CONFIRMATION OF MINUTES
The minutes of the
Public Art Sub-Committee meeting held on Wednesday, 28 March 2007 to be
confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |
|
"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

Section 46A(7A) of the Local Government Official Information and
Meetings Act 1987 (as amended) states: |

"Where an item is not on the agenda for a meeting,- |

(a) |
That item may be discussed at that meeting if- |

That item is a minor matter relating to the general business of the

PUBLIC FORUM
A period of time
(approximately 20 minutes) is set aside for members of the public to address the
meeting on matters within its delegated authority. A maximum of 5 minutes per
item is allowed, following which there may be questions from members.

CITYWIDE ARTWORKS FUND 2006/2007

Reporting on the
reallocation of funds from the CAPEX Citywide Artworks Fund for 2006-2007 due to
postponement of two projects, the Fanshawe Street Widening Artwork and the
Otahuhu Recreation Centre Artwork.
Endorsement is
sought from the Subcommittee for the reallocation of the funding of these two
projects, a total of $135,000 - $55,000 for a new public artwork by John Ioane
as part of the Talbot Park Housing New Zealand community renewal project, and
$80,000 for additional funding for the Vector Arena artworks. Both of these
projects have high ratings relating to the criteria of place, project and people
on which the assessment of applicable public art projects is determined.
Recommending that
the Subcommittee endorse the reallocation of the proposed variations to the
CAPEX Citywide Artworks Fund budget for 2006/2007.
DAVID LANGE MEMORIAL ARTWORK OTAHUHU

Reporting on the
progress on the proposed major artwork memorial to the late Prime Minister David
Lange for the entranceway of the Otahuhu Recreation Precinct on Mason Avenue.
This report was
presented to the Arts, Culture and Recreation Committee meeting held on 4 April
2007, where it was resolved:
- "That the Arts, Culture and Recreation Committee thank Deborah White,
project manager of the David Lange Memorial Trust for her attendance on behalf
of the Trust.
- That officers continue working with the David Lange Memorial Trust
project manager, Deborah White and the artist, Virginia King, to integrate the
David Lange Memorial Artwork into stage two of the Otahuhu Recreation Precinct
development project.
- That officers report in due course to the Public Art Sub-committee on
associated landscaping costs for the David Lange Memorial Artwork, noting that
the funding of the landscaping associated with the artwork is yet to be
resolved.
- That the report by the Senior Arts Planner and
these resolutions be forwarded to the Tamaki Community Board, the Public Art
Sub-committee and the David Lange Memorial Trust."
Recommending that
the resolutions of the Arts, Culture and Recreation Committee, dated 4 April
2007, be noted.

AUCKLAND DOMAIN - RAF BOMBER COMMAND MEMORIAL

Reporting on the
progress for the concept of a memorial to commemorate Royal Air Force (RAF)
Bomber Command personnel lost in World War II.
This report was
presented to the Arts, Culture and Recreation Committee meeting held on 4 April
2007, where it was resolved:
- "That officers continue to work with
representatives from the Royal Air Force (RAF) Bomber Command Association New
Zealand, Auckland Museum, the Returned Services Association and other armed
services groups to progress an integrated concept design aligned to the draft
War Memorial Museum and Cenotaph Masterplan.
- That officers initiate dialogue with artist
Stanley Palmer on concepts that could incorporate Royal Air Force (RAF) Bomber
Command and other armed services memorials within the landscape elements of the
Cenotaph area.
- That the report by the Senior Arts Planner
dated 19 March 2007 and these resolutions be forwarded to the Hobson Community
Board.
- That these resolutions be forwarded to the
Public Art Sub-committee."
Recommending that
the resolutions of the Arts, Culture and Recreation Committee, dated 4 April
2007, be noted.

TWISTER SCULPTURE

Reporting on the
status of the Twister project, a kinetic sculpture by artist Peter Roche, which
is proposed to be sited on the Halsey Street extension in the Viaduct Harbour.
A sculpture comprising three intersecting steel tube and neon vortices, Twister
was one of the original proposals accepted for development as part of council's
Viaduct Harbour Sculpture Walk project initiated in 1999. Detailed concept
development and documents for the construction of Twister have been prepared to
the point of tender and a trust is being set up to manage fundraising, own and
complete installation of the artwork.
There is a resource
consent height constraint on the proposed site of eight metres. Twister is
twenty metres high. A resource consent planning consultant is working with
officers to determine whether the consent will be notified or have limited
notification status.
Recommending that,
subject to resource consent, the Subcommittee endorse the siting of the Twister
sculpture on the proposed Halsey Street extension site.
