    The minutes of the Transport and Urban Linkages Committee meeting held on Wednesday 10 August 2005 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    “An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

    (i)

    The reason why the item is not on the agenda; and

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    “Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

    That item is a minor matter relating to the general business of the local authority; and

    4.1 PETITION FOR IMPROVED ROAD SAFETY ON PONSONBY ROAD - ISOBEL FISH

    Ms Isobel Fish will address the Committee regarding the petition for improved road safety on Ponsonby Road. This item relates to Item 6 on the Open Agenda.

  6. Top IMPROVING SAFETY BY LOWERING SPEED LIMITS

    Reporting as requested on the need to apply a lower speed limit on some heavily used multi-purpose routes to improve safety for all road users and advising that speed limits are required to be assessed according to the setting of speed limits rule.

    Speed limits need to be considered and assessed in terms of the use and function of any given road, for example, arterial routes will be considered differently to that of residential street. Ponsonby Road was selected as a case study to validate the speed limit assessment criteria for arterial roads.

    Recommending:

    A. That lowering speed limits on arterial roads will affect the capacity and level of service on the routes, including migration of traffic onto residential streets, therefore lowering of speed limits is not appropriate on arterial roads.

    B. That where consideration is given to the lowering of speed limits on residential streets, it must be undertaken in consultation with the community and community boards. Where these are deemed appropriate, physical changes to the road environment is required where reduced speed limits are proposed.

  7. Top PONSONBY ROAD CRASH REDUCTION STUDY

    Advising that a petition requesting improved safety in Ponsonby Road was tabled at the Council meeting in May 2005, at which time the Council resolved that the matter be referred to the Transport and Urban Linkages Committee for consideration.

    Outlining the issues relating to pedestrians safety in Ponsonby Road, what work has been undertaken to date and outline further improvements to improve pedestrian safety in Ponsonby Road.

    Recommending:

    A. That further investigation on installing pedestrian crossing facilities between Vermont Street and Karangahape Road be undertaken, in partnership with key stakeholders.

    B. That the optimisation of signal operations be investigated to improve the level of service for pedestrians, where issues identified.

    C. That a road safety education project be undertaken in partnership between the council and the local community to promote safety awareness of the road users and to encourage safe driving behaviours.

    D. That liaison be taken with police to undertake enforcement where high risk safety issues have been identified on Ponsonby Road.

    E. That all the safety improvement work on Ponsonby Road be monitored under the Land Transport New Zealand's Accident Investigation Monitoring System for monitoring and evaluating the effects of the work.

    F. That further investigation be undertaken to identify opportunities to provide additional parking in Ponsonby Road area.

    G. That consultation with community stakeholders such as the community board, Ponsonby Business Association, submitters of the petition and the parties that may be mostly affected by the proposed work be undertaken prior to the implementation of any safety improvement work on Ponsonby Road.

    H. That the outcome of the further investigation be reported back to the Western Bays Community Board.

  8. Top MATIATIA PARKING PLAN

    Detailing the implementation of user pay car parking at Matiatia, Waiheke Island to support the purchase of Waitemata Infrastructure Ltd (WIL), and advising that the purchase will enable the development of the land at Matiatia in a unique and memorable way.

    Recommending:

    A. That the report dated 30 August 2005 from the professional services manager, Traffic and Roading Services be received.

    B. That the Transport and Urban Linkages Committee approves the following charging regime for Auckland City car parking at Matiatia:

    i) That the parking charges identified below commence on 1 November 2005 and remain fixed until 30 June 2006.

    ii) That the sealed council car park at the foreshore to be charged on a daily basis:

    a. Full day $6 Monday to Friday and $3 over the weekend and public holidays.

    b. Half day $3 Monday to Friday.

    iii) That the 30 minute sealed council car park at the foreshore to be free of parking charges.

    iv) That the designated boat trailer park for launched boats at the foreshore to be free of parking charges.

    v) That parking on Ocean View Road to be free of parking charges.

    vi) That parking in the temporary Owhanake car park to be free of parking charges.

    C. That the Transport and Urban Linkage Committee approve the following charging regime for parking on Auckland City Council WIL land:

    i) That the current parking charges identified below will continue and remain fixed until 30 June 2006.

    ii) That the sealed car parks adjacent to Ocean View Road to be charged on a daily basis:

    a. Full day $6 Monday to Friday and $3 over the weekend and public holidays.

    b. Half day $3 Monday to Friday.

    iii) That the grassed/gravel car parks to be charged on a lease basis at $65 per month.

    D. That the Transport and Urban Linkages Committee approve that subject to land use consents, additional temporary full day car park spaces be created on Auckland City WIL land and charged on a daily basis of $3.00.

    E. Establish for all user pays car parking at Matiatia:

    i) Full day is 6.00 am to 6.00 am the following day.

    ii) Half day is 6.00 am to 1.00 pm or 1.00 pm to 6.00 am the following day.

    iii) Month is calendar month.

