Transport and Urban Linkages Committee meeting held on Monday 6 March 2006 to be
confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|

(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

PUBLIC FORUM
A period of time
(approximately 20 minutes) is set aside for members of the public to address the
meeting on matters within its delegated authority. A maximum of 5 minutes per
item is allowed, following which there may be questions from members.
The following
requests have been received to address the meeting:
4.1. PARKING PERMIT FOR CARLTON GORE ROAD - PETER DE WAAL
Peter de Waal will address the committee regarding parking permits for Carlton
Gore Road, Newmarket.
4.2. WALKING MAPS AND A TRAFFIC LIGHT COUNTDOWN SYSTEM - GRAEME EASTE
Graeme
Easte will address the committee regarding two items;
- increasing capacity of traffic light signals by using a countdown system
- maps specially produced for walkers.
4.3. PAY AND DISPLAY PARKING ON DOMAIN ROAD, PARNELL - BRETT HART
Mr Brett Hart will address the committee regarding the introduction of pay and
display parking machines on Domain Road, Parnell.
4.4. TRANSIT NEW ZEALAND PRESENTATION - TOMMY PARKER
Mr Tommy Parker from Transit New Zealand will be in attendance to update the
committee on;
- The Newmarket viaduct improvements project
- Victoria Park Tunnel project.
PETITIONS
5.1. PETITION AGAINST STATE HIGHWAY 20 EXTENSION THROUGH WATERVIEW
A petition against the State Highway 20 extension through Waterview was
presented to His Worship the Mayor and referred to the Transport and Urban
Linkages Committee from Helena McMullin and other residents of Waterview
containing 845 signatures with the following prayer:
Dear Mayor and Councillors of Auckland City, Transit and Auckland
Regional Councillors,
Cc: Prime Minister Rt, Hon.
Helen Clark and Minister of Transport Hon. Mark Gosche.
Waterview is a
well-established and tranquil coastal suburb in central Auckland, located south
of Point Chevalier, west of Mt Albert and north of Avondale. The Waterview
community is proud of its history and wants to ensure its sustainable
development, safety and wellbeing.
The Auckland City Council
evaluated two options to complete a western ring route for Auckland, connecting
State Highway 20 (South-western Motorway) to State Highway 16 (North-western
Motorway): A Rosebank Peninsula direct route along Rosebank Rd, which would
mean demolishing about 20 commercial or industrial properties, and the Waterview
Interchange, which would mean destroying more than 300 residential homes and
businesses. On Thursday 15 December 2005, without public consultation, the
Council voted in favour of the Waterview option.
We the
undersigned:
- oppose the Auckland City Council decision on Thursday 15 December to
develop the Waterview Interchange;
- do no want a motorway running through Waterview, ruining the
community peace with heavy traffic, pollution and road noise;
- oppose and object to the destruction of established residential homes
and local business to build a motorway through Waterview; and
- seek your confirmation that no motorway extension will be built
through Waterview.
5.2. PETITION FOR ROAD AND SUBURB SIGNAGE FOR WATERVIEW
A petition regarding road and suburb signage for Waterview was presented
to His Worship the Mayor and referred to the Transport and Urban Linkages
Committee from Helena Madeleine McMullin and other residents of Waterview
containing 629 signatures with the following prayer:
Waterview is an established
coastal suburb in central Auckland, located just south of Point Chevalier, west
of Mt Albert, and north of Avondale. Waterview is formally listed as a suburb
in its own right on all commonly used maps of Auckland. Most central Auckland
suburbs have their own suburb signs and are noted on general motorway and road
signs. Waterview has to date not been provided with its own signs, nor
is it listed on relevant road signs.
- Request for Dedicated Suburb Signage for Entering and Leaving Waterview
This is a formal request that
Waterview be provided with its own suburb signs for entering and leaving
Waterview, for example "Welcome to Waterview" and "You are now leaving
Waterview, we hope to see you again soon".
- Request for Inclusion on Auckland Road Signs on the North-western
Motorway and Great North Road
This is a formal request that
Waterview please be included on current relevant road signs as soon as possible,
and also on any future road signs placed in areas leading to Waterview,
including when turning off the North-western motorway, and when driving on Great
North Road from the north and south.

