  2. Top CONFIRMATION OF MINUTES

    The minutes of the Transport and Urban Linkages Committee meeting held on Monday, 13 February 2006 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    “An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

    (i)

    The reason why the item is not on the agenda; and

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    “Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

    (i)

    That item is a minor matter relating to the general business of the local authority; and

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    4.1. ORAKEI ROAD AND HEAVY MOTOR VEHICLES - MARGARET TAPPER (ITEM 6)

    Ms Margaret Tapper would like to speak to the committee regarding Orakei Road and heavy motor vehicles.

  6. Top MANAGING FREIGHT ON AUCKLAND CITY'S ARTERIAL ROAD NETWORK, INCLUDING ORAKEI, NGAPIPI AND KEPA ROADS

    Reporting on investigations to stop heavy motor vehicles inappropriately using Ngapipi, Kepa and Orakei Roads.

    Recommending that the freight industry be encouraged to continue self regulation of heavy motor vehicles on arterial roads. The manager of transport planning liaise with the freight forum to manage the strategic use of the arterial road network and report the outcome of the review of arterial road networks and managing freight to the Transport and Urban Linkages Committee.

  7. Top TRANSIT NEW ZEALAND'S 10 YEAR STATE HIGHWAY PLAN

    Reporting on Transit New Zealand's (Transit) ten year proposal as it relates to the Auckland City Council. Transit are required to annually compile a ten year State Highway (SH) plan and consult on the draft plan. The submission period closes on 24 March 2006.

    Recommending the Manager, Transport Planning lodge a submission to Transit's 10 year draft plan and that a copy of the submission be forwarded to the Regional Land Transport Committee and that the Chairman write to the Transit Board requesting the Neilson Street/Eastern Highway be reclassified as a state highway.

  8. Top REPORT FROM THE CHAIRPERSON, CAR POOLING FOR AUCKLAND

    Reporting on the potential benefits and options for carpooling in Auckland city, as well as the chairman's summary of the High Occupancy Vehicles in Express Routes (HOVER) workshop he attended in November 2005.

  9. Top TRANSFER OF SIGNAL PRE-EMPTION / REAL TIME PASSENGER INFORMATION SYSTEM TO ARTA

    Reporting that over the past five years Auckland City has implemented a signal pre-emption / real time passenger information system. When commencing the project it was envisioned this would be the first stage of a regional system. It is now proposed the system be transferred to the Auckland Regional Transport Authority (ARTA) by 1 April 2006.

    Recommending that a subcommittee be established to consider and make a recommendation to Council on acceptance of the sale and purchase agreement, memorandum of understanding and licensing agreement associated with the proposed transfer.

  10. Top NORTHERN AND SOUTHERN SERVICE LANES, ONEROA, WAIHEKE ISLAND - AUTHORISATION TO INCLUDE THESE DESIGNATIONS IN THE HAURAKI GULF PLAN REVIEW

    Reporting that the northern and southern services lanes designations play an important role in the transport network of Oneroa village, Waiheke Island.

    The council is still in negotiations with property owners, as the negotiations will not be completed by August 2006 it will be necessary to include the northern and southern lane designations in the proposed HGI plan.

    Recommending the Manager, Transport Planning be authorised to give written notice to City Planning to include the northern and southern service lane designation within the proposed Hauraki Gulf section of the District Plan.

  11. Top PROPOSED ROAD STOPPING, ANGLESEA STREET, FREEMANS BAY

    Reporting on a proposal to stop and sell a small triangle of legal road at 28 Anglesea Street, Freemans Bay to the adjacent land owner. The land is not required for roading or street amenity purposes.

    Recommending the legal road described as Section A on SO Plan 67990 be declared stopped and be sold to the owners of 28 Anglesea Street to be amalgamated into their certificate of title.