    F. To forward the resolution of this committee to the Waiheke Community Board for their information.

  9. Top FANSHAW STREET WIDENING AND BUS PRIORITY PROJECT

    Reporting as requested after undertaking additional consultation for alternatives to a solid median on Fanshawe Street. This work has not lead to a change in recommendation made in the report for the July 2005 committee meeting.

    Recommending:

    A. That the committee approves the installation of a solid median on Fanshawe Street between Halsey St and Nelson Street as part of the Fanshawe Street widening and bus priority project being undertaken as part of the Northern Busway project.

    B. That the streetscape plans for the project be approved.

  10. Top PAY AND DISPLAY SUPPLY AND OPERATION

    Requesting approval to replace the current pay and display machines with new generation machines from Cash Handling Systems (CHS). The approval sits within the delegated authority of the committee.

    Recommending:

    A. That Cash Handling Systems Ltd is appointed the preferred supplier for new pay and display parking meters, including related maintenance and cash collection services.

    B. That a contract is negotiated with Cash Handling Systems Ltd to replace, during 2005/06, up to 290 Classic parking meters located in the CBD with global meters equipped for credit card and text payments and provide maintenance and collection services.

    C. That the terms of the new contract will also apply to other classic parking meter asset replacements, to be carried out in stages, as funding becomes available.

    D. That the terms of the new contract to also apply to any new pay and display areas introduced as required by parking management plans prior to 1 July 2009. Detailed approval of proposed meter layouts in each case will occur when the Transport and Urban Linkages Committee authorises the appropriate resolutions to legalise each parking restriction.

  11. Top GRAFTON NEWMARKET AREA PAY AND DISPLAY PARKING MANAGEMENT PLAN

    Reporting on the start of the process of addressing growing parking problems in the Grafton - Parnell - Newmarket - Domain area.

    The intention is to address these problems in a staged approach. As each stage is implemented it will place pressure on the remaining areas. The overall improvement in parking management needs to be seen as an holistic approach to the entire area.

    Recommending:

    A. That effective parking management measures are systematically introduced in stages throughout the Grafton - Parnell - Newmarket - Domain area.

    B. That pay and display parking is implemented, with parking tariffs, time restriction and operating hours when appropriate occupancy thresholds are reached.

    C. That a review of all parking restrictions is implemented to ensure they meet the needs of all users.

    D. That the Transport and Urban Linkages Committee resolve the implementation of the Stage 1 parking management measures detailed in Appendix 1 and 2, with an hourly tariff of $2.00 per hour, 8.00 am to 6.00 pm, Monday to Friday.

  12. Top DOMINION ROAD 2016 PROJECTS: STREETSCAPE / URBAN DESIGN PLAN

    Reporting on the project to develop a plan for urban design and landscape for Dominion Road according to a condition of the Dominion Road Passenger Transport Designation decision in July 2005.

    The project consultant has submitted the draft report. It is intended to undertake consultation on the draft plans in October 2005, followed in December 2005 by council endorsement of a streetscape/urban design plan.

    Recommending:

    A. That approval be given to commencement of public consultation over the Dominion Road streetscape, with a view to reporting back to the November meeting of the Mt Roskill and Eden Albert Community Boards and the December meeting of the Transport and Urban Linkages Committee.

    B. That this report be referred to the September meetings of the Mt Roskill and Eden/Albert Community Boards for their information, prior to the commencement of public consultation.

  13. Top EFFECTS OF RAIL ELECTRIFICATION, ELECTROMAGNETIC RADIATION, NOISE, VIBRATION AND SAFETY ON ADJOINING RESIDENTIAL AREAS

    Reporting on concerns raised regarding:

    · The effects of electrification of the rail network and electromagnetic radiation on adjoining residential areas; and

    · The possibility of an increase in the number of freight trains using the Auckland rail network and their effect on adjoining residential areas i.e. increased rail noise, vibration, and risk of something going wrong (e.g derailment).

    Recommending:

    That the Council work with Auckland Regional Transport Authority (ARTA) and Ontrack to ensure that rail safety is improved, and the effects of rail vibration are mitigated wherever practical, as part of the upgrade of Auckland's rail network.

  14. Top SUBMISSION TO LTNZ ON TAXI LOG BOOKS

    Seeking Transport and Urban Linkages committee approval for Auckland City to make a submissions to Land Transport New Zealand (LTNZ), on a draft land transport rule in relation to work time and logbooks for commercial drivers (e.g. taxi drivers).

    Recommending:

    A. That the Transport and Urban Linkages committee agree to Auckland City making a submission to Land Transport New Zealand on the draft land transport rule work time and logbooks.

    B. That the Transport and Urban Linkages Committee chairman be delegated authority to approve the final submission prior to sending it to Land Transport New Zealand.

  15. Top 'NEW VISION FOR TRANSPORT IN AUCKLAND AND IMPLICATION FOR SUPPLY CHAINS'

    B. That the paper be referred to officers to take into account in their preparation for the workshop on strategic transport policies.
