    The minutes of the Transport and Urban Linkages Committee meeting held on Wednesday, 14 September 2005 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    1. The local authority by resolution so decides; and
    2. The presiding member explains at the meeting at a time when it is open to the public,-
      1. The reason why the item is not on the agenda; and
      2. The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    1. That item may be discussed at that meeting if-
      1. That item is a minor matter relating to the general business of the local authority; and
      2. The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    2. no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

  6. Top AUCKLAND MANUKAU EASTERN TRANSIT INITIATIVE UPDATE

    Reporting on the outcome of the Auckland – Manukau Eastern Transport Initiative (AMETI) Steering Group meeting held on 28 September 2005.

    Recommending that the recommendations of the Auckland – Manukau Eastern Transport Initiative Steering Group be endorsed to facilitate:

    1. The Chairperson of the Transport Committee of the Auckland Regional Council to be invited to joint the Project Steering Group in an observer capacity;
    2. Funding subsidy applications for the passenger transport and travel demand management elements of the revised project to be applied for through Land Transport New Zealand;
    3. A more detailed and defined brief for local roading improvements to be prepared and reported back the Steering Group;
    4. The amendment of the draft Memorandum of Understanding to reflect the revised scope and it being forwarded to Auckland city , Manukau City and the Auckland Regional Transport Authority for signing;
    5. Transit New Zealand to remain on the Project Steering Group in an observer capacity.

  7. Top WALKING SCHOOL BUS PROGRAMME

    Reporting on the pilot Walking School Bus (WSB) scheme in lower decile schools in Auckland City, and a request to review the WSB scheme so as to include operational funds for pedestrian refuges.

    Recommending:

    1. That the Walking school bus programme report dated 20 October 2005 be received.
    2. That the Transport and Urban Linkages Committee endorse the continuation of the Walking School Bus scheme and that the funding of infrastructure requirements be funded from the minor safety programme and from community boards, if the boards wish to allocate funding towards the programme.
    3. That consideration be given for additional dedicated funding for walking school bus incentive schemes as required for low decile schools. An additional $4000 per year allocated to the road safety programme funding would assist in this delivery.

  8. Top PARNELL - PAY AND DISPLAY PARKING TRIAL

    Reporting on the Parnell pay and display trial initiative conducted by Traffic and Roading Services. This was for the period 1 June 2005 and 31 August 2005.

    Recommending:

    1. That the Parnell - pay and display parking trial report dated 24 October 2005 be received.
    2. The new parking management concept for Parnell becomes permanent.
    3. That Parnell is included in the first stage of the roll out of the proposed pay and display upgrade.
    4. Further trials be implemented as appropriate.

  9. Top ON AND OFF ROAD CYCLE FACILITIES IN KINGSLAND

    Seeking the Committee's recommendation that Council passes a resolution under the bylaw to install cycle tracks in Kingsland so cyclists can:

    • use a section of the footpath that is adjacent to New North Road and the Dominion Road off ramp
    • use an outbound and citybound on road cycle lane along a section of New North Road.

    Recommending:

    1. That the Transport and Urban Linkages Committee recommends that Council passes a resolution pursuant to Part 25.11 of the Auckland City Consolidated Bylaw 1998 to install cycle tracks on:
      1. The northern footpath adjacent to the northern side of the off-ramp from Dominion Road to New North Road – commencing from the eastern end of the pedestrian underpass and terminating at a point 10 metres east of the eastern kerb alignment of Porters Avenue.
      2. The northern footpath adjacent to the northern side of New North Road – commencing from a point 169 metres east of the western kerb alignment of Ace Place, extending in a northerly direction and terminating at a point 21 metres east of the eastern end of the pedestrian under pass.
      3. The carriageway on the northern side of New North Road – commencing from a point 68 metres west of the western kerb alignment of Ace Place and extending in an easterly direction for 237 metres.
      4. The carriageway on the southern side of New North Road – commencing from a point five metres west of the western kerb alignment of Ace Place and terminating at the eastern kerb alignment of Porters Avenue.
    2. That the Council resolutions on these additional cycle facilities be publicly notified.

  10. Top TRAFFIC BYLAWS REVIEW UPDATE

    Reporting on the requirement for local authorities to review their traffic bylaws under section 158 of the Local Government Act 2002.

    In undertaking the review of consolidated bylaw, part 25, Traffic and Roading Services has identified a number of key issues that need further consideration and guidance by the Transport and Urban Linkages Committee.

    Recommending:

    1. That the Traffic Bylaw Review Update report dated 25 October 2005 be received.
    2. That the Transport and Urban Linkages Committee endorses the current traffic bylaw review process.
    3. That the Transport and Urban Linkages Committee convenes either:
      • A workshop is organised for the Committee, or
      • A working party or sub-committee established to report back to the Committee.

      to discuss the issues raised in this report.

  11. Top RENAMING THE NORTHERN PART OF GRAFTON ROAD

    Advising that Auckland City Environments (ACE) recommend the renaming of the northern part of Grafton Road. The motorway project in Grafton Gully has changed the layout of roads in the area. A truncated street layout can lead to confusion amongst emergency services and visitors.

    Recommending:

    1. That the Transport and Urban Linkages Committee recommends to Council that the part of Grafton Road between Symonds Street and Stanley Street (shown as "A" in Appendix 1) be named one of the previously discussed names: University Rise, Mechanics Bay Road or Campus Road.
    2. That the Transport and Urban Linkages Committee recommend to Council that the part of Grafton Road between Stanley Street and Wellesley Street East (shown a "B" in Appendix 1) be named Stanley Street (extension of).

  12. Top URGENT DECISION - PROJECT GREENLANE CONSTRUCTION CONTRACT – TENDER EVALUATION

    Informing the Transport and Urban Linkages Committee of an urgent decision made on 19 October, regarding the tender for contract No PR/05/06 Project Greenlane and Transit NZ's (Transit) Greenlane East interchange upgrade. An urgent decision was required as the October 2005 committee meeting was cancelled and if the awarding of the contract was delayed until the next committee meeting then the construction dates would not be met.

    Recommending that the urgent decision Project Greenlane Construction Contract – Tender Evaluation be noted.

  13. Top URGENT DECISION - PROPOSAL TO REVIEW AND REPLACE THE MANUAL OF TRAFFIC SIGNS AND ROAD MARKINGS.

    Informing the Transport and Urban Linkages Committee of an urgent decision made on 19 October 2005, regarding the Council's submission on the proposal by land Transport NZ to review and replace the Manual of Traffic Signs and Road Markings (MOTSAM). An urgent decision was required as the October 2005 Transport and Urban Linkages Committee meeting was cancelled, and the closing date for the submissions was 21 October 2005.

    Recommending that the urgent decision Proposal to review and replace the Manual of Traffic Signs and Road Markings be noted.
