The minutes of the Transport and Urban Linkages Committee meeting held on
Monday 9 May 2005 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS
Section 46A(7) of the Local Government Official Information and
Meetings Act 1987 (as amended) states:
"An item that is not on the agenda for a meeting may be dealt with at
that meeting if-
-
The local authority by resolution so decides; and
-
The presiding member explains at the meeting at a time when it is open
to the public,-
-
The reason why the item is not on the agenda; and
-
The reason why the discussion of the item cannot be delayed until a
subsequent meeting."

PUBLIC FORUM
A period of time (approximately 20 minutes) is set aside for members of the

Recommending that the Transport and Urban Linkages Committee endorse the
work of the Orakei Road Working Party and the continued efforts of the Road
Transport Forum to reduce container vehicle use on Orakei Road.

Advising the Transport and Urban Linkages Committee of Auckland City
Council's position on allowing access to bus mobility lanes by total
mobility taxis. This is in response to the Hobson and Maungakiekie Community
Boards' recommendation to the Transport and Urban Linkages Committee that
total mobility taxis be allowed to use bus lanes.
Recommending that the Transport and Urban Linkages Committee support the
use of the Bus Priority Network by vehicles providing transport for the
Prison Service and authorised Special Needs Groups, provided that this does
not compromise the effectiveness and safety of the priority lane network.

residents parking into the Auckland City Special Character zones and

parking policies and guidelines.
Recommending that the Transport and Urban Linkages Committee endorse the
concept of allowing multi-unit dwellings that are scheduled historic
buildings or located in conservation areas (as defined within Auckland City's
district plan) to be eligible for consideration for the residents parking
exempt parking schemes, and that officers prepare a draft policy and
guidelines for the August 2005 meeting of the Transport and Urban Linkages
Committee.

Advising the Transport and Urban Linkages Committee that Local Government
New Zealand want to encourage increased political representation at the Road
Controlling Authority forums and advised the Mayor of this in writing on 5
May 2005.
The Road Controlling Authority (RCA) is a group of representatives from
territorial local authorities, Transit, and the Department of Conservation,
who meet to discuss roading issues. The purpose is to exchange information
on working groups, legislation, standards and guidelines, and other issues
relevant to road controlling authorities and other member organisations.
Recommending that the Chairman of the Transport and Urban Linkages
Committee be authorised to attend the Road Controlling Authority Forums, to
be held in Wellington on 12 August 2005 and 9 December 2005.

Transit Initiative to the determination of a preferred project option.
- That the Memorandum of Understanding be amended to reflect the
amendments proposed by the project parties and the revised project scope

Executive be given delegated authority to approve the final draft for
execution.
- That the Project Director makes an application to Land Transport
New Zealand to contribute funding towards the work required to complete
the investigation phase as set out in this report.
- The change of the project name to the Auckland-Manukau Eastern
Transport Initiative.

Recommending that the Transport and Urban Linkages Committee approve the
notification of the proposed road stopping of Section A (approx 38m2) Plan
SO 67990 under the process of the 10th Schedule of the Local Government Act
197 for the purpose of selling the land to the owner of the adjacent
property 28 Anglesea Street.

study is reviewing the fare structures and relative fares of the region's

for ticketing integration.
Recommending that the Transport and Urban Linkages Committee confirm the
urgent need for the introduction of an integrated ticketing and fare system
for passenger transport services in the Auckland Region and encourages ARTA
to implement the findings of the Auckland Passenger Transport Fare Structure
Study.

The Council meeting of 28 April adopted the bylaw alteration to enable
the enforcement of the Central Area West bus lanes. Since that date, further
refinement of the scheme has resulted in changes that require alteration of
the bylaws to allow their implementation. These changes are an enlargement
of the northbound bus lane between Swanson and Wolfe Streets and an
additional bus-only movement at Fanshawe Street.
Recommending that the Transport and Urban Linkages Committee:
- Recommend to the Planning and Regulatory Committee that section
25.5.5 of the Consolidated Bylaw be altered by resolution to alter the
following clauses to read:
- The traffic lane on the western side of Albert Street:
- Commencing at a point 7 metres north of the northern kerb
alignment of Swanson Street and terminating at a point 6.5 metres
south of the southern kerb alignment of Wolfe Street.
- Recommend to the Planning and Regulatory Committee that section
25.5.8 of the Consolidated Bylaw be altered by resolution to include the
following clause:
- Proceed straight ahead across Fanshawe Street from the
northbound left turn only lane of Albert Street at all times.

amend Clause 25.5.8 of the bylaw, to allow large passenger service vehicles
to use the easternmost traffic lane on Hobson Street in a different manner
from other traffic. This will reduce delays by providing priority for some
buses at the Wellesley Street and Cook Street intersections with Hobson
Street.
Recommending that it be a recommendation to Council, that pursuant to
Clause 25.5.9 of Part 25 Traffic of the Auckland City Consolidated Bylaw
1998, Clause 25.5.8 be amended by the addition of new sub-clauses 25.5.8 (m)
and (n), which read:
- Proceed straight ahead across Wellesley Street West from the
southbound left turn only lane of Hobson Street at all times.
- Proceed straight ahead across Cook Street from the southbound left
turn only lane of Hobson Street at all times.
