas and provides a baseline level from which to compare future safety measures.

    Results indicate that Auckland city residents generally feel safe during the day in Auckland, but feel significantly less safe at night. Three quarters of residents feel that Auckland's safety needs to be improved, a third feel less safe than they did a year ago, and almost a third do not go out at night because it is too dangerous. People feel particularly unsafe in Auckland's parks at night, and many do not feel safe parking their car in Auckland.

    Perceptions of safety from crime and safety in parks at night have the greatest impact on overall feelings of safety. Lighting is also identified as playing a large role in people's perceptions of safety.

    Recommending that the Public Safety and Community Order committee endorse the use of these findings as part of the planning for the safety strategy.
