Presenting an update on the status of the Memo of Understanding, the
involvement of ARTA (Auckland Regional Transport Authority), the Allens Road
route, the concerns of property owners in the Tamaki area and the need for
the consideration of the impact on potentially complementary projects.
Recommending:
- That the Transport and Urban Linkages Committee:
- endorse the revised project scope as a basis for the Council's
involvement in the project
- authorise His Worship the Mayor and the Chief Executive
Officer to sign the Memorandum of Understanding on behalf of the
Council.
- That the Manager Transport Planning report back on the Allens Road
project following Transit New Zealand's presentation to the June
meeting of the project Political Steering Group.
- That the Transport and Urban Linkages Committee Chairman write to
the Auckland Regional Transport Authority (ARTA) Board Chairman,
strongly encouraging ARTA to take a full role in the future planning and
development of the project.
- That the Transport and Urban Linkages Committee recommends to the
Eastern Transport Corridor Project Group that a reference group be
established comprising key stakeholders that may be impacted upon by the
project.
- That the Manager Transport Planning report back on potential
projects that may be complementary or influenced by the Eastern
Transport Corridor project.

TRANSIT NZ STATE HIGHWAY (SH) 1 HARBOUR BRIDGE TO CITY (HBTC)

Advising that, in March 2005, Transit New Zealand advised the Council
that in relation to the Harbour Bridge to City (HBTC) their current
preferred option is the northbound tunnel, and that they propose to review
and further assess the previous HBTC studies to identify a preferred option
to progress to the next stages of planning which could be different to the
northbound tunnel option.
That the Transport and Urban Linkages Committee:
- Reaffirm its commitment to working with Transit NZ to expedite
completion of the SH1 Harbour Bridge to City project, a component of the
Central Motorway Improvements.
- Reaffirm the councils position to Transit NZ that the option of
widening the current viaduct is unacceptable.
- That Transit NZ be informed that the Council expects the
improvements to be designed to mitigate the impact of the corridor
through Victoria Park by trenching and tunnelling.
- That Transit NZ investigate the implementation of northbound and
southbound bus priority measures through the St Mary's Bay corridor to
accommodate and link into the proposed Northern busways.
- That Transit NZ be informed that Victoria Park is an irreplaceable
and valued community asset and the useable area of park should not be
further compromised.
- The project be expedited to realise the full benefits of the other
component projects of the Central Motorway Improvements that are either
completed or due for completion by the end of 2006.
- That Transit NZ be requested to respond to the committee on the
effect of the ramp metering project on the HBTC project and CMJ Stage 2.
- Support the use of regional funding to fund the Harbour Bridge to
City project, with the understanding that the region will continue to
advocate that these projects are funded from national funds wherever
possible.
- The project be co-ordinated with the Auckland City's CBD into
the future project work particularly the development of the Victoria
Quarter plan including the proposed plan change and the redevelopment of
Wynard Wharf..

ON-RAMP PROPOSED IMPROVEMENTS

Advising that Transit New Zealand is currently investigating possible
improvements to State Highway 1 motorway from the northbound on-ramp of the
Ellerslie Panmure Highway interchange to the Main Highway underpass. Two
options are being considered, the first is to lengthen the existing
northbound on-ramp, the second is to construct an auxiliary lane. The second
option provides the greater traffic benefits, but changes to the motorway
network may affect the Ellerslie railway station and in turn delay the
programmed upgrade of the stations facilities.
Recommending that:
- Transit NZ be informed that the Transport and Urban Linkages
Committee and the Maungakiekie Community Board's preferred option for
the upgrade of the Ellerslie northbound on-ramp is Option 2, the
construction of an auxiliary lane.
- Transit NZ be requested to respond to the Transport and Urban
Linkages Committee and the Maungakiekie Community Board on the effect of
their ramp metering project on the proposed improvements at the
Ellerslie northbound on-ramp.

management.

Council pass the following resolution to introduce a new bus lane on
Victoria Street West:
That pursuant to Clause 25.5.7 of Part 25 Traffic of the Auckland
city Consolidated Bylaw 1998, Clause 25.5.5 by amended by the addition
of a new sub-clause 25.5.5 (za), which reads:
- The traffic lane on the southern side of Victoria Street
West:
- Commencing at the point 25 metres east of the easternmost
kerb alignment of Wellesley Street West and terminating at a point
35 metres west of the easternmost kerb alignment of Wellesley Street
West. This restriction on the sue of this traffic lane on the
southern side of Victoria Street West shall apply at all time.
- That the above resolution be publicly notified.

Advising that under the Land Transport Rule: Setting of Speed Limits 2003
the Auckland City Council is now empowered to set speed limits on roads
within its jurisdiction. As a transitional step, the Council is required to
make a bylaw designating an area as an urban traffic area. This procedure
has been carried out under the special consultative procedure where only
three submission were received, all in favour of the proposed course of
action. The proposed amendments to the Speed Bylaw will confirm the existing
speed.
It is recommended that:
- This report (including the attached Appendix 1) be received;
- It be a recommendation to the Council that:
- the Council notes that its decisions are made in accordance
with the applicable provisions of section 77-82 of the Local
Government Act 2002 ("LGA 2002"), and the Council has under
section 79 in its discretion made judgments determining that the
procedures adopted are appropriate to achieve compliance;
- the council records that the special speed limits (other than
50km/h in urban areas and 100km/h in rural areas) currently in force
in the Council's territory and which would be validated if the
proposed bylaw amendments are adopted, are set out in the schedules
entitled "Special Saved Speed Limits".
- The Council, endorse the schedules entitled "Special Saved
Speed Limits" and plans entitled "Auckland City Speed Limits Plan
No.AKS0001/1 and Auckland City Speed Limits Plan No. AKS0002/1 Waiheke
Island".
- The Council amend clauses 1.1.1 and 25.12 - 25.17 of the bylaw
as detailed in Appendix 1.

- That it be a recommendation to the Finance and Corporate Business

estate created by lease B930177 in Lot 176 DP 18124 Certificate of
Title 9B/370, surplus to council's public work requirements.
- It is noted that Council has complied with its obligations

the Public Works Act 1981, Sections 1, 2 and 3 SO 350262 totalling 84m2,

consultation on that name.

- That the recommendations of the hearing panel be received.
- That it be recommended to Council that the names for two parts of
roads in the Grafton gully area (Grafton Road and Stanley Street) be
adopted, and that consultation with affected parties takes place on
renaming the third part of road, 'Henry Nicol Place'.