Attaching for the Committee's
information a report which was considered at the 17 March 2006 Auckland Mayoral
Forum regarding Transport Funding where it was resolved as that the Auckland
Mayoral Forum;
- Recommends the immediate establishment of a process between
government officials and officials from the Auckland region to implement the
proposal for action contained in the report and reporting back with findings by
May 2006:
- The setting up of a robust framework for a long-term
partnership approach to the funding of transport in the Auckland region, in
particular in relation to passenger transport development between the two major funders, the ARC and central government. This will include a process for
reaching a shared understanding of the cost pressures and funding gap facing
Auckland.
- The urgent investigation of options for Auckland to be given the
means to raise revenue for transport locally. This is so that Auckland can take
more responsibility for raising the funding needed to provide for the transport
requirements of the region
- The investigation of a package of funding options to close the
funding gap including:
- Exploring the options for debt financing to be undertaken by all
parties, in association with sustainable revenue streams for servicing debt
- Tolling of new roading infrastructure
- New local sources eg. development contributions for ARC and Transit
projects and parking levies.
- Enhanced existing local sources eg. property rates
- Increasing the regional petrol tax
- The investigation of initiatives and actions to better manage the
costs of procuring transport infrastructure and services.
- Seeking changes to legislation and regulations to attract
investment in the region and to improve the cost-effectiveness of passenger
transport contracting and the Land Transport Management Act to be amended to
provide the flexibility needed to implement any or all of the above options in a
timely manner.
- Acknowledges the receipt of the Auckland Road Pricing Evaluation
Study and instructs the CEO Forum to co-ordinate a process of consultation with
councils on the findings of this study in conjunction with the investigation of
options for Auckland to be given the means to raise revenue for transport
locally
- Agrees that the report be referred to respective councils and the
Regional Land Transport Committee for their deliberation.
Recommending that the Committee
endorse the approach adopted by the Auckland Mayoral Forum.

Evaluation Study (ARPES). This report summarises the main findings of the ARPES
and sets out Auckland City's Draft submission to the study.

Evaluation study an delegate the Mayor, Deputy Mayor, Councillor Richard

Reporting that the
Local Government Act 2002 requires all local authorities to review their bylaws
by 2008. Consequently, Auckland City Council has initiated a review of the
Auckland City Consolidated Bylaw, and its reporting here on Part 25, the Traffic
Bylaw.
Also attached is an
extract from the Planning and Regulatory Committee's 3 April 2006 meeting for
the committee's information. Item 9 of this agenda addresses the additional
resolutions resolved at the meeting.
Recommending that
the new draft traffic bylaw amendments - Part 1 Administration and Part 20 -
Public Places, and the Statement of Proposal be approved, and that there be a
recommendation to Council that the Special Consultative Procedure commence.

The Planning and Regulatory 3
April 2006 Committee meeting considered the Review Part 25, Traffic Consolidated
Bylaw report of the Consultant Traffic, (item 8 of this agenda) and resolved
inter alia;
- That the officers further consider the matter of garaging on-street where no
off-street parking is available before the draft bylaw is submitted to the
Transport and Urban Linkages Committee.
- That the draft Traffic bylaw be amended to add the following words at
the end of the subclause 25.8.2 (c) "This subclause be amended to add the
following words at the end of subclause 25.8.2 (c). "This subclause shall not
apply where an officer considers there is no reasonable justification and no
complaint has been received by Council"
This report is in response to
these resolutions and outlines details regarding garaging of vehicles on
Auckland's roads.
Recommending the Committee
reports to Council with a proposed option for garaging of vehicles on Auckland
City's roads.

That the Manager Traffic and
Roading Services consider the presentation made by Mr Peter de Waal at the
meeting of the Transport and Urban Linkages held on 6 March 2006 and report to
the May 2006 meeting of that Committee on the outcome of the investigations.
Attaching a report identifying
some of the current issues faced with implementing the residential parking
policy and guidelines.
Recommending that
the review of residents parking be brought forward to December 2006, that
council officers be authorised to implement the residents exempt scheme where
considered necessary, that the current policy is maintained until the scheme is
reviewed and that 73C Carlton Gore road residents are not eligible for permits
but existing permit holders retain their permits.

from John Filimore Contracting Ltd for the physical works of the cycleway.

Contracting Ltd for the sum of $2,514,894.30 (exclusive of GST but inclusive of
a contingency sum of $450,000) for the Waikaraka Cycleway - Pikes Point,
