CONFIRMATION OF MINUTES
The minutes of the
Public Art Sub-Committee meeting held on Wednesday, 22 November 2006 to be
confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

RAINBOW WARRIOR PAINTINGS

Advising that the
Rainbow Warrior paintings currently held by the Maritime Museum are not on
permanent display, but can be viewed upon request for research on either the
artist or the paintings. Discussions regarding the feasibility and potential of
including the paintings in a waterfront heritage walk during the annual Auckland
heritage have been positive, and an opportunity for the works to be shown
annually could be provided if there is key stakeholder support and appropriate
provisions for display.
Recommending that
the paintings remain at the Maritime Museum for viewing/study and that officers
continue discussions with the Maritime Museum and the Auckland Heritage Festival
on the proposal to include the paintings as part of an annual waterfront
heritage walk, with the recommendations of the sub-committee being communicated
to the Member of Parliament for Auckland Central.
AUCKLAND DOMAIN - RAF BOMBER COMMAND MEMORIAL

Reporting on the
progress for the concept of a memorial to commemorate Royal Air Force (RAF)
Bomber Command personnel lost in World War II. Advising that the initial
concept for a large freestanding memorial in front of the War Memorial Museum in
the vicinity of the Cenotaph would contravene the provisions of the current
Domain management plan and potentially set a precedent for other groups seeking
memorials of similar size and scale in this location.
Noting that the
second option of a freestanding work either to the side or to the rear of the
museum has been explored, but no suitable sites were identified that were both
acceptable to representatives of the RAF and complied with the Domain management
plan. Therefore, the third option that integrates the memorial within the wider
Cenotaph area is considered by officers to be the most strategic and transparent
way to protect the integrity and primacy of the Cenotaph and the museum itself
as enduring memorials.
Recommending that
officers continue to work with representatives from the RAF Bomber Command
Association New Zealand to progress an integrated concept design aligned to the
draft War Memorial Museum and Cenotaph master plan.

QUEEN STREET UPGRADE -- ARTWORKS

Reporting on a
detailed design of 'Taurapa', by Fred Graham, and the status of the project as
part of the CBD Streetscapes upgrade. Advising that the artwork aims to reveal
the cultural and geographic significance of the foreshore area in the occupation
of the Tamaki Isthmus and the development of Auckland City. Consultation with
Ngati Whatua, Ngati Paoa, and LA4 is on-going, while the project has been
endorsed by the Bank of New Zealand Tower property mangers and Multiplex.
Recommending that
the sub-committee endorse progressing the development of 'Taurapa' from detailed
design to build and installation.
