CONFIRMATION OF
MINUTES
The minutes of the
Transport and Urban Linkages Committee meeting held on Wednesday, 9 November
2005 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS
Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states:
"An item that is not on the agenda for a meeting may be dealt with at
that meeting if-
- The local authority by resolution so decides; and
- The presiding member explains at the meeting at a time when it is open
to the public,-
- The reason why the item is not on the agenda; and
- The reason why the discussion of the item cannot be delayed until a
subsequent meeting."
Section 46A(7A) of the Local Government Official Information and

- That item may be discussed at that meeting if-
- That item is a minor matter relating to the general business of the
local authority; and

authority for further discussion."
PUBLIC FORUM
A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.
The
following requests have been received to address the meeting:
4.1. LIVE, WORK, PLAY JOHN COOMBS
Mr
John Coombs would like to speak to the committee regarding Auckland City's
transport plan for Live, Work, Play.
Recommending that Mr John Coombs be thanked for his presentation.
4.2. TELEWORK BEVIS ENGLAND
Ms
Bevis England would like to speak to the committee regarding Telework and the
travel benefits, which is simply 'working from a distance'. It includes remote
access, working from home, flexible working practices, telecommuting and
off-site working.
Recommending that Ms Bevis England be thanked for her presentation.

4.3. PARKING PERMIT FOR SEAFIELD VIEW ROAD STUART RYAN
Mr
Stuart Ryan is applying for dispensation from the parking bylaws and the
Council's Residential Parking Policy, October 2001.
The
applicant believes that the residence at 63 Seafield View Ave, Grafton was
previously granted a parking permit, though Council has decided the property is
now ineligible due to not being a "multi-unit dwelling" and there is a
moratorium on issuing "new" parking permits.
Application is made pursuant to clause 1.3.1 of the Auckland City Consolidated
Bylaw.
Secretarial note:
The
application by Mr Ryan is available for inspection from the Committee Manager,
Democracy Services, Level 14 Civic Building, 1 Greys Avenue, from 8.00am to
4.00pm.

Human Rights Commission (HRC) has undertaken an inquiry into accessible
passenger transport over a two and a half year period.
Auckland City made a submission on the inquiry in August 2004, which outlined
the key role Council has in providing accessible public transport.
Recommending that the Transport Division of Auckland City work across all
Council divisions to co-ordinate an assessment of the implications for Auckland
City arising from the HRC report and report back to the Transport and Urban
Linkages Committee by June 2006 on any significant implications

Advising that the Auckland Regional Transport Authority (ARTA) and Transit New
Zealand have jointly commenced the development of the Auckland Transport Plan
(ATP).
The
ATP will provide a planning framework for an integrated approach to the
development of transport infrastructure and services in the Auckland region to
achieve an integrated, safe, responsive and sustainable land transport system.
The
development of the ATP will involve three levels of co-ordination, including an
officers' technical reference group, an executive steering group and an Advisory
Group.
Auckland's Councils have each been invited to nominate one elected member as
their representative on the Advisory Group.
Recommending that the committee appoint a representative from the Transport and
Urban Linkages Committee to represent Auckland City Council on the Auckland
Transport Plan Advisory Group.

RENAMING THE NORTHERN PART OF DEVON STREET, EDEN TERRACE

Reporting that Devon Street has been truncated by Ian McKinnon Drive and the two
parts have no logical connection. A newly approved 45-unit residential
development in the northern part of the street will now result in several new
Devon Street addresses that would create confusion with existing addresses in
the southern part and may result in the delay of emergency services.
Recommending that the northern part of Devon Street, Eden Terrace should be
renamed for safety reasons. Furthermore that it be a recommendation to Council
that the required Special Consultative Procedure commence.

Reporting that in view of strategic transport safety initiatives, the
managements of the implementation of speed restrictions outside schools needs to
be reviewed in order to streamline the process and assist with the effective
delivery of these initiatives.
It is
suggested that rather than seek an assessment by the community board and
endorsement from the committee for each school zone proposed, that consultation
with the community board traffic spokesperson be undertaken.
The
process still requires the Transport and Urban Linkages Committee to endorse a
change to the speed limit to enact a change to Auckland City's Consolidated
Bylaw.
Recommending that should an LTSA compliant school speed zone be proposed, that
council officers liaise directly with the traffic spokespersons of the Community
Board to seek endorsement, noting that the resolution passed at the committee's
August 2004 meeting was as follows "That should an LTSA compliant school speed
zone be proposed, then it is to have Community Board assessment prior to being
recommended to the Transport Committee". Additionally, it is recommended that
the committee endorse the implementation of a 40km/h variable speed limit on
Church Street adjacent to St Joseph's Primary School, Onehunga with a
recommendation to Council that the Transport and Urban Linkages Committee
endorses the attached report "Amendments to clauses 25.14.3 of Bylaw : Speed
Limits".

on 23 January 2006, regarding nominating the chairperson, Richard Simpson and
the deputy chairperson, Glenda Fryer to attend the 6th Annual Land
Transport Summit on 15 and 16 February 2006 . An urgent decision was required
as the December Transport and Urban Linkages Committee meeting was cancelled,
and their registration for the summit was required as soon as possible.
