CONFIRMATION OF MINUTES
The minutes of the Public Art Sub-Committee meeting held on Friday, 8
April 2005 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS
Section 46A(7) of the Local Government Official Information and
Meetings Act 1987 (as amended) states:
"An item that is not on the agenda for a meeting may be dealt with at
that meeting if-
-
The local authority by resolution so decides; and
-
The presiding member explains at the meeting at a time when it is open
to the public,-
-
The reason why the item is not on the agenda; and
-
The reason why the discussion of the item cannot be delayed until a
subsequent meeting."
Section 46A(7A) of the Local Government Official Information and
Meetings Act 1987 (as amended) states:
"Where an item is not on the agenda for a meeting,-
-
That item may be discussed at that meeting if-
-
That item is a minor matter relating to the general business of the
local authority; and
-
The presiding member explains at the beginning of the meeting, at a
time when it is open to the public, that the item will be discussed at the
meeting; but
-
no resolution, decision, or recommendation may be made in respect of
that item except to refer that item to a subsequent meeting of the local
authority for further discussion."
PUBLIC FORUM
A period of time (approximately 20 minutes) is set aside for members of the
public to address the meeting on matters within its delegated authority. A
maximum of 5 minutes per item is allowed, following which there may be
questions from members.
The following requests have been received to address the meeting:
4.1. MOUNTAIN FOUNTAIN, AOTEA SQUARE - TERRY STRINGER
Mr Terry Stringer, Artist, wishes to address the Committee regarding
the Mountain Fountain Aotea Square.
4.2. PETITION IN SUPPORT OF T STRINGER MARGARET COPLEY-BISHOP
Ms Margaret Copley-Bishop, representing the Mairangi Arts Centre
Gallery, wishes to address the Committee regarding a petition in support
of Terry Stringer, and the Mountain Fountain Aotea Square.
4.3. JEFF THOMPSON'S CONTOUR SCULPTURE JOHN GOW
Mr John Gow, one of three gifting the Jeff Thompson's Sculpture to
the City, wishes to address the Committee regarding the costs in gifting
the work to the City.
ARTWORK DECOMMISSION, TILE ART QUEEN STREET AND KHARTOUM PLACE

Attaching for the Committee's information a report outlining the
consultation and decommissioning of "Tile Art Queen Street and
Khartoum Place".
Recommending that consultation with the artist and the decommissioning
process for the "Tile Art Queen Street and Khartoum Place" continue.

Attaching for the Committee's information a report on the
gifting of the Jeff Thomson Sculpture to the Waiheke community.
For the Committees information please find below resolutions from the 4
May 2005, Arts, Culture and Recreation Committee meeting:
- That the Arts, Culture and Recreation Committee recommends to the
Public Artworks Sub-Committee that, subject to the Jeff Thomson
Sculpture complying with identified OSH requirements, and agreement from
the Sculpture on the Gulf organisers, the sculpture is accepted as a
gift and placed on the site next to Atewhai Whenua Reserve, Waiheke
Island, on condition that council has the right of removal at its
discretion.
- That the Arts, Culture and Recreation Committee forwards the
recommendation to the Public Artworks Sub-committee for endorsement,
assuming installation and safety measures are at the donor's cost.
- That the above resolutions and the report of the Arts Planner,
dated 21 April 2005, be forwarded to the Waiheke Community Board for its
information.
For the Committees information please find below resolutions from the 23
March 2005, Waiheke Community Board meeting:
- That the Board supports the gifting of Jeff Thompson's 'Contour'
sculpture for Auckland City Council for Waiheke Island should an
appropriate permanent location be found.
- That the Board refers the request to locate Jeff Thompson's
'Contour' to the Managers Community Planning and Recreation and
Community Services to report back on the suitability of the sculpture as
a piece of public art and that the report accompany the Board's
resolutions and that these be referred to the Arts, Culture and
Recreation Committee for its approval.
- That the Board advises the Manager of Auckland City Environments
that it supports any interim application for a resource consent in its
current location for the Jeff Thompson's 'Contour' sculpture.
Recommending that subject to the sculpture complying with identified OSH
requirements, and agreement from the Sculpture on the Gulf organisers, the
Committee endorses the acceptance of the sculpture as a gift to be placed on
the site next to Atewhai Whenua Reserve, Waiheke Island, on condition that
council has the right of removal at its discretion.

Attaching for the Committee's information a report outlining the
consultation and decommissioning of the Artwork at Aotea Square.
Recommending that the decommissioning process initiated for the Mountain
Fountain sculpture in Aotea Square continue and include consultation with
the artist and any other stakeholders regarding options for its relocation
within the Aotea Quarter.
