    The minutes of the Transport and Urban Linkages Committee meeting held on Friday, 8 July 2005 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    1. The local authority by resolution so decides; and
    2. The presiding member explains at the meeting at a time when it is open to the public,-
      1. The reason why the item is not on the agenda; and
      2. The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    1. That item may be discussed at that meeting if-
      1. That item is a minor matter relating to the general business of the local authority; and
      2. The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    2. no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    Ms Sara Ellis will address the Committee regarding residents parking for heritage buildings. This item relates to Item 6 on the Open Agenda.

    Reporting on the investigations requested at the 7 March 2005 meeting of the Transport and Urban Linkages Committee regarding the introduction of residents parking into the Auckland City Special Character zones and eligibility for multi-unit residences to qualify under existing resident parking polices and guidelines.

    Recommending that it be a recommendation to Council that the amended Residential Parking Policy, to allow residents of multi-unit dwellings that are scheduled historic buildings or located in conservation areas to be eligible for the residents exempt parking scheme, be approved.

  7. Top SUBMISSION ON THE DRAFT REGIONAL LAND TRANSPORT STRATEGY 2005

    Reporting on the proposed Auckland City Council submission to the Auckland Regional Council's Regional Land Transport Committee (RLTC) regarding the draft Regional Land Transport Strategy (RLTS). The proposed submission has been developed from comments received from Council groups and has been reviewed by the Transport and Urban Linkages Committee's RLTS working party.

    Recommending that the Transport and Urban Linkages Committee:

    1. Endorse the Auckland City Council submission on the draft Regional Land Transport Strategy 2005 for forwarding to the Auckland Regional Council's Regional Land Transport Committee (RLTC) by 15 August 2005.
    2. Appoint the General Manager Transport as Auckland City Council's spokesperson at the Regional Land Transport Strategy 2005 hearings in September 2005.

  8. Top SUBMISSION TO THE MINISTRY OF ECONOMIC DEVELOPMENT REGARDING THE 'REVIEW OF ISSUES AFFECTING UTILITIES AND ROAD, RAIL AND MOTORWAY CORRIDORS' DISCUSSION PAPER

    Outlining the draft Auckland City Council submission to the Ministry of Economic Development (MED) regarding the 'Review of Issues Affecting Utilities and Road, Rail and Motorway Corridors' discussion paper. In order to meet the 5 August 2005 deadline, a copy of the draft submission has been submitted to the MED, however the Transport and Urban Linkages Committee has the opportunity to make and submit late, any amendments that it deems necessary.

    Recommending that the Transport and Urban Linkages Committee endorse the Auckland City Council submission to the Ministry of Economic Development's 'Review of Issues Affecting Utilities and Road, Rail and Motorway Corridors' discussion paper, and that the submission be forwarded to the Ministry of Economic Development.

  9. Top PEAK OIL

    Providing a brief overview of the debate surrounding when global oil production might peak, and placing the issue in the context of broader energy policy, global climate change and the recent Government discussion paper on Sustainable Energy for New Zealand.

    Recommending that the Transport and Urban Linkages Committee note:

    1. That there is significant debate and uncertainty regarding the date at which world oil production will peak, with the New Zealand Government's current best estimate being between 2021 and 2061.
    2. That measures to respond to or prepare for a peak in world oil production are similar to those required to address global climate change.
    3. That key areas where Auckland City Council is taking action that will help respond to both a peak in world oil production and to mitigate global climate change include:
      • Demonstrating corporate leadership through membership and implementation of the Energy Wise Councils and Communities for Climate Change Programmes.
      • Implementation of the Regional Growth Strategy through the District Plans to support more sustainable and energy efficient urban settlements.
      • Encouraging public transport, walking and cycling and supporting travel demand management measures.
      • Working with Central Government and others to address key energy and infrastructure issues for Auckland, including advocacy where necessary.

  10. Top HAURAKI GULF ISLANDS – 2005/2006 SEAL EXTENSIONS

    Advising the Transport and Urban Linkages Committee that provision has been made within existing budgets to accommodate seal extension works to be undertaken on the Hauraki Gulf Islands in the 2005/2006 financial year.

    Recommending that the Transport and Urban Linkages Committee note that, in order to accommodate seal extensions on the Hauraki Gulf Islands in the 2005/2006 financial year, a reprioritisation of the roading capital envelope has taken place.

  11. Top KINGSLAND PARKING PLAN

    Presenting the draft Kingsland Parking Plan, which has been developed for the Kingsland town centre as a comprehensive approach to managing and addressing parking around the town centre now and into the future. The draft Kingsland Parking plan was endorsed by the Eden/Albert Community Board at its 27 July 2005 meeting.

    Recommending that the Transport and Urban Linkages Committee, in accordance with the Auckland City Council Isthmus Parking Policy (adopted in April 2003), endorse the implementation of the Kingsland Parking Plan to improve parking management around the Kingsland town centre.

    At its meeting held on Wednesday 27 July 2005, the Eden/Albert Community Board considered a report from the Senior Transport Planner, dated 16 May 2005, regarding the proposed Kingsland Parking Plan.

    The Board resolved inter alia:

    1. "That the Board notes that the draft Kingsland Parking Plan identifies measures to improve parking management in the Kingsland Town Centre.
    2. That the Board endorses:
      1. the actions identified in the Kingsland Parking Plan; and
      2. the options for funding the implementation of the short-term and operational measures contained in the Kingsland Parking Plan.
    3. That the Kingsland Parking Plan and the Board's resolutions be forwarded to the Transport and Urban Linkages Committee for its information."
  12. Top CREATIVE URBAN FUTURES URBANISM DOWN UNDER CONFERENCE

    Advising the Transport and Urban Linkages Committee that the Creative Urban Futures Urbanism Down Under Conference will be held in Wellington from 18-20 August 2005. The Conference offers a unique opportunity to meet and hear others from a variety of disciplines who are engaged in an integrated approach to creating better cities, including transport and urban design.

    Recommending that the Transport and Urban Linkages Committee nominate one Councillor to attend the Creative Urban Futures Urbanism Down Under Conference in Wellington, 18-20 August 2005.
