Transport and Urban Linkages Committee meeting held on Wednesday, 12 April 2006
to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|

(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

PUBLIC FORUM
A period of time
(approximately 20 minutes) is set aside for members of the public to address the
meeting on matters within its delegated authority. A maximum of 5 minutes per
item is allowed, following which there may be questions from members.
The following
requests have been received to address the meeting:
4.1. FRIENDS OF OAKLEY CREEK WENDY JONES
Wendy Jones will address the Committee on behalf of the Friends of Oakley Creek
in relation to the State Highway 20 (SH20) extension through Waterview.
4.2. PETITION TO THE AUCKLAND CITY COUNCIL ROYDEN SHOTTER
A petition to the Auckland City Council is to be presented to the
Transport and Urban Linkages Committee from Royden Shotter and other residents
of Mt Albert containing approximately 500 signatures with the following prayer:
- That Auckland City Council strenuously support a SH20 design which has the
complete motorway buried in cut and cover tunnels right from Richardson Road,
Owairaka to the Point Chevalier / Waterview interchange.
- That the only entry and exit ramps be at Richardson Road, Owairaka and at the
Point Chevalier / Waterview interchange, with no on and off ramps between these
points in the motorway.
- Only by this design will the negative impacts on homes, parks, Oakley Creek,
sportsfields, and natural areas be minimised.
4.3. STATE HIGHWAY 20 EXTENSION INTERCHANGE PLACEMENTS SUSAN SMITH
Susan Smith will address the Committee in relation to the State Highway 20
extension and the interchange placements
4.4. PARKING PERMIT FOR CARLTON GORE ROAD PETER DE WAAL
Peter de Waal will address the Committee regarding parking permits for Carlton
Gore Road, Newmarket.

Auckland City's submission, noting that the closing date for submissions is
Wednesday, 31 May 2006.

TAMAKI EDGE ARTERIAL ROAD IMPROVEMENTS

Seeking approval to
progress with the following arterial road development workstreams in conjunction
with the passenger transport and travel demands management initiatives:
- Undertake preliminary design of the northern
arterial road section from State Highway 1, through Mt Wellington and
terminating at Glen Innes, with good connections into the existing networks.
This work is estimated to cost $1.2 million.
- Work with Manukau City to define the preferred arterial road route
between Panmure and Pakuranga. This work is estimated to cost $1 million
with Auckland City meeting 56 per cent ($588,000) of the cost.
Recommending to
Council that Auckland City proceed with the preliminary designs and the route
definition. That the Chief Executive be delegated authority to approve
contractual arrangements for the above mentioned works.

Councillor Milne has submitted
the attached Notice of Motion, regarding Auckland City and its transport
solutions and recommends to the Committee:
- That the Transport and
Urban Linkages Committee notes:
- the Auckland Manukau Eastern transport Initiative (AMETI) project terminates at
Panmure;
- the Auckland University development of the Tamaki campus willhouse up to
10,000 students;
- that between 10,000 and 30,000 vehicle movements will occur on a Saturday when
the new Netball complex is in full use;
- that between 5,000 and 8,000 new residents are expected in the Mt Wellington
quarry development;
- that the Sylvia Park Shopping Centre development has been designed to attract
large numbers of shoppers from the eastern suburbs.
- That Council Officers prepare a report detailing the Public Transport
requirements necessary to adequately service the numerous developments in the
east of the city.
- That this report details the anticipated effects on the local roading and
amenity networks in the Tamaki/Maungakiekie, Hobson and Eastern Bays Wards.
- That this report be submitted to the 9 August 2006 meeting of the Transport and
Urban Linkages Committee.

November 2005. following community feedback this report outlines possible
options to improve the occupancy rates.
Recommending the
continuation of the existing Matiatia parking management plan with revised rates
for areas 2 and 4 as set out in the report from the Parking Contracts Manager
dated 10 April 2006. Furthermore, investigation for any additional conservation
led solutions to manage parking demands at Matiatia, Waiheke Island.

As part of the
Auckland Regional Transport Authority's (ARTA) Panmure rail station upgrade and
relocation, it was identified that the existing over-rail bridge will no longer
be required by ARTA. Auckland City recognises the importance of the bridge to
commuters and local pedestrians.
Recommending
approval of the take over of the lease agreement for the Panmure Pedestrian
Bridge and its upgrade at a cost of $110,000.
